Inspection and supervision are among the Party's leadership functions, ensuring that the goals, ideals, political platform, and Party Charter are implemented seriously and effectively. Recognizing the particularly important role of this work, in recent times, the Nghe An Provincial Party Committee has comprehensively led and directed the Party's inspection, supervision, and disciplinary enforcement work, resulting in many positive changes and increased effectiveness.

Over the past period, the Standing Committee of the Provincial Party Committee, Party committees, and inspection committees at all levels have continued to lead and direct the serious implementation of the Central Committee's documents on Party building in general, and Party inspection, supervision, and disciplinary enforcement in particular; and have directed the amendment, supplementation, and promulgation of new regulations on Party inspection, supervision, and disciplinary enforcement. The Provincial Party Committee's Inspection Committee has amended, supplemented, and promulgated regulations on Party inspection, supervision, and disciplinary enforcement within its authority. Specifically, it advised the Standing Committee of the Provincial Party Committee to issue Directive No. 28-CT/TU, dated April 1, 2024, on strengthening the Party's leadership over the implementation of conclusions from inspections, supervision, audits, and recommendations of the State Audit Office. This aims to further strengthen comprehensive leadership and guidance for Party organizations, agencies, and units in improving the effectiveness of implementing conclusions and recommendations after inspections, supervision, audits, decisions on resolving complaints, and conclusions on denunciations in the coming period.

The Standing Committee of the Provincial Party Committee and the Provincial Inspection Committee have developed and directed Party committees and inspection committees at all levels to build a focused and targeted inspection and supervision program for 2024, concentrating on pressing and prominent issues prone to violations; focusing on inspecting and clarifying issues and areas currently under the direction of the Central Inspection Committee and of public concern. Inspection committees at all levels have comprehensively carried out their duties as stipulated in the Party Charter and assigned tasks by Party committees.
In particular, in recent times, inspection and supervision work has seen many innovations, especially the results of inspecting Party organizations and Party members when there are signs of violations, showing clear improvements; the handling of complaints and the enforcement of Party discipline have ensured adherence to procedures and regulations; proactively reviewing, advising leaders, directing, and implementing conclusions after inspections and audits, and considering and handling complex, protracted cases that attract public attention; considering, handling, and proposing disciplinary actions against Party organizations and Party members who violate discipline, ensuring principles, objectivity, and compliance with regulations.

With the coordinated efforts of Party committees at all levels, the work of inspection, supervision, and disciplinary enforcement within the Party throughout the province has achieved significant results. In the first nine months of 2024, Party committees at all levels completed inspections of 1,433 Party organizations and 2,370 Party members (including 1,434 Party members who are members of Party committees at various levels). Specifically, the Provincial Party Standing Committee inspected 12 Party organizations and 26 Party members; lower-level Party committees inspected 1,421 Party organizations and 2,344 Party members. Party committees at all levels completed inspections when there were signs of violations involving 8 Party organizations and 32 Party members (including 20 Party members who are members of Party committees at various levels).
Currently, the Provincial Party Committee's Inspection Commission is conducting an investigation into suspected violations by one Party organization. Party committees at all levels are supervising 894 Party organizations and 1,626 Party members (including 1,152 Party members who are members of Party committees at various levels). Party committees at all levels have disciplined 5 Party organizations (with reprimands) and 481 Party members (including 59 members of Party committees at various levels).

At the same time, the coordination between the Party's Inspection Committees at all levels and the government, the Fatherland Front, political and social organizations, the internal affairs sector, and relevant departments and agencies in carrying out inspection, supervision, and Party discipline tasks has become increasingly close. Party committees at all levels have consistently paid attention to building the inspection sector, consolidating its organization, training, developing, planning, and creating a pool of cadres for inspection work.
In reality, the inspection and supervision work of Party committees and inspection committees at all levels has been comprehensively strengthened, contributing to maintaining Party discipline and order, and effectively preventing and combating corruption and negative practices, especially in areas prone to violations such as resource management, land, finance, and project investment.


As the founder and mentor of our Party, President Ho Chi Minh always attached great importance to inspection and supervision work closely linked to the Party's activities. Speaking about the significance and importance of this work, he noted, "Skillful inspection will certainly reduce shortcomings later. Skillful inspection will reveal all shortcomings..." Regular inspection and supervision is also an important solution to ensure the purity and strength of the Party, enhance its fighting capacity and leadership ability, and prevent and repel negative manifestations... The Central Committee has issued resolutions on continuing to innovate the Party's leadership methods in the new situation, emphasizing that the innovation of the Party's leadership methods must ensure that all cadres and Party members operate within the framework of the law, principles, and discipline of the Party.

These are important guidelines for Party committees at all levels to continue innovating their leadership work, especially and first and foremost, innovating the Party's inspection and supervision work, contributing to meeting the requirements of Party building and rectification, thereby consolidating and strengthening the people's trust in the Party, and enhancing the Party's competence, prestige, and capacity to govern and lead the country.
2024 marks the fourth year of implementing the Resolution of the 13th National Party Congress, the Resolution of the 19th Provincial Party Congress, and the 5-year socio-economic development plan (2021-2025). It is a year of accelerated progress towards achieving the goals set by the Provincial Party Congress, and a year of significant importance for fulfilling the objectives set by the Provincial Party Congress. The Party's policy is to further strengthen the fight against corruption, negative practices, waste, and vested interests; tighten administrative discipline and order; and enhance inspection, supervision, and control of power. This indicates that inspection and supervision work in the coming period needs to be elevated to a higher level to better enhance its effectiveness and efficiency.

Therefore, to effectively carry out inspection and supervision work, in the coming period, Party committees, Party organizations, and Inspection Committees at all levels within the Provincial Party Committee need to strongly innovate and improve the quality of inspection and supervision work, ensuring effectiveness and substance in order to limit the number of Party organizations and Party members who violate regulations and are subject to disciplinary action throughout the Provincial Party Committee. This includes focusing on the following tasks: Thoroughly understanding, disseminating, and implementing documents from the Central Committee and the Provincial Party Committee on Party building in general and inspection, supervision, and disciplinary enforcement in particular. Thoroughly understanding and disseminating Directive 35-CT/TW, dated June 14, 2024, of the Politburo; Circular No. 09-TT/TU, dated September 10, 2004, of the Standing Committee of the Provincial Party Committee on Party Congresses at all levels; and related documents on Party Congresses at all levels for the 2025-2030 term.

Focus on reviewing, implementing, and completing the inspection and supervision program for the entire term, 2020-2025, with a focus on continuing to strengthen the inspection of Party organizations and Party members when there are signs of violations, concentrating on areas and fields prone to violations. At the same time, focus on improving the quality of regular and thematic supervision to educate and raise the awareness of cadres and Party members, prevent and deter violations, and proactively detect shortcomings early for correction.

Each Party committee and inspection committee needs to concretize the situation and circumstances of its locality and unit to provide guidance on the contents, areas, and locations that need to be focused on for inspection and supervision in a suitable and feasible manner. At the same time, it is necessary to continue focusing on building a team of inspection cadres that meets the requirements and tasks in the new situation. Strengthening information and propaganda work on inspection, supervision, and Party discipline is crucial. Through this, warnings, reminders, corrections, deterrence, and education of Party organizations and members will be carried out, creating a ripple effect and consolidating the people's trust in the Party, contributing to building an increasingly clean and strong Party organization.
