The goal is to triple the current income of aquaculture farmers by 2020.

The value of seafood exports is expected to reach approximately US$11 billion; with an average growth rate of 7-8% per year (2011-2020).

The Prime Minister has recently signed Decision No. 1445/QD-TTg approving the overall plan for fisheries development until 2020, with a vision to 2030.

Specifically, some targets for fisheries development by 2020 include: Total fisheries production of approximately 7.0 million tons (fishing production accounting for about 35%; aquaculture production accounting for about 65%).

The value of seafood exports reached approximately US$11 billion; the average growth rate was 7-8% per year (2011-2020); the proportion of value-added products in exports reached 50%; about 50% of seafood workers received training; the average per capita income of workers was three times higher than currently; and post-harvest losses of seafood products were reduced from over 20% currently to below 10%.

The plan for 2030 also clearly states that the total fisheries production will reach approximately 9.0 million tons. Of this, fisheries production will account for about 30%; aquaculture production will account for about 70%; the value of fisheries exports will reach approximately 20 billion USD; the average growth rate will be 6-7% per year (2020-2030); the proportion of value-added export products will reach 60%; and approximately 80% of fisheries workers will receive training.

Regarding the approved fisheries development plan until 2020, the target is to maintain a stable fisheries production of 2.4 million tons, including 2.2 million tons of marine fisheries and 0.2 million tons of inland fisheries. The production structure by species is as follows: 2 million tons of fish, 200,000 tons of squid, 50,000 tons of shrimp, and 150,000 tons of other marine products.

The number of fishing vessels will decrease to 110,000 by 2020 and further to 95,000 by 2030, an average annual decrease of 1.5%. The number of fishing vessels operating in coastal and offshore areas will decrease from the current 82% to 70% by 2020. The number of offshore fishing vessels will be approximately 28,000-30,000.

Regarding aquaculture, by 2020, the aquaculture area was approximately 1.2 million hectares. Of this, the area for industrial farming of key species accounted for 190,000 hectares.

This decision takes effect from August 16, 2013.
