Mobiwork software: Enhancing the efficiency of road monitoring and management.

(Baonghean) - Over the years, the Nghe An Department of Transport has applied many technical and information technology advancements to its management work, including the Mobiwork software for quickly processing road information, which has proven to be very effective.

Having dedicated many years to road patrol work to promptly inspect and detect damage and violations along the road corridor, Mr. Dao Ngoc San, a worker at the Nghia Dan Traffic Management Unit, used to spend a lot of time recording patrol logs and taking photos to compile information on the route. But now, with the use of Mobiwork software in road management and maintenance, Mr. San can simply log in with his registered account on his mobile phone to conduct on-site inspections and identify problems occurring on the roads under his management.

Through this software, he can know the exact inspection location from images extracted on the Mobiwork application. It automatically retrieves the location and mileage at the inspection point via GPS. At the inspection location, it can collect images, photograph the current situation, take pictures of violation processing documents, record videos, and automatically export the collected data to compile reports. The on-site data is then immediately updated and sent to the unit's leadership to make recommendations to the Department of Transport. "Previously, this work was done manually and reporting took a lot of time. Using the Mobiwork software is very convenient; it allows for quick updates, recording of images and information, and immediate recommendations for handling the situation to management," shared Mr. Dao Ngoc San.

The Nghe An Water and Road Construction Management Joint Stock Company is responsible for managing a 350km stretch of roads, including national and provincial roads, passing through the districts of Tan Ky, Yen Thanh, Do Luong, Nghi Loc, Nam Dan, and Thanh Chuong. The length of these roads makes on-site inspections and the compilation of information on road damage and violations quite challenging. The locations of road data collected in the field, based on recorded mileage, are not visually represented on maps. Previously, information exchange between departments, from on-site inspections and work request forms to assigning tasks to repair units and post-repair inspections, was primarily done using traditional methods, resulting in road maintenance quality that did not meet practical requirements. The application of Mobiwork software has helped the company shorten the time required for road maintenance.

Speaking with us, Mr. Pham Ngoc Bau, the company director, said: “The information is always updated in real time, the data is centrally managed, and the equipment is user-friendly. From the data sent from the field, company leaders can easily access it on their computers or mobile phones, especially to report sudden incidents occurring on the field to higher-level management agencies so that maintenance and repair units can be assigned to them.”

Nghe An province has 8,534 km of roads, including national highways, provincial roads, district roads, and commune roads. The province has the largest land area in the country, therefore, managing and maintaining the road network is extremely difficult and complex. Monitoring and tracking information on road patrols and inspections; compiling statistics and understanding the quantity, location, and detailed condition of transportation infrastructure; inspecting and detecting damage on routes, violations of road corridors, overloaded vehicles, etc., are carried out continuously by relevant units.

In April 2015, the Nghe An Department of Transport collaborated with ITEK Joint Stock Company to deploy the Mobiwork software to serve the management and maintenance of transport infrastructure assets, including: on-site inspection, result verification, road coverage monitoring, traffic accidents, road surface damage, and vehicle violation summaries. This software has several features that provide strong support in collecting information on transport infrastructure assets, identifying unexpected situations on routes to ensure timely handling and traffic safety; supporting road patrols and inspections using smartphones or tablets; and enabling task assignment, progress control, and quality monitoring of road maintenance work. Based on the collected information on various transport infrastructure assets, the entire transport network under the management of the Nghe An Department of Transport has been accurately located on the map.

Speaking with us, Mr. Nguyen Hong Ky, Director of the Department of Transport, said: “The Department has strongly directed the research of measures to improve the effectiveness of monitoring road maintenance management in the area through GPS positioning systems. The department has organized training on the Mobiwork software for road maintenance management companies so that officials can report sudden information as quickly and accurately as possible. Not only the infrastructure management department but also the departments and divisions of the Department of Transport are involved in advising and providing effective solutions. Through this software, the Department's leaders can grasp the actual situation and provide timely guidance to ensure traffic safety on the roads. In the future, the Nghe An Department of Transport will research and expand the application of the Mobiwork software to other management areas, such as traffic inspection, testing, examination, and management of bus and truck terminals...”.
