((Baonghean.vn) - On December 24, 2014, in Vinh City, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held its regular December meeting to hear and give opinions on a number of issues regarding the 2015 budget, tasks for the first quarter of 2015, and other important matters.

Also attending the meeting were members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, the Vice Chairmen of the Provincial People's Committee, and leaders of departments and agencies. Districts, cities, and towns participated in the meeting online.

In the morning, the Provincial People's Committee heard five reports: a report on the implementation of the conclusions of the Chairman of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in November 2014; a report on the implementation of the socio-economic development and national defense and security plan in December 2014, and tasks and solutions for the first quarter of 2015; a decision promulgating the mechanism for assigning socio-economic plan targets for 2015 and key solutions for directing and managing socio-economic development in 2015; a report on the implementation of the state budget estimate in December 2014, and tasks and solutions for the first quarter of 2015; a decision on the assignment, decentralization, and management of the 2015 budget; and regulations on the revenue sharing ratio for 2015.

In December, all sectors and levels focused on directing the review of 2014 and the implementation of the 2015 plan; continuing to direct the harvesting of the 2014 winter crop and the implementation of the 2015 spring crop production; focusing on disease prevention and control; and protecting crops and livestock from the cold...

Overall in 2014, the industrial production index increased by 13.31% compared to the previous year. 26 communes met all 19 criteria for New Rural Development, of which 18 communes received official recognition from the Provincial People's Committee. The area for aquaculture in 2014 was estimated at 20,172 hectares, an increase of 0.6% compared to the same period, mainly due to an increase in brackish water shrimp and freshwater fish farming areas.

Goods exports in December 2014 were estimated at US$47.07 million, and the estimated total for the year was US$415.4 million, an increase of 10.2%; Disbursement of capital for construction projects through the provincial budget by December 2014 was estimated at 95% of the planned capital; Budget revenue in 2014 was estimated at VND 7,400 billion, equivalent to 109.9% of the provincial People's Council's assigned target. It is projected that 16 out of 21 districts, cities, and towns will achieve or exceed the provincial People's Council's assigned target. Budget expenditure in 2014 was estimated at VND 17,872 billion 135 million, equivalent to 110.9% of the allocated target.

At the meeting, committee members and representatives from various departments discussed solutions to immediately implement the January targets, decentralize budget management, proactively prepare for Tet (Lunar New Year) celebrations, especially for people in mountainous and remote areas, and implement resolutions of the Provincial People's Council regarding benefits for meritorious individuals and teachers in mountainous regions.

Concluding the morning's meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong highly appreciated the results achieved in December and throughout 2014 across 11 criteria, and outlined the tasks to be implemented in the first quarter of 2015. These include actively promoting investment attraction to create more factories and businesses, and providing more job opportunities for students after graduation. In 2015, the provincial leadership will raise the issue with large corporations and enterprises to encourage them to create jobs for Nghe An workers. Further advancements in information technology in management and administration are needed; and the application of science and technology to agricultural production should be strongly promoted. Solutions should be implemented immediately to complete the targets and planning of Vinh City in accordance with Resolution 26 from the beginning of the year.

All sectors and levels should focus on promptly implementing the Provincial People's Council Resolutions, especially the 2015 plan; review the implementation of the Provincial Party Congress Resolution; focus on implementing Resolution No. 26-NQ/TW of the Politburo and Action Program No. 24-CTr/TU. Direct the successful production of the 2015 spring crop. Proactively develop plans for disease prevention and control, ensuring no major or medium-sized outbreaks occur in the area. Review the communes registered to achieve the New Rural Area status.

Focus on directing production and business development; significantly improve the investment environment; resolve difficulties and obstacles for businesses; and stabilize the market. Expand foreign economic relations and international cooperation to strengthen the mobilization of domestic and foreign resources for infrastructure investment and socio-economic development. Prepare well for the Investor Meeting held at the beginning of the Year of the Goat 2015 (scheduled for March 4, 2015 - the 14th day of the first lunar month).

Focus on effectively managing early-year festival activities. Promote the "All People Unite to Build a Culturally Rich Life" movement. Guide districts and cities in developing plans for organizing sports and physical education activities in 2015. Organize the 2015 Spring Press Festival successfully.

Prepare funds for visiting and extending New Year greetings to policy beneficiaries, meritorious individuals, and officers and soldiers of the armed forces serving in border and island areas, and ensure timely support for poor households during the Lunar New Year; make thorough preparations for the grassroots Party congresses.

The Chairman of the Provincial People's Committee urged all levels and sectors to make efforts and strive to successfully implement the 2015 plan.
