Striving to develop Tan Mai into a prosperous ward nationwide.
On the morning of August 13th, the Tan Mai Ward Party Committee held the official session of its First Party Congress, for the 2025-2030 term, with the participation of 216 delegates representing 1,053 Party members throughout the Party Committee.
Attending and directing the congress was Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies.
Also attending were Comrade Le Truong Giang - Member of the Provincial Party Committee, Deputy Head of the Provincial Party Organization Department, and representatives of the leaders of provincial departments and agencies.

Overall results
The Tan Mai Ward Party Committee was established by merging three administrative units: Quynh Di Ward, Quynh Lap Commune, and Quynh Loc Commune. The Tan Mai Ward Party Committee currently has 56 affiliated party organizations with 1,154 party members.

Tan Mai is a newly established ward, new in terms of development space and organizational structure, but it is not new in terms of historical and cultural traditions, the spirit of solidarity, and the efforts to overcome difficulties and strive for progress of the officials, Party members, and people here.
Under the leadership and guidance of the Party Committee and the government, and with the unity and efforts of all sectors of the people, Tan Mai ward has achieved many important and comprehensive results with many bright spots.

The economy is expected to grow at a high double-digit rate, averaging an estimated 13.47% during the 2020-2025 period; the average added value per capita is estimated at over 82 million VND. The economic structure is shifting positively towards an increasing proportion of industry, construction, and services, with a focus on boosting certain sectors and fields with potential.
The socio-cultural sector has made significant progress. People's living standards have improved noticeably, and the urban landscape has undergone many positive changes. The poverty rate has decreased to 0.8%, lower than the provincial average.
National defense and security are ensured; political security and social order are stable; the ward has been recognized and continues to maintain its status as a drug-free ward.
Party building and the construction of the political system have been emphasized, and the effectiveness of government management and administration has been improved. The role of the Fatherland Front and political and social organizations has been enhanced.

To develop Tan Mai into a prosperous ward nationwide.
For the 2025-2030 term, the Party Committee has set the goal: "To build Tan Mai into a relatively prosperous ward nationwide, one of the growth poles in the northern part of Nghe An province, and to meet the criteria of a civilized urban area by 2030."
To realize this goal, the ward has set out 27 specific targets, 4 key tasks, 3 breakthroughs, and main groups of solutions. These include a growth rate of 14-15% in the total value of products in the area during the 2025-2030 period; and an average per capita income of 160-180 million VND/person/year by 2030.

Delivering a guiding speech at the Congress, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation - acknowledged and highly appreciated the important achievements that the Party Committee, government, and people of Tan Mai ward have achieved in the past term.
The comrade noted several issues that Tan Mai ward needs to pay attention to regarding personnel work and organizational structure; economic development orientation; comprehensive care for all areas of culture and society, improving the quality of material and spiritual life for the people, ensuring social security; strengthening national defense and security associated with the key task of maintaining security and order in the area.
At the same time, the Party Committee of the ward needs to continue to strengthen the building and rectification of the Party and the ward's political system to be strong, streamlined, effective, and efficient, quickly meeting the major requirements and tasks of the local government at both levels.

In terms of economic development, based on an assessment of its potential, advantages, and development opportunities, Tan Mai ward needs to focus on maximizing its unique advantages, such as its direct proximity to the Nghi Son Economic Zone (Thanh Hoa), industrial parks and clusters like Hoang Mai, Dong Hoi, and Quynh Loc, with many large and key projects underway; and its favorable transportation connections, especially its potential for a seaport.
The planning should harmonize industry, tourism, services, and agriculture in a sustainable and mutually supportive manner; prioritize attracting clean industries and industries supporting tourism; and strictly control sources of environmental pollution. Urban development along the river and towards the sea should be green, smart, and sustainable. Tan Mai Ward must consider these as pillars for rapid development while ensuring balance, comprehensiveness, and stability.
In addition, Tan Mai also needs to prepare the relevant infrastructure well, starting from the planning stage to ensure synchronization and connectivity; utilize land resources rationally, especially in preparing land plots to attract investors.

In addition, Tan Mai ward needs to continue to focus on socio-cultural development; and be more proactive and decisive in building a civilized urban area and model residential areas.
Focus on improving the quality of education and training, and healthcare. Effectively implement social welfare programs. Prioritize the protection of marine resources and the environment, in conjunction with climate change adaptation; and safeguard the safety and security of maritime sovereignty and islands.
Immediately after the Congress, the Ward Party Committee needs to urgently finalize and issue an action program to implement the Resolution, along with specific plans and projects that are practical and relevant, clearly assigning responsibilities, tasks, timelines, authority, and expected results; selecting key, priority tasks with leading and widespread impact to focus on decisive leadership, creating clear changes right from the beginning of the term.

The Congress announced the Decision of the Provincial Party Standing Committee on the Appointment of the Party Committee Executive Board of Tan Mai Ward for the 2025-2030 term, consisting of 29 members, the Ward Party Standing Committee consisting of 11 members, and the Ward Party Inspection Committee consisting of 4 members. Comrade Dam Huu Hong was appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of Tan Mai Ward for the 2025-2030 term.
The delegates unanimously approved the full text of the Congress Resolution, demonstrating their political determination to put the resolution into practice.
