(Baonghean.vn) - That was one of the issues raised at the discussion between the Central Theoretical Council and Nghia Dan District Party Committee on the afternoon of November 23, according to the program of research and survey of a number of theoretical and practical issues on building a team of cadres to serve the upcoming 7th Central Conference.

Professor, Dr. Phung Huu Phu - former member of the Party Central Committee, former Deputy Head of the Central Propaganda Department, Permanent Vice Chairman of the Central Theoretical Council as head of the delegation.

On the provincial side, there were comrades Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee, Thai Thanh Quy - Alternate member of the Party Central Committee, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission; Le Quoc Khanh - Deputy Head of the Provincial Party Committee's Organization Commission.

Based on the issues raised by the Central Theoretical Council working group, at the meeting, on behalf of Nghia Dan District Party Committee, comrade Phan Tien Hai - Standing Deputy Secretary of the District Party Committee reported to the working group the experiences as well as the limitations, difficulties and inadequacies in all stages of personnel work.

That is the situation of arranging and assigning staff not linked to planning, staff due to uneven training and professional qualifications, even only focusing on a few industries, so it is difficult to arrange when there is a specific need or due to practical requirements.

Some localities still have a closed mindset in creating a source of cadres, and have not been able to attract young intellectuals who have graduated from universities to work in the commune. This is a difficult problem to solve because the number of cadres and civil servants at the commune level has been arranged stably according to the regulation of 21-23 people, so it is difficult to create a new source.

Pointing out a limitation and shortcoming in personnel work, the Standing Deputy Secretary of the District Party Committee recommended that civil servant recruitment exams need to have more specific and appropriate requirements and content for each job position in order to meet the job requirements when recruited.

In evaluating cadres, it is necessary to quantify and specify criteria to ensure more accuracy; have specific regulations on responsibilities and sanctions for leaders regarding the results of cadre evaluation; on promoting the objectivity and honesty of the advisory body in evaluating cadres...

Also at the meeting, many opinions from those who have worked in the district and grassroots cadres through the periods mentioned the shortcomings in the arrangement and assignment of cadres at the commune level; civil servants of the People's Committee Office and culture are arranged with 2-3 people, while the position of Party Committee Office requires a capable person to advise and assist the Party Committee, so only 1 part-time specialist is arranged.

On the other hand, although the Party and government systems have inspection, examination, supervision and monitoring activities of the Vietnam Fatherland Front and mass organizations, the detection of violations by officials is not much, and the handling of officials is still lenient.

Some opinions also suggested that it is necessary to decentralize the work of cadre management more strongly, promote the responsibility of leaders in cadre management; increase horizontal rotation between levels and sectors so that cadres do one job and know many jobs; cadre recruitment needs to focus on the input and output quality of recruiters; pay attention to clearly guiding the streamlining of staff...

Participating in giving opinions on issues of concern to the working group, Deputy Secretary of the Provincial Party Committee Nguyen Van Thong pointed out that one of the reasons why the work of evaluating cadres is not close and accurate is because there are no criteria to evaluate the level of completion of professional tasks for each position of cadres. Comrade Nguyen Van Thong also said that the implementation of the project on positions and jobs will be the basis to solve the weaknesses in the current work of evaluating cadres.

Regarding cadre policy, according to Deputy Secretary of the Provincial Party Committee Nguyen Van Thong, the issue that needs attention is to promote the exemplary role of cadres; only when cadres set an example can they ensure the Party's prestige among the people and ensure that they perform well the roles and tasks they undertake.

Speaking at the meeting, Prof. Dr. Phung Huu Phu - Permanent Vice Chairman of the Central Theoretical Council highly appreciated the experiences as well as the comments and proposals of the Deputy Secretary of the Provincial Party Committee and Nghia Dan District Party Committee to the Central Committee on many aspects of personnel work. Prof. Dr. Phung Huu Phu emphasized that in order to continue to build a team of increasingly higher quality cadres, meeting the increasing demands and difficulties in building and defending the Fatherland, Nghia Dan district needs to continue to innovate and be creative in personnel work.
