(Baonghean.vn) - On the afternoon of June 5, under the chairmanship of comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Council, the Standing Committee of the Provincial Party Committee approved the content of the 22nd Congress of Ky Son District Party Committee, term 2015 - 2020.

Attending the meeting were members of the Provincial Party Committee: Nguyen Xuan Son - Vice Chairman of the Provincial People's Council, Nguyen Van Thong - Head of the Provincial Party Committee's Internal Affairs Committee, Le Ba Hung - Head of the Provincial Party Committee's Propaganda Department, Nguyen Huu Lam - Head of the Provincial Party Committee's Organization Department.

The report presented by Comrade Vi Hoe - Secretary of Ky Son District Party Committee, stated: Although the country and province's economy is facing many difficulties, the border security situation still has many potential risks and challenges, the Party Committee, government and people of Ky Son district have united and made efforts to complete and exceed many targets on socio-economic development; security and national defense have been consolidated and maintained.

Comrade Vi Hoe - Secretary of Ky Son District Party Committee reported on the political draft.

Specifically, the total production value by 2015 is estimated at 590.94 billion VND, an increase of 119.25% compared to the beginning of the term. The total social investment capital in 5 years is estimated at 7,800 billion VND (100% of the plan). Management and protection work associated with concentrated forest planting is focused on, well implementing the planning of 3 types of forests in the area. From 2011 to now, there have been no forest fires in the whole district, the forest coverage rate has reached 51% (an increase of 6% compared to the beginning of the term, achieving the Congress's target of 50 - 52.5%).

Comrade Luong Thanh Hai - Member of the Provincial Party Committee - Head of the Provincial Ethnic Committee gave comments on the target of maintaining border security in the political report of the Ky Son District Party Committee.

Over the past 5 years, the infrastructure has been constantly developing, changing the socio-economic landscape of the district. The central and provincial investment in the construction of Nam Mo and Nam Can hydropower plants has contributed to increasing electricity output. By the end of 2014, the district had 10 communes and towns (accounting for nearly 50% of the total communes), 44/193 villages with national grid electricity for production and daily life, compared to the Congress target of only 61.8%. More than 200 km of border belt roads and roads to communes have been newly opened and upgraded; 2 new rigid bridges and 2 suspension bridges for people have been built.

Comrade Nguyen Van Thong - Head of the Provincial Party Committee's Internal Affairs Committee said that the economic development indicators of the region stated in the political report are still unclear.

Party committees at all levels have focused on leading the construction, consolidation and improvement of grassroots Party cells and committees (at the beginning of the term, there were 45 grassroots Party organizations directly under the Party Committee, now it has increased to 55, with 346 Party cells directly under the grassroots Party Committee); at the beginning of the term, there were 4 weak Party cells directly under the grassroots Party Committee, now there are no weak Party cells.

Comrade Le Ba Hung - Head of the Provincial Party Committee's Propaganda Department wants the political report to be concise and clear in its targets.

However, the report also stated clearly: in the past term, economic growth was not sustainable, the direction of economic restructuring was not strong, investment was still scattered, efficiency and competitiveness were still low... The rate of national standard schools was low compared to the set target (7.04%/15%). The living standards of the people were still low, the average income per capita/year of the district was 15 million VND. The practical capacity of Party building work of some Party organizations had not changed strongly. Maintaining the Party's activities was not regular, self-criticism and criticism were still limited. A number of cadres and Party members had not promoted their pioneering and exemplary nature. In leadership, management and operation, there was no innovation or creativity, mainly solving problems and incidents, and not operating resolutely according to operating regulations.

Comrade Tran Cong Duong - Chief of the Provincial Party Committee Office hopes that the district will adjust its poverty reduction targets.

Concluding the meeting, comrade Tran Hong Chau requested: The Standing Committee of the Ky Son District Party Committee needs to draft the contents of the political report in a more general manner, focusing on highlighting the outstanding achievements as well as pointing out the existing limitations. From there, propose appropriate directions, tasks and solutions for the next term. The district needs to have a regional economic development strategy, focusing on developing household economy, selecting a number of key crops and animals in the area; strive to help Ky Son escape poverty sustainably. At the same time, well implement ensuring border security and sovereignty, creating a stable environment in the border area; strive to build a strong Party Committee, closely following Resolution 26 of the Politburo on socio-economic development in Nghe An and Western Nghe An.
