Launching emulation movement in Southeast Economic Zone and industrial parks

Accordingly, 2025 is a year of special importance, deciding the success of implementing the Resolution of the Party Congresses at all levels; the 5-year socio-economic development plan (2021-2025). The Chairman of the People's Committee of Nghe An province issued a Plan to launch the emulation movement in 2025, with the theme "Accelerating, breaking through, removing difficulties, overcoming challenges, promoting effective and sustainable development" in the Southeast Economic Zone and industrial parks in the province.

Through the emulation movement, promote collective and individual strength in the construction and development of the Southeast economic zone and industrial zones in the province; in investment attraction, production, business activities and job creation for workers, ensuring effective implementation. Create a ripple effect in society.

The emulation movement was widely launched to every cadre, civil servant, public employee, worker, and enterprise to strive to overcome all difficulties and challenges, and exceed the set plan targets.

Actively participate in movement, cultural, sports and social security activities launched by superiors and at enterprises, creating a vibrant atmosphere, motivating workers to improve their mental and physical health to regenerate their labor force, and at the same time creating conditions for cadres, civil servants, public employees, workers and enterprises in the Southeast Economic Zone and industrial parks to exchange, connect and support each other in the process of operation, production and business.

The Provincial People's Committee requests that the form and content of the emulation and reward movement be implemented according to the emulation and reward regulations in Nghe An province in Decision No. 14/2024/QD-UBND dated June 14, 2024 of the Nghe An Provincial People's Committee.

Closely follow the tasks, plans and work programs for 2025 of each agency, unit and enterprise to implement the tasks with the best results. The tasks are identified with focus, key points, implementation roadmap, output results and ensure feasibility. Scope of participation: In the Southeast Economic Zone and industrial parks in the province.

Subjects: All cadres, civil servants, public employees and workers of the Management Board of the Southeast Economic Zone of Nghe An; relevant agencies, organizations and local authorities; collectives and individuals who have actively contributed to the construction and development of the Southeast Economic Zone and industrial parks in the province; collectives and individuals with investment, production and business activities and job creation for workers in the Southeast Economic Zone and industrial parks in the province.

Competition period: From January 1, 2025 to December 31, 2025.

For the Southeast Economic Zone Management Board: Ensure that 100% of administrative procedures of investors and enterprises are received and resolved promptly, meeting quality requirements and shortening the time as prescribed. Actively coordinate with relevant agencies and units to complete the approval of the Project to expand the Southeast Nghe An Economic Zone. Complete the approval of 5-7 zoning plans for industrial parks and functional areas according to the overall adjustment of the Master Plan for the construction of the Southeast Economic Zone to 2040.

Attract investment in about 20-25 projects, with total registered investment capital of about 20,000-25,000 billion VND; of which FDI investment capital is about 700-900 million USD. Establish 2-4 new industrial parks with a scale of about 900 hectares. Clear land, allocate land, lease land of about 350-400 hectares to build projects in the Economic Zone and industrial parks.

The rate of operating industrial parks with centralized wastewater treatment systems that meet environmental standards is 100%; The medium-term public investment plan is completed, with a disbursement rate of 100%. Strive to digitize management and construction investment activities in economic zones and industrial parks.

For investors and businesses in the Southeast Economic Zone and industrial parks: Striving for the production and business performance targets of enterprises in the Southeast Economic Zone and Industrial Parks of Nghe An province in 2025 to reach: Revenue: 100,000 - 110,000 billion VND; Export value: 60,000 - 65,000 billion VND, equivalent to 2.4 - 2.6 billion USD; + Contribution to the State budget: 3,000 - 3,500 billion VND; Creating new jobs for about: 40,000 - 45,000 workers; with an average income of over 8.5 million VND/person/month.

The Management Board of the Southeast Nghe An Economic Zone presides over and coordinates with the Emulation and Reward Board and the Department of Home Affairs to deploy instructions, organize emulation movements, summarize and evaluate emulation movement results, select collectives and individuals with outstanding achievements in the emulation movement to reward or propose to grant rewards to carry out commendation work in a timely manner and in accordance with regulations.

In the implementation process, if there are any difficulties or problems, collectives and individuals should report to the Management Board of Southeast Nghe An Economic Zone for synthesis and reporting to the Chairman of the Provincial People's Committee for consideration and resolution according to regulations./.
