On the morning of May 14, Colonel Mai Chien Thang - Deputy Chief of Vinh City Police, said that he had just broken up Project 315D on prostitution, arresting Bui Thi Quyet (35 years old, residing in Hung Phuc Ward, Vinh City) for prostitution brokerage. 5 other girls were caught red-handed while selling sex and engaging in prostitution.

According to the city police, the situation of dozens of coffee shops hiding under the guise of prostitution on Phong Dinh Cang and Nguyen Gia Thieu streets, Hung Dung ward, Vinh city before and after the Lunar New Year 2015 has caused headaches for the people.
In March 2015, Vinh City police leaders established a special project codenamed 315D to fight and destroy the gang. Many infiltrated detectives who clearly understood the activities of the venues showed that each small kiosk usually had 1-2 girls pooling money to rent a place to open a coffee shop, but in reality it was a prostitution organization. Whenever there were customers buying sex, the girls who were also the owners of the coffee shop would perform prostitution right at the kiosk.
After a period of understanding the activities, at 10pm on May 13, more than 20 officers of Vinh City Police in coordination with Hung Dung Ward Police received the order to crack the case. Many detective teams were divided into many groups to simultaneously raid the locations.
As a result, at three locations including kiosks number 25 Nguyen Gia Thieu street; 260 and 279 Phong Dinh Cang street, the police caught three couples red-handed engaging in prostitution.
