The Party Committee of Kim Lien commune (Nam Dan district) has 31 branches and over 600 Party members, including 24 rural branches. Selected as one of the three pilot communes in the district for the new rural development program from 2011-2015, the Party Committee recognizes this as an opportunity and a condition for Kim Lien to leverage its potential and advantages in socio-economic development; to comprehensively improve the material and spiritual lives of its people, and to live up to the pride of being the birthplace of President Ho Chi Minh.

In recent times, the Party Committee has focused on purchasing and using Party newspapers and magazines to enhance the leadership capacity of Party organizations and cadres and Party members. Party newspapers and magazines are fully distributed to Party branches, Party committees, and speakers as study and research materials. The Party Committee assigns Party branch secretaries and speakers to read newspapers, keep abreast of prominent current events, and new policies and guidelines so that they can inform cadres and Party members at each Party branch, village, Veterans Association, and Women's Association meeting.

The Party Committee and the Chairman of the Farmers' Association are assigned to address difficulties at the grassroots level, especially for households engaged in farm-based economic activities. The entire commune has 28 small and medium-sized farms, including 6 integrated farms with annual incomes of hundreds of millions of dong. The Farmers' Association keeps abreast of the Party's guidelines and policies published in newspapers and magazines, guiding members on loan application procedures, debt restructuring processes, and selecting several economic development models to apply. A prime example is the livestock farm of Mr. Nguyen Ha Trung in Sen 3 hamlet, which earns a net profit of over 200 million dong annually. Mr. Trung believes that the stable development of his farm is largely due to the efforts of the Party Committee and the Farmers' Association. He learned from articles published in the Nghe An newspaper introducing successful models in Thanh Chuong and Quynh Luu districts. Besides providing materials, introducing models, and disseminating policies, during the rainy season, the Party committee assigns militia and self-defense forces to monitor farms in the area and mobilizes forces to transport livestock during heavy rains, floods, and storms.

Le Van Thanh's farm in Mau 6 hamlet raises 4,000 broiler chickens per batch, with 4 batches per year, yielding a net profit of nearly 200 million VND. Nguyen Van Hau in Sen 3 hamlet raises a mixed livestock farm: pigs, fish, ducks, geese, and turkeys, earning hundreds of millions of VND annually. He said: "I'm not a Party member, but after hearing about some successful models published in the Nghe An newspaper, guided by the Farmers' Association, I boldly invested in integrated livestock farming. I also received training in breeding techniques and disease prevention and treatment, resulting in many consecutive years of great success."

The Party Committee of Kim Lien commune has focused on building strong Party branches, promoting the pioneering and exemplary role of cadres and Party members in all areas of activity. In Party branch meetings, Party members actively participate, contributing many ideas, creating consensus and strong support. Many cadres and Party members have taken the lead in donating from 50 to nearly 400 square meters of land. Mr. Hoang Trung Thanh, 64 years old, residing in Hoang Tru 2 hamlet, said: “Initially, when we heard the Party Committee's policy at the hamlet meeting, many people were still vague, thinking that donating land would be too disadvantageous. But after the speaker read about the experiences of land clearance and land donation for road and canal construction from units in the province through the Nghe An newspaper, I discussed it with my wife and children: As Party members, we must set an example and lead the way. Building canals and roads benefits the people; we sacrifice a little personal gain, but the collective benefits much more. With that clear understanding, my family donated 380 square meters of land. Following his example, many households have agreed to donate land so that the construction unit can proceed quickly and efficiently.”

In the Lien Son 1 Party Branch, there is a Party member named Nguyen Thanh Xuan, a retired officer from the military film studio. He has been an avid reader of newspapers for many years and was assigned by the branch to read the Party newspaper to keep up with the news. Not only is he an avid reader and researcher of newspapers, but Mr. Xuan is also a straightforward Party member. He reminds some Party members who read less newspapers. At each branch meeting, he informs them about the prominent issues raised in the newspapers.

Ms. Le Thi Thanh, Deputy Secretary of the Kim Lien Commune Party Committee, affirmed: “The Party Committee has determined that the use of Party newspapers and magazines by cadres and Party members is both a duty and a right. Therefore, despite limited funds, purchasing enough newspapers is a top priority. The use of Party newspapers clearly demonstrates the effectiveness in improving the capacity and knowledge of cadres and Party members to better fulfill their assigned tasks.”
