(Baonghean)At 1:40 AM on October 28, 2011, while on duty in Truong Thi Ward, Vinh City (Nghe An province), Task Force No. 2, belonging to the patrol and control team for crime suppression and ensuring security and order according to Plan 212 of the Provincial Police, discovered two motorcycles parked in the middle of Le Van Huu Street exhibiting suspicious behavior.
The patrol team immediately requested the drivers to undergo an administrative check. The first car, a Toyota Yaris, had no license plate or vehicle registration papers and was driven by Phan Anh Duong (born 1979), residing in Block 7, Truong Thi Ward, Vinh City. The second car, a Kia Morning with license plate 37V-4370, belonged to Van Xuan Taxi Company and was driven by Le Kenh Bac (born 1992), residing in Block 15, Ha Huy Tap Ward, Vinh City. Upon inspection, the team discovered a sports rifle, approximately 1.2 meters long, with a wooden stock, and a box of ammunition containing 10 rounds, inside Phan Anh Duong's car.

According to Duong and Bac's statements, the vehicle and the gun belonged to Hoang Anh Dung, residing in Hung Phuc ward, Vinh City. When the car reached that section of the road, the engine stalled and wouldn't start. After calling for repairs but failing to get it fixed, they called the taxi to tow it home.
The task force documented the incident and requested that the two suspects, along with the seized evidence, be brought to the police station for further investigation.
