On behalf of the Presidium of the Congress, I would like to send to the distinguished guests and 448 outstanding delegates, representing over 193,000 Party members, representing the intelligence; solidarity; fighting strength of the entire Party Committee, army and people in the province my sincere greetings and best wishes for your health.

Dear Congress!

- We are very honored, excited, and happy to welcome the leaders, former leaders of the Party, State, ministries, branches, central agencies, and organizations, and leaders of neighboring provinces to attend, direct, and congratulate the Congress.

- Representatives of revolutionary elders; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes of the renovation period;

- Ladies and gentlemen in the Provincial National Assembly Delegation, leaders of provincial departments, branches, sectors, and organizations, heads of central agencies located in the province;

- Leaders, former leaders of central and local agencies, generals who are from Nghe An; Representatives of the Liaison Committee of Nghe An Compatriots Association in Hanoi and Ho Chi Minh City; representatives of leaders of enterprises and economic groups with investment, production and business activities in Nghe An province.

The Congress welcomes reporters from central and local news agencies and newspapers to attend, follow, report, promote and encourage the Congress.

In this solemn moment, proud to be the homeland ofPresident Ho Chi MinhWith infinite love and gratitude, the Congress respectfully commemorates the great President Ho Chi Minh, the national liberation hero, the outstanding cultural celebrity, the leader of the Party and the nation, the founder and trainer of our Party. His thoughts will forever be an invaluable asset, the ideological foundation, the compass for all actions of the Party and the Vietnamese revolution.

Our Congress respectfully and deeply expresses gratitude to previous generations of revolutionaries; heroic Vietnamese mothers, heroes of the People's Armed Forces, heroes of labor, wounded and sick soldiers, families of martyrs, people with meritorious services to the revolution, comrades and compatriots who have heroically fought, sacrificed and contributed for the independence and freedom of the Fatherland, for the happiness of the people, for socialism.

In recent days, due to the impact of storms No. 6 and No. 7, heavy rain and flooding have occurred in the central provinces, causing heavy losses in human lives and property. The Congress would like to express its deepest condolences to the families of those who lost or were injured and send its warmest regards to all the people of the central provinces, especially the enormous losses in Military Region 4 and Thua Thien Hue province.

Thoroughly grasping and implementing Directive No. 35 of the Politburo, in the past time, along with leading and directing the successful organization of the Congress of 1,453 grassroots Party organizations, 28 Party Committees directly under the Provincial Party Committee; the 18th Provincial Party Committee Executive Committee has actively prepared for19th Provincial Party Congress.

The documents submitted to the 19th Provincial Party Congress were invested with effort and intelligence by the 18th Provincial Party Executive Committee; solicited comments from central departments, ministries, branches, and the Ho Chi Minh National Academy of Politics; organized many conferences and seminars and implemented them in many forms to solicit comments from experts, scientists, dignitaries, intellectuals, leaders, and former leaders of the Central and the province; organized discussions at party congresses under the Provincial Party Committee and widely solicited comments from the people.

The preparation of personnel plans to be submitted to the Congress was carried out seriously, in accordance with the procedures and instructions of the Central Committee; ensuring principles, democracy, objectivity, and creating high consensus.

The 18th Provincial Party Executive Committee reported and seriously and fully accepted the guidance of the Politburo and the Secretariat, and completed draft documents and personnel plans to submit to the Congress.

Dear delegates, dear Congress!

The 19th Provincial Party Congress was held in a difficult context, the whole country is still continuing the fight against the Covid-19 pandemic, but with the spirit of solidarity and high determination, this Congress has a very important task, focusing on completing the following 4 contents:

The first,Review the implementation of the Resolution of the 18th Provincial Party Congress; correctly assess achievements, advantages, and disadvantages, find out causes, especially subjective causes; and draw lessons.

Link the review of the leadership in implementing political tasks in the past term with the organization and implementation of Resolution No. 4 of the Central Committee (term XI, term XII) on Party building, Directive No. 05 of the Politburo; Regulation No. 08 of the Central Executive Committee on exemplary responsibility. From there, clearly define the goals, directions, tasks, and specific solutions for the 2020-2025 term in the following areas: Economy, society, foreign affairs, national defense, security, Party building, and political system building.

Monday,Based on the discussion results of the Party Congresses at all levels, the Congress continued to discuss and contribute opinions to the draft documents of the 12th Party Central Committee to be submitted to the 13th National Congress of the Party.

Tuesday,With the spirit of solidarity, democracy, responsibility, impartiality and objectivity, the Congress will select and elect the 19th Provincial Party Executive Committee, including comrades who meet the conditions and standards, are suitable for the structure, have capacity, intelligence, prestige, have the spirit of solidarity, creativity, determination to innovate, dare to think, dare to do, dare to take responsibility to lead and organize the successful implementation of the Resolution of the 19th Provincial Party Congress.

Wednesday,The Congress has the task of electing a delegation of delegates to attend the 13th National Congress of the Party, ensuring quantity, structure, quality, representing the Party Committee's intelligence and representing the will and aspirations of the people of all ethnic groups in the province to participate and contribute to the important work of the Party and the country.

The 19th Congress of the Nghe An Provincial Party Committee is a Congress that demonstrates the will and aspiration to rise more strongly of the entire Party Committee, armed forces and people of the province to build a clean and strong Party Committee and political system.

Proactively innovate and create, bring Nghe An to develop quickly and sustainably, strive to make Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030 as President Ho Chi Minh's sacred wish. That is also the wish of the Central Government, of the people and comrades of the whole country for Nghe An, the homeland of beloved Uncle Ho.
