Striving to lift Ky Son out of poverty sustainably.

(Baonghean.vn) - On the afternoon of June 5th, under the chairmanship of Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee approved the content of the 22nd Congress of the Ky Son District Party Committee, term 2015 - 2020.

Attending the working session were members of the Provincial Party Standing Committee: Nguyen Xuan Son - Vice Chairman of the Provincial People's Council, Nguyen Van Thong - Head of the Provincial Party Committee's Internal Affairs Department, Le Ba Hung - Head of the Provincial Party Committee's Propaganda Department, and Nguyen Huu Lam - Head of the Provincial Party Committee's Organization Department.

Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presided over the meeting.

The report, presented by Comrade Vi Hoè - Secretary of the Ky Son District Party Committee, clearly stated: Despite the difficult economic context of the country and the province, and the potential risks and challenges in border security, the Party Committee, government, and people of Ky Son district have united and strived to achieve and surpass many targets in socio-economic development; security and national defense have been strengthened and maintained.

Comrade Vi Hoè, Secretary of the Ky Son District Party Committee, presented the draft political report.

Specifically, the total value of production by 2015 was estimated at VND 590.94 billion, an increase of 119.25% compared to the beginning of the term. Total social investment over the 5 years was estimated at VND 7,800 billion (reaching 100% of the plan). Management and protection, coupled with concentrated forest planting, were emphasized, and the planning of the three types of forests in the area was well implemented. From 2011 to the present, there have been no forest fires in the entire district, and the forest cover rate has reached 51% (an increase of 6% compared to the beginning of the term, achieving the target set by the Congress of 50-52.5%).

Comrade Luong Thanh Hai - Member of the Standing Committee of the Provincial Party Committee - Head of the Provincial Ethnic Affairs Committee, offered his comments on the target of maintaining border security in the political report of the Ky Son District Party Committee.

Over the past five years, infrastructure development has continuously transformed the socio-economic landscape of the district. The central and provincial governments invested in the construction of the Nam Mo and Nam Can hydropower plants, which have been completed, contributing to increased electricity production. By the end of 2014, 10 communes and towns (nearly 50% of the total number of communes) and 44 out of 193 villages had access to the national power grid for production and daily life, exceeding the target set by the Party Congress by only 61.8%. More than 200 km of border ring roads and roads connecting communes have been newly constructed and upgraded; two new concrete bridges and two suspension bridges have been built for local communities.

Comrade Nguyen Van Thong, Head of the Provincial Party Committee's Internal Affairs Department, stated that the targets for regional economic development outlined in the political report were still unclear.

Party committees at all levels have focused on leading the building, consolidation, and strengthening of grassroots party branches and committees (at the beginning of the term, there were 45 subordinate grassroots party organizations, now increased to 55, with 346 subordinate party branches under the grassroots Party committees); at the beginning of the term, there were 4 weak subordinate party branches under the grassroots Party committees, but now there are no longer any weak party branches.

Comrade Le Ba Hung, Head of the Provincial Party Committee's Propaganda Department, expressed his wish that the political report should be concise and clearly state the targets.

However, the report also clearly stated that during the past term, economic growth was not sustainable, the direction of economic restructuring was not strong enough, investment was still scattered, and efficiency and competitiveness remained low... The percentage of schools meeting national standards was low compared to the set target (7.04%/15%). The living standards of the people are still low, with the average per capita income of the district reaching 15 million VND/year. The practical capacity of some Party organizations in Party building work has not improved significantly. Maintaining regular Party meetings is not consistent, and self-criticism and criticism are limited. A portion of cadres and Party members have not demonstrated pioneering and exemplary qualities. In leadership, management, and administration, there has been a lack of innovation and creativity, mainly focusing on resolving incidents and events, and not acting decisively according to operational regulations.

Comrade Tran Cong Duong, Chief of the Provincial Party Committee Office, expressed his wish for the district to adjust its poverty reduction targets.

Concluding the meeting, Comrade Tran Hong Chau requested that the Standing Committee of the Ky Son District Party Committee draft the contents of the political report in a more comprehensive manner, focusing on highlighting outstanding achievements as well as identifying existing shortcomings and limitations. From there, appropriate directions, tasks, and solutions for the next term should be proposed. The district needs a regional economic development strategy, focusing on developing household economies, selecting key crops and livestock in the area; striving to sustainably lift Ky Son out of poverty. At the same time, it must effectively ensure border security and sovereignty, create a stable environment in the border region; and strive to build a strong Party Committee, closely adhering to Resolution 26 of the Politburo on socio-economic development in Nghe An and Western Nghe An.
