The goal is to eradicate illiteracy for 1.2 million people by 2020.
The Prime Minister has just issued Decision 629/QD-TTg, dated May 4, 2013, approving the "Literacy Eradication Project by 2020". Accordingly, the goal is to eradicate illiteracy for more than 1 million people by 2020, raising the literacy rate to 98%.

According to the Project, the goals by 2015 are: to eradicate illiteracy for 800,000 people aged 15-60, including 250,000 ethnic minorities, raising the literacy rate to 96%; 80% of newly literate people will continue to participate in various forms of learning to consolidate their literacy; 85% of provincial-level units, 85% of district-level units, and 80% of commune-level units will meet the illiteracy eradication standards for the period 2013-2020.
The goal by 2020 is to eradicate illiteracy for 1.2 million people aged 15-60, raising the literacy rate to 98%. This includes achieving a literacy rate of 94% in 14 provinces with difficult socio-economic conditions; eradicating illiteracy for 300,000 ethnic minority people; and ensuring that 100% of provincial and district-level units and 95% of commune-level units meet the illiteracy eradication standards for the period 2013-2020.
The decision also outlines seven tasks of the Project, namely: Raising awareness about illiteracy eradication; Innovating the management and organization of literacy classes to suit different target groups; Improving the quality of cadres and teachers involved in illiteracy eradication; Developing literacy eradication programs and materials suitable for different target groups; Consolidating and sustainably maintaining the results of illiteracy eradication and preventing its recurrence; Promoting the socialization of illiteracy eradication; and International cooperation.
