(Baonghean) - During the 2010-2015 term, Son Thanh commune (Yen Thanh district) implemented its set targets under challenging conditions. However, with the consensus and efforts of the entire Party committee and people of the commune, they transformed difficulties and challenges into new opportunities and achieved comprehensive success. Building on that success, Son Thanh's goal for the 2015-2020 term is to become a heroic unit in the đổi mới (renovation) period.

During the past term, Son Thanh maintained an average economic growth rate of 15.5% per year, demonstrating stability and sustainability. Total production value reached 258.7 billion VND, of which industrial production value reached 167 billion VND, 2.5 times higher than the previous term's resolution. Notably, the proportion of agriculture, forestry, and fisheries decreased from 45.9% to 27% (a decrease of 18.9% compared to the previous term); industry and construction reached 28% (an increase of 4.5%); services, trade, and labor export reached 116.4 billion VND, equivalent to 45% (an increase of 13%); per capita income averaged 34.4 million VND/year, 2.5 times higher than the initial resolution; and the poverty rate was reduced to 2.56% (a decrease of 1.95% compared to the previous term)...

The achievements of Son Thanh during the past term are clearly demonstrated in each specific area: Total agricultural production reached 3,063 tons; the existing forest area has been well protected and developed with 500 hectares of healthy green forest, 90 hectares of regenerated forest, 250 hectares of pine, and 160 hectares of eucalyptus and acacia trees, contributing to creating a beautiful landscape and ensuring the ecosystem. In particular, the pine forest, now at the harvesting age, generates an annual income of 500 million VND, contributing nearly 200 million VND to the state budget each year, and providing stable employment for over 30 workers. A prominent highlight of the past term is the effective exploitation and development of internal resources, attracting investment projects and programs that are significantly higher than in previous years. Over the five years from 2010 to 2015, the commune accelerated the implementation of the previous term's resolution, investing in the construction of irrigation and transportation infrastructure, improving agricultural fields, and enhancing people's livelihoods. The total capital invested reached over 500 billion VND, equivalent to the combined capital invested over many previous terms. Particularly, with the consensus and efforts of the entire Party and people, mobilizing all resources to attract investment and with contributions from the people, in less than four years of implementing the resolution, Son Thanh spent 213.45 billion VND on building new rural infrastructure, becoming the first unit in Nghe An province to achieve all 19 national criteria for new rural development. Trade, labor export, and job creation in Son Thanh continued to develop steadily; the commune has 1,743 workers employed abroad, contributing over 200 billion VND in foreign currency annually to the locality.

In terms of public health care, Son Thanh is a unit that meets national standards for healthcare at level 2. Its facilities have been and are being upgraded according to the new plan with an approved capital of 5.9 billion VND, expected to be put into use in 2015. The population growth rate is stable at 0.7%, and health insurance is promptly provided to children under 6 years old. Education has made remarkable progress; during the past term, 246 children from the commune passed entrance exams to colleges and universities.

Social welfare activities, building houses of gratitude and compassion, etc., have become a competitive movement and a beautiful, humane aspect of each individual. To date, the poverty rate in the commune is only 2.56%, one of the lowest in the province. People's living standards have continuously improved in all aspects. National defense and security have been maintained, and for five consecutive years, the unit has been awarded the title of "Unit of Victory" by the district and province, and is one of the communes that has excellently completed local defense tasks. Throughout the term, social order and safety have been ensured, and the commune has been one of the areas that has successfully implemented the "Three Peaces" project (peace for the people, peace for the border, and peace for the religion); it has also done well in "Three Securitys" (security in cases, security in accidents, and security in traffic), and for many years, Son Thanh commune has received Certificates of Commendation from the Ministry of Public Security for its mass movement to protect national security. For three consecutive years (2012, 2013, 2014), the commune was awarded a commendation flag by the Ministry of Public Security for its leading role in the movement. Emphasis was placed on Party building and the development of the political system; during the term, 47 new Party members were admitted, exceeding the plan by 13%. The inspection and supervision work of the Party Committee and the Party's Inspection Commission achieved excellent results, truly assisting leaders and all levels and sectors in organizing and implementing tasks. Over the four years of implementing Directive 03 of the Politburo on continuing to promote "Learning and following the moral example of Ho Chi Minh," the Party Committee of Son Thanh commune has institutionalized this through specialized resolutions, establishing ethical standards linking learning and practice, and setting specific themes for each year...

Looking back at the overall picture of the 2010-2015 term, it can be seen that this was a term that left important marks and milestones, as shown through 5 achievements and 10 outstanding events, which are:

Firstly: The Party Committee has been recognized as an exemplary, clean, and strong organization for many consecutive years. In the past five years, it has received two Certificates of Commendation from the Nghe An Provincial Party Committee for building an exemplary, clean, and strong Party Committee.

Secondly: Following the preliminary review of the three-year implementation of Directive 03 of the Politburo on studying and following the moral example of Ho Chi Minh, Son Thanh commune is one of 134 exemplary units nationwide that received a Certificate of Commendation from the Central Propaganda Department.

Thirdly: Continuing to promote the "Learning and following the moral example of Ho Chi Minh," Son Thanh commune received a statue of President Ho Chi Minh donated by the people of the locality.

Fourth: The Fatherland Front Committee of the commune was nominated as a delegate to attend the 8th National Congress of the Vietnam Fatherland Front Committee.

Fifth: In 2010, the President of Vietnam awarded the Third-Class Labor Medal to the people and officials of Son Thanh commune, and the commune has since been requesting the Second-Class Labor Medal.

Friday: Tran Thi Thuy from Le Doan Nha Secondary School won first prize in the provincial Biology competition for 9th graders.

Saturday: The commune health station achieved National Health Standard Level 2, with the construction of a new facility covering an area of ​​8,000 m2, valued at 5.9 billion VND.

Eighth: Land consolidation and reallocation was truly a revolution for Son Thanh; the commune renovated and built infrastructure worth over 10.4 billion VND.

Ninth: The transportation system includes 80 km of paved and concrete roads; the Yen Due bridge has received and attracted investment exceeding 100 billion VND.

Tenth: Son Thanh is the first unit in Nghe An province to rank 13th out of 27 outstanding communes nationwide in meeting the criteria for new rural development; it was awarded a Certificate of Merit and a prize of 1 billion VND by the Prime Minister.

Building on the achievements of the 2010-2015 term, in the coming term, Son Thanh aims to continue accelerating the improvement of overall quality, making the commune's Party Committee a leading Party Committee in all aspects of Yen Thanh district, striving to achieve the prestigious title of Heroic Unit in the Renovation Period by 2020.

To achieve this, the commune has set specific targets: Maintaining an economic growth rate of 15-17% per year to achieve a social value of 600-620 billion VND by the end of the term; per capita income reaching 75-80 million VND per year; 100% of hamlets achieving the title of Cultural Village; the poverty rate remaining at 1-1.5%... Maintaining national defense and security; focusing on building a clean and strong Party and government.

To achieve these goals, Son Thanh has identified several key solutions to focus on: innovation and breakthroughs in strategic thinking; economic restructuring; continued concentration and mobilization of resources to build infrastructure serving economic development and improving people's lives; emphasis on rapidly introducing scientific and technological advancements into production; attracting scientists and investors to Son Thanh to create breakthroughs in productivity, quality, and product value; and prioritizing education and training; replanning residential areas while protecting the environment; ensuring political security and social order; and creating a stable environment for socio-economic development in the area.
