Following the Party Committee's directives and the Quỳnh Nghĩa Commune People's Committee's plan for building new rural areas, the Nghĩa Phú village Party branch issued a specialized resolution on building new rural areas. The main focus was on constructing roads, irrigation systems, and renovating the cultural center – criteria that the village had not yet met. The Party branch has 53 members, all united in their efforts, creating a ripple effect among the community in their determination to achieve the goals. The dissemination of higher-level resolutions and the registration for studying and following Ho Chi Minh's ethics were regularly implemented through concrete and practical actions.
According to the plan, the village had to build nearly 1,000 meters of 4-meter-wide road, over 1,000 meters of 0.4-meter-wide concrete ditch, and renovate the cultural center, with a total value of nearly 2 billion VND; however, the fund contributed by the people for building the New Rural Area only had 13 million VND left. Faced with this difficulty, the Party branch promptly led and implemented a solution by mobilizing each Party member to lend the village at least 1 million VND as an example for the people to follow. At the same time, in coordination with the Fatherland Front Committee and other organizations, they propagated and mobilized the people through meetings to correctly understand the content of the New Rural Area construction program. Thanks to the clear understanding of all guidelines and policies, the people discussed and implemented the plan independently, without waiting for or relying on support from the State. As a result, after more than 2 months of mobilization, the people voluntarily donated over 900 square meters of land. They provided support, lent the village 420 million VND, and owed wages totaling 2.1 billion VND.
Comrade Hoang Ngoc Binh - Secretary of the Nghia Phu village Party branch shared: "The village has a large population and complex terrain, including 287 households and 1,100 people. However, for many years, under the leadership of the Party branch committee, the village's leadership committee has been actively working, the Party committee is united, and the people have high consensus, leading to many very successful results, especially in building new rural areas."
Alongside the construction of new rural areas, the Nghia Phu village Party branch also directed the people to do a good job in economic development, especially relying on local advantages. The people have focused on developing key industries such as small-scale handicrafts - construction, fisheries, commercial services, and salt production. Currently, the proportion of small-scale handicrafts accounts for 36.2%, fisheries 23.8%, and commercial services nearly 18%; the average per capita income reaches nearly 29 million VND/person/year. In addition, the village Party branch also effectively leads cultural and social activities and environmental protection. Self-governing security teams are regularly maintained.
Faced with concerns about rural environmental pollution and the rampant problem of waste, the Party branch held meetings, drafted resolutions, and sought public opinion on the contribution fee, the assignment of personnel to collect and transport waste to the district's central landfill. The movement "All people unite to build a cultured life in residential areas" was enthusiastically supported by the people. Basic security and defense were maintained, with no disputes or social vices occurring...
With the achievements in implementing the New Rural Development program, at the end of December 2014, Quynh Nghia commune was recognized as a New Rural Development standard commune, with Nghia Phu being the first village in the commune to achieve this goal, further affirming the leadership role of the Party branch and promoting high consensus in New Rural Development in the village. For many consecutive years, the Party branch has consistently achieved the "Clean and Strong" status and received a Certificate of Merit from the Provincial Party Committee for being a "Clean and Strong Party Branch" for five consecutive years (2009-2013). The village received a Certificate of Merit from the Prime Minister for its achievements in building a model residential area for five consecutive years (2009-2013) and attended the national conference. The government, the Fatherland Front, and mass organizations achieved excellent results; the village continuously maintained the title of "Cultural Village".
