Representatives from the Departments of Agriculture, Natural Resources and Environment, Finance, and leaders from districts and towns attended.

To date, 266 out of 320 communes in the province have completed land consolidation and exchange on the ground. Of these, 9 district-level units have completed 100% of their communes, including: Quỳnh Lưu, Anh Sơn, Thanh Chương, Nam Đàn, Yên Thành, Thái Hoà, Nghĩa Đàn, Quỳ Hợp, and Vinh City.

The districts of Do Luong, Dien Chau, and Hoang Mai town have basically completed land consolidation and exchange, while the remaining 8 districts are progressing slowly. Among them, the districts and towns with the lowest results include: Tan Ky (2 out of 17 communes), Hung Nguyen (11 out of 12 communes), Nghi Loc (12 out of 20 communes)...

According to Comrade Hoang Quoc Viet, Vice Chairman of the People's Committee of Do Luong District, although the implementation has been slow, 26 out of 32 communes in the district have completed the land allocation process.

After two years of implementing Directive 08-CT/TU, progress has been very slow, with some localities failing to implement it at all. Financial support for land consolidation and exchange under Directive 08 has been slow and limited, especially for communes to build roads and irrigation systems within the fields. Therefore, to fundamentally complete land consolidation and exchange in the province in accordance with the spirit of Directive 08 of the Provincial Party Committee in 2015, much work remains to be done.

The leaders of Nghi Loc district requested early financial support for the communes to complete the land conversion process in 2015.

According to the plan, from September to December 2015, the focus will be on directing communes and villages to carry out land allocation on-site to households (communes with arable land can allocate land earlier, while communes with rice fields will allocate land on-site after the 2015 summer-autumn harvest); gradually completing transportation and irrigation infrastructure and coordinating with relevant sectors to finalize the application for land certificates.

Comrade Nguyen Van Chat - Head of the Land Management Department, Department of Natural Resources and Environment, suggested that for the 266 communes that have completed the process, the district-level People's Committee should direct the commune-level People's Committees to finalize the dossiers and update the land use changes to issue new land use certificates to households and individuals in accordance with the 2013 Land Law.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong acknowledged and highly appreciated the involvement of the provincial land consolidation and exchange standing agency and localities in the land consolidation and exchange work, achieving 87% of communes, contributing to increased efficiency in agricultural production and increased income criteria in the construction of new rural areas. However, after three years of implementation, there are still some limitations. Therefore, to complete the conversion in 2015 as required by the Provincial Party Committee Standing Committee, it is necessary to strengthen propaganda and guidance to make Party members and the people deeply aware of the importance of land consolidation and exchange so that they enthusiastically participate. The Department of Natural Resources and Environment, as the standing agency, needs to assign staff to directly assist districts with slow progress. For the 266 communes that have completed land consolidation and exchange in the field, the District People's Committee directs the Commune People's Committees to finalize the dossiers for issuing land use certificates according to the 2013 Land Law. For the 52 communes in 11 districts that have not yet completed the conversion, after the summer-autumn harvest is finished, the process should be implemented to complete it in 2015, before the spring crop production in 2016...
