At the recent 5th Central Conference, the Party Central Committee decided to discipline Mr. Dinh La Thang with a warning and remove him from the position of member of the 12th Politburo.
Regarding this, Mr. Nguyen Trong Phuc said that this is a normal thing for a ruling Party, maintaining strict discipline to increase the Party's strength. During the renovation period, in the 6th and 7th terms, two Politburo members were disciplined: In 1990, Mr. Tran Xuan Bach was dismissed from the Politburo and Central Committee, and Mr. Nguyen Ha Phan was also disciplined in 1995.
“Uncle Ho said that we must strictly maintain discipline from top to bottom, from the highest level to ordinary grassroots party members. He also said that we must regularly bring into the Party outstanding, loyal, and enthusiastic people, while at the same time we must eliminate from the Party degenerate elements who are no longer worthy of being Party members,” said Mr. Phuc.
The former Director of the Party History Institute assessed that the disciplinary action against Mr. Dinh La Thang was: "Reasonable, sympathetic, clearly distinguishing right from wrong, consistent with his previous violations, but at the same time also taking into account his contributions when he was Minister of Transport and when he was Secretary of Ho Chi Minh City".
Mr. Phuc emphasized that discipline is essential to building a stronger and cleaner Party, not to crush one's comrades. "Uncle Ho once said that discipline is not about beating people to pieces, not about treating each other like a snake or a cobra."
Besides, discipline here also has an educational meaning, so that the offender can continue to correct and improve, so that others will be afraid to violate. At the same time, discipline also needs to be strict, with the right person, the right crime, and the right thing.
And what is new now, according to Mr. Phuc, is that everything has been made public for the entire Party and the entire people to know. This is completely appropriate, because the Party's work is also the people's work. If the cadres are good, the people will benefit, if the cadres are bad or corrupt, they will have to bear the consequences.
Quoting the General Secretary's saying "disciplining a few people to save thousands of people", according to Mr. Phuc, this is also to prevent and stop the degradation of other party members.
In addition, Mr. Phuc also emphasized that discipline must pay attention to the constructive nature, through discipline to build the Party and the organization to be better and more united, not to cause disunity or even hatred.
Returning to the recent disciplinary issue, according to Mr. Phuc, when Mr. Dinh La Thang is no longer a member of the Politburo, he will no longer be the Secretary of the Ho Chi Minh City Party Committee. Because the Secretary of the Hanoi Party Committee and the Secretary of the Ho Chi Minh City Party Committee must be members of the Politburo.
"If Mr. Dinh La Thang is no longer in the Politburo, the Politburo and the Central Committee will transfer another comrade from the Politburo to replace Mr. Dinh La Thang as Secretary of the Ho Chi Minh City Party Committee," Mr. Phuc shared.
However, Mr. Phuc also said that in history there was a case where the Secretary of the Ho Chi Minh City Party Committee was not a member of the Politburo.
Specifically, after the 5th Party Congress in 1982, Mr. Nguyen Van Linh was only a member of the Central Committee, but the Politburo saw that he was very much needed in Ho Chi Minh City, so in 1983 he was transferred back to Ho Chi Minh City as Secretary. At that time, Mr. Nguyen Van Linh worked very actively and effectively. In 1985, Mr. Nguyen Van Linh was elected to the Politburo and continued to be Secretary of the Ho Chi Minh City Party Committee. It was not until 1986 that he became the Standing Secretary of the Secretariat.
“Mr. Dinh La Thang is still a member of the Central Committee, so the Politburo will certainly assign appropriate tasks so that Mr. Thang can continue to contribute to the common work of the Party and the country. In my opinion, we should not worry too much about that. The Politburo and the Central Committee will take care of that thoroughly.”
Mr. Phuc further explained that the Politburo has the right to decide on the replacement and will present it to the Central Committee at the nearest session. Similarly, the National Assembly Standing Committee has the right to decide not to recognize Mr. Vo Kim Cu as a delegate, and then at the next session it will present it to the National Assembly for approval.
