Promote a high sense of responsibility to the Party, people and country

Dear Conference attendees,
Today, the 12th Central Committee began its ninth meeting to give opinions on the planning of the Party Central Committee for the 2021-2026 term; conduct a vote of confidence from the Central Committee for members of the Politburo and Secretariat; and a number of other important issues.
On behalf of the Politburo and the Secretariat, I warmly welcome the comrades of the Central Executive Committee and invited delegates to the Conference and would like to send you my best wishes. Next, I would like to express some opinions, which are suggestive in nature, raising issues for you to study, discuss, consider and decide.
1. On the planning of the Party Central Executive Committee for the 2021-2026 term
As we all know, during his lifetime, President Ho Chi Minh once emphasized: "Cadres are the root of all work", "all successes or failures are due to good or bad cadres."
Therefore, cadre work is considered the key step in the entire Party building work, the cause of all causes, the decisive factor in the success or failure of the revolution. In cadre work, cadre planning is the opening step, of extremely important significance, ensuring that cadre work is systematic, proactive, has a long-term vision, and meets both immediate and long-term requirements.
The work of planning cadres in general has been directed by our Party and State since early on and has been mentioned in many Resolutions and Directives of the Party. In 2004, the 9th Politburo issued Resolution No. 42 on the work of planning leadership and management cadres in the period of promoting industrialization and modernization of the country.
However, the planning of strategic-level cadres has only been carried out for the first time since the 11th Term. Through summarizing and drawing experience from the 11th Term, the Central Executive Committee of the 12th Term affirmed that it must continue to do so and do it in a more fundamental, methodical, and rigorous manner.
To prepare the content to be presented at today's Central Conference, the Politburo has established a Steering Committee consisting of a number of Politburo and Secretariat comrades; the Secretariat has decided to establish a Working Group consisting of a number of Central Committee members and cadres of Party committees.
The Steering Committee has issued regulations on the tasks, powers, principles, and working regime of the Steering Committee and the Working Group. The Politburo has issued Plan No. 11 on introducing personnel for the Central Executive Committee for the 2021-2026 term.
After the Politburo's Plan was issued, the Steering Committee promptly issued documents guiding localities, agencies, and units to implement planning, step by step from bottom to top.
The planning of the Central Executive Committee for the 2021-2026 term is not yet a specific "personnel" for the next term, but is a very important preparation step, the basis for the personnel work of the Party's 13th term Executive Committee.
Therefore, in the implementation process, we must be extremely careful, ensure the principle of democratic centralism and the Party's regulations on personnel work, be truly impartial and objective, absolutely not biased or personal, and not allow unqualified people to enter the planning, especially those who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution," "self-transformation," have distorted views, lack of solidarity, corruption, and negativity.
The spirit is to do each step, each task, firmly and closely; after completing the planning of the Central Executive Committee, we will plan the Politburo and the Secretariat; then we will move on to key positions.
At the same time, it is necessary to regularly review and promptly detect violations or unqualified cases to remove them from the planning; and add new factors that meet the standards and conditions to the planning.
Fully promote the responsibility and authority of Party committees, Party organizations, collective leadership of agencies, units and heads in introducing personnel for strategic-level staff planning.
Implementing the Politburo's Plan, in November 2018, all 116/116 localities, agencies and units assigned structures and numbers by the Politburo and the Steering Committee urgently and seriously implemented the plan, directives and instructions of the Central Government with a high sense of responsibility and determination.
The discovery and introduction of planned personnel closely followed the requirements of the Politburo and the Steering Committee; initially meeting the structure, quantity, standards, conditions, age, location, and field of work. The comrades introduced into the planning were all well evaluated by localities, agencies, and units in terms of political qualities, ethics, lifestyle; qualifications, working capacity, prestige, and development prospects.
Based on a list of nearly 250 comrades discovered and introduced by localities, agencies and units, the Steering Committee coordinated with the Central Party Committees to review and select reports to the Politburo, and the Politburo agreed to introduce more than 200 comrades for the Central Committee to comment on.
The report and related documents have been sent to the Central Executive Committee members. We request that you promote a sense of responsibility and carefully study the Politburo's report before making your recommendation.
After the Central Conference, based on the results of the Central Committee's introduction, the review and assessment of the Steering Committee, Party committees and functional agencies, the Politburo will consider and decide on a step-by-step plan for the Central Executive Committee for the 2021-2026 term in accordance with the Party's authority and regulations.
2. The Central Executive Committee's vote of confidence for members of the Politburo and Secretariat
Taking a vote of confidence for leading members in Party, State agencies, the Fatherland Front and socio-political organizations is a new and correct policy proposed by the 11th Central Committee's Resolution 4 on Party building, which has received the attention, agreement and support of a large number of cadres, party members and people.
The 13th and 14th National Assemblies have three times held a vote of confidence for those holding positions elected or approved by the National Assembly. At the 10th Central Conference of the 11th tenure (January 2015), we also held a vote of confidence by the Central Executive Committee for members of the Politburo and Secretariat of the 11th tenure.
Implementing the entire program, at this Conference, the Politburo organized the vote of confidence of the Central Executive Committee for the members of the Politburo and the Secretariat to probe the confidence, thereby helping the voted comrades to self-evaluate, to adjust, continue to strive, practice, and constantly improve their qualifications, political capacity, and moral qualities, to meet the requirements of assigned tasks.
At the same time, it helps the Politburo have more information to evaluate, arrange and use cadres, contributing to building an increasingly strong team of senior cadres of the Party and State, meeting the requirements of building and defending the Fatherland in the new situation.
However, the vote of confidence for members of the Politburo and Secretariat - high-ranking leaders of the Party and State - is therefore very important and sensitive, related to the prestige and overall leadership of the Party.
The Politburo requests that Central Committee members promote a high sense of responsibility and construction, carefully study the Politburo's Regulations and Report, and the work reports of each Politburo member and the Secretariat to accurately express their opinions through each ballot, contributing to making this voting truly democratic, objective, and impartial, strengthening solidarity and unity within the Party; not allowing bad and hostile forces to take advantage of distortion and sabotage.
Also at this Conference, the Central Executive Committee will give opinions on the Report reviewing the leadership and direction of the Politburo and Secretariat in 2018 and consider and discipline officials according to Party regulations.
Dear comrades,
The content and time of this Central Conference is not much, but the issues we discuss and decide are very important. Therefore, we request that the Central Committee comrades and comrades attending the Conference promote their intelligence and sense of responsibility to the Party, the people and the country, focus on research, discuss thoroughly, and give opinions to consider and decide on the issuance of a Resolution at the end of the session.
In that spirit, I hereby declare open the 9th Conference of the 12th Party Central Committee. I wish the Conference great success.
