According to the city police, the situation of dozens of cafes operating as fronts for prostitution along Phong Dinh Cang and Nguyen Gia Thieu streets in Hung Dung ward, Vinh city, before and after the 2015 Lunar New Year, has caused distress to the local people.

In March 2015, the Vinh City police leadership established a special investigation codenamed 315D to combat and dismantle these prostitution rings. Many undercover detectives gathered information about the activities of these establishments, revealing that each small kiosk typically had one or two girls pooling their capital to rent the space and open a coffee shop, but in reality, it was a front for prostitution. Whenever a customer wanted to buy sex, these girls, who also ran the coffee shop, would engage in prostitution right in the kiosk.

After thoroughly monitoring the activities, at 10 PM on May 13th, more than 20 police officers from Vinh City, in coordination with the police of Hung Dung ward, received orders to crack down on the operation. Numerous investigative teams were divided into several groups to simultaneously raid the various locations.

As a result, at three locations including kiosk number 25 on Nguyen Gia Thieu Street; and 260 and 279 on Phong Dinh Cang Street, the police caught three couples in the act of prostitution.

Based on the statements of the individuals involved, the police urgently arrested Pham Thi Quyet (born in 1980, residing in Hung Binh ward, Vinh city) for the act of brokering prostitution.

According to Colonel Thang, the establishments where customers come to engage in prostitution are always securely locked from the inside. Besides locking the room doors, there are also locks on the gate, making it difficult to catch them red-handed.

On the morning of May 14th, the city police also signed a decision to temporarily detain Pham Thi Quyet (born in 1980, residing in Hung Phuc ward) on charges of brokering prostitution, in order to complete the prosecution file. The women caught in the act of prostitution are currently being questioned to clarify their roles.
