Must create new determination, new steps (*)

...The spring meeting has great significance, it is an opportunity to look back on the past 5 years, to create a new determination for a new period, to create a tradition for us to be more closely connected with each other. On this auspicious occasion, I would like to wish the provincial leaders, businessmen and delegates and their families good health so that we can join hands to create a new determination, to build Nghe An into a prosperous province according to the wishes of President Ho Chi Minh, in accordance with the spirit of Directive 26 of the Politburo.

... Our Party has set a target that by 2020, Vietnam will basically become a modern industrialized country. Will Nghe An become an industrialized province by 2020, reaching a modern level? The average income per capita of the province by the end of 2013 was 24 million VND. This income mainly falls on those working in factories and enterprises, the remaining 80% of the province's population are farmers with low income. Although Nghe An farmers have a better standard of living than some other localities, they are still poor compared to the general level. In reality, we must ask the question: Is agriculture still backward? Has industry become modern? Are there many high-tech industrial parks? Regarding infrastructure, Nghe An has roads, railways, and airlines, but there is no exit for seaports.

Comrade Nguyen Manh Hung - Ambassador Extraordinary and Plenipotentiary of Vietnam to the Lao PDR said that the most important thing now is to connect with the East-West Highway so that Nghe An can trade with Thailand, Myanmar, Laos... and vice versa. But if you go to Nghe An, they will go to the sea, but the seaport has been planned but still cannot be built. Besides, Vinh Airport, although it has a growth rate of 50%, is still cramped, the terminal has not met the needs of receiving passengers. Thus, we can see that the economy and infrastructure of the province are still weak; people's lives are still poor. This requires us to find a solution to the problem of poverty alleviation, to see what the purpose is each year?

Looking at Binh Duong province, it had a very low start, poor infrastructure, and was inferior to Nghe An in terms of area and conditions, but after 20 years, Binh Duong has become a fairly good province, with a budget revenue of 29 trillion VND; the poverty household criteria is 1 million VND, higher than the national average of 400,000 VND/month, but only 5% of households are poor; there has also been a strong shift in the economic structure, with the agricultural rate remaining at only 3.4%. Looking back at Nghe An, by 2020, we are still far from the goal of becoming an industrial province. Therefore, I hope that the provincial leaders and investors sitting here must join hands, be determined, and determine where they are in order to determine the right path.

First of all, the province must create a very open and transparent investment environment for investors to solve fundamental problems. On the other hand, the provincial leaders must be united and determined to reform administrative procedures and resolve problems. If we cannot do that, we will meet and meet again, but investors will still leave. Therefore, we must review policies and development strategies. Nghe An is inviting policy makers and development strategies for Nghe An in the coming time; at the same time, the province also invites foreign experts to plan the development of Vinh City and Nghe An province. This is very correct.

In 2014, comrades will have to determine the direction for the Resolution of the next term. The province must orient itself to see whether the economy will develop further and escape poverty at the conference next year and the years after. To do so, the province's industry will develop in a modern direction, successfully build new rural areas, develop urban areas, and the economy and society must be harmonious. Only then will Nghe An's GDP be higher than the national average, and the poverty rate must be lower than the national average to achieve the goal of becoming a well-off province. First of all, the province must calculate to develop agriculture and new industries such as: biology, information technology, mechanics; and develop services.

In addition, the province must focus on developing education and training, creating high-quality human resources; must plan modern urban and rural development; and harmoniously connect urban and rural areas. Therefore, comrades must actively perceive to accurately assess, carefully consider Nghe An's development orientation, and calculate and include it in the Resolution of the upcoming Party Congress.

Third, you must create new determination among all people and businesses, not just among the provincial leadership. If you act for the people, everyone will recognize your goodwill. Investors are very alert, they come to Nghe An to invest first of all because of the favorable geopolitical, socio-economic and geographical conditions; besides, they have great affection for President Ho Chi Minh's homeland. This is something we should acknowledge. We are proud that we are Nghe An people, because of the land's spiritual and talented people, because of our ancestors' traditions, because of President Ho Chi Minh. However, Nghe An must strive to be worthy of the attention of the Party, the State and the people of the whole country, including businesses. I hope that investors will discuss and calculate in the spirit of goodwill for Nghe An province to both do business effectively and help Nghe An develop. Thus, our conference must create new determination, new steps and calculations for the coming years, then its value will increase significantly, truly bring practical benefits to the people, bring economic - political - social strength to Nghe An, and also make an important contribution to our country.
