Detected 28 cases of overloaded cargo on National Highway 7
(Baonghean.vn) - After checking over 100 freight vehicles traveling on National Highway 7 with signs of carrying goods exceeding the permitted load, the Department of Transport inspectors discovered 28 cases of transporting goods exceeding the permitted load from 8% to 87%.
Regarding the reflection of voters in Yen Thanh and Anh Son districts about the situation of Vissai Cement Group's vehicles traveling on National Highway 7, often overloaded, traveling in convoys, causing dust and air pollution, affecting traffic participants as well as people living on both sides of the road, causing damage and deterioration of the road, the Department of Transport has issued a response document stating:
National Highway 7 is managed by the Road Administration Department II, and the maintenance and exploitation unit is Joint Stock Company 495. The section passing through Anh Son district has been expanded and renovated; the expansion and renovation of the section passing through Yen Thanh district has not been completed, so when vehicles run on the roadbed (which has not been paved with asphalt), it causes dust and air pollution, affecting traffic participants as well as people living on both sides of the road.

According to the assessment of the management unit, the traffic of people and vehicles on the route is guaranteed to be safe and smooth. On average, there are about 150 tractor trucks transporting clinker and cement of Song Lam Cement Joint Stock Company (Do Luong Cement Factory) and Song Lam 2 Cement Joint Stock Company (Anh Son Cement Factory) to areas inside and outside the province every day and night.
Since April 2017, after the completion of the N5 route in Do Luong district, many vehicles traveling from Do Luong Cement Factory follow the N5 route to Nghi Thiet Port, not traveling on National Highway 7.
In addition, there are about 100 vehicles of units and individuals transporting raw materials, materials, and additives for the two Do Luong and Anh Son Cement Plants. Vehicles transporting clinker, cement, raw materials, materials, and additives of Vissai Group operating on National Highway 7 are basically covered to prevent spillage on the road when participating in traffic (there are a few vehicles that are not covered tightly, causing loose materials to spill onto the road).
In 2016 and 2017, the Department of Transport Inspectorate organized many campaigns to disseminate and educate about traffic safety laws in general and vehicle weight control in particular to drivers, vehicle owners, transport business owners and warehouse, wharf and yard owners, including Song Lam Cement Joint Stock Company and Song Lam 2 Cement Joint Stock Company.

The Department Inspectorate has also organized a commitment signing with warehouse owners, vehicle owners, and transport business owners (including Song Lam Cement Joint Stock Company and Song Lam 2 Cement Joint Stock Company) not to load goods exceeding the permitted load and size limits onto vehicles; not to transport goods exceeding the permitted load and size limits.
From June 20, 2017 to August 15, 2017, the Department Inspectorate inspected over 100 freight vehicles traveling on National Highway 7 with signs of carrying goods exceeding the permitted load. Through inspection, 28 cases of transporting goods exceeding the permitted load from 8% to 87% and leaving loose materials scattered on the road were detected. Cases of overloading or letting materials fall on the road were all punished according to regulations. |
On July 6, 2017, the Inspector of the Department of Transport worked with Song Lam Cement Joint Stock Company, requesting the unit to strictly comply with the provisions of the law on vehicle load; continue to sign a commitment not to violate the loading of overloaded, oversized goods onto vehicles and transport goods exceeding the permitted load. On July 24, 2017, the Chief Inspector of the Department directly worked with representatives of Song Lam Cement Joint Stock Company and Song Lam 2 Cement Joint Stock Company, which are units with many vehicles regularly operating on National Highway 7.
At the meeting, the Department Inspectorate pointed out a number of violations in the transport of goods by car of 02 units; continued to disseminate the provisions of the law on administrative sanctions for violations in the field of road traffic, especially for the acts of loading goods onto vehicles, transporting goods on vehicles exceeding the permitted load; at the same time, requested the units to seriously implement the committed contents.
