Attending a recent legal awareness session in Thong Thu commune, organized by the Department of Justice of Que Phong district, we noticed that most people were very interested and enthusiastic. As soon as the delegation arrived at the commune's People's Committee office, the people were already gathered and waiting. At exactly 7:30 AM, the legal awareness session began. After an introduction to the content and significance of the session, led by the commune leader, Mr. Nguyen Duc Thuan, head of the Department of Justice of Que Phong district, quickly presented the pre-prepared information. This focused on the Law on National Borders, the Law on Forest Protection and Development, the Law on Drug Prevention and Control, etc., and also recalled some relevant incidents that had occurred in the area for the people to easily relate to. Each topic was presented sequentially, with the people listening attentively.

Ms. Ha Thi Hong from Loc village, Thong Thu commune, said: "The women here only know about farming, so disseminating legal information to the people in general and to women in particular is extremely meaningful. Besides being informed about legal regulations, the people are also informed about the preferential policies of the Party and State for ethnic minorities in remote areas, encouraging their children to focus on production, economic development, and maintaining security and order in the area."

Speaking with us, Mr. Nguyen Duc Thuan, head of the Justice Department of Que Phong district, said: "As a mountainous, border district with a low level of education among the population, disseminating legal information to the people is essential. Therefore, in recent times, through various forms of propaganda, the team of legal lecturers and propagandists of the Justice Department, as well as units and organizations such as the Women's Union, the Youth Union, the District Party Committee, the District Labor Union, the Family Planning Center, the District Fatherland Front, the District Police, border guard posts, etc., have actively disseminated legal information to the people. Each organization disseminates information according to its specific characteristics, such as the Women's Union focusing on disseminating the Law on Gender Equality, the Law on Prevention and Control of Domestic Violence, and the Law on Prevention and Control of Human Trafficking; the District Youth Union focusing on disseminating the Law on Traffic Safety and the Law on Marriage and Family; Border guard posts disseminate information on the National Border Law, the Law on Drug Prevention and Control, etc. To date, 14 legal aid clubs and 195 village mediation teams have been established in the district, operating increasingly effectively.

It can be said that through the dissemination of legal knowledge and education, the mindset and practices of the people have changed, and their awareness of complying with the law and adhering to the Party's guidelines and policies, as well as the laws of the State, has been enhanced. Ethnic minorities in the area have become more aware of forest protection, outdated customs are gradually being abandoned, and marriage and birth registrations are carried out correctly and promptly. To date, over 70% of families in the district meet the standards of a "cultural family," and 40% of hamlets and villages meet the standards of a "cultural village." The rate of law violations has decreased.

However, in reality, the work of disseminating and educating about the law in Que Phong still has some limitations: there is a lack of proactive planning for training the team of legal educators and grassroots mediators. The team of legal lecturers at the district level and the legal educators in communes and towns are small, their qualifications are limited, they lack experience, and moreover, they have multiple responsibilities, so the focus on researching and compiling propaganda materials, as well as participating in legal education and dissemination sessions at the grassroots level, is limited and inconsistent. In addition, the equipment for disseminating and educating about the law is still lacking; the exploitation and use of legal libraries in communes and towns is limited, and the number of people borrowing and reading legal books and newspapers is small. The investment budget for legal dissemination and education is also limited...

To ensure effective legal education and dissemination, Que Phong district needs to prioritize investment in funding and the provision of equipment and resources to support this work, especially for people in border areas. Furthermore, annual training and professional development programs should be implemented for district-level legal lecturers and commune-level legal educators. Village elders, community leaders, and influential figures should be encouraged to participate in this work. In disseminating information, it is necessary to categorize target audiences to select appropriate content and methods. Various forms of communication should be diversified, including oral presentations and presentations using audio and video recordings, with a focus on organizing awareness campaigns through conferences, legal competitions, and local radio broadcasts. In addition, research is needed to compile legal documents in the form of simple, easy-to-understand handbooks for distribution to the people... By doing so, the work of disseminating and educating about the law will truly be effective, contributing to the implementation and delivery of the State's policies and laws to the people in the quickest and most effective way.
