Successfully carry out 2 strategic tasks

Deeply aware of the importance of the two strategic tasks of building and defending the socialist Vietnamese Fatherland, immediately after the Central Committee issued the Resolution, the Standing Committee of Nghe An Provincial Party Committee issued Action Program No. 31-CTr/TU, dated July 8, 2014 on implementing the 8th Central Resolution; the leaders of the Provincial People's Council and People's Committee specified it through directives, resolutions, mechanisms, policies, programs, plans, and coordination regulations for each stage and each year. All levels, sectors, and localities in the province have also proactively developed action programs, plans, and projects to implement the Resolution.

In specific implementation, Nghe An has thoroughly grasped and effectively deployed the policies of the Politburo and the Central Executive Committee on Party building. The province has synchronously and flexibly operated the mechanism of "the Party leads, the government manages and operates, departments, branches and unions advise", with many innovations and creativity in the process of organization and implementation; maintaining the absolute and direct leadership in all aspects of the Party Committee over the armed forces. Investing in socio-economic development, creating conditions for the construction and operation of a solid defense zone, the province's socio-economic development goals, tasks, programs and projects are always associated with the task of building and consolidating national defense and security potential. The province's overall planning and socio-economic development projects are always associated with the planning of building the defense zone posture. Of the 800 licensed domestic and foreign investment projects (700 domestic investment projects and 100 foreign investment projects), 37 of them are related to socio-economic development projects.defense- security

In the period of 2014 - 2022, Nghe An has also invested in upgrading a number of important traffic routes, aiming to gradually complete the traffic infrastructure system that has an impact on inter-regional development (with 1,450 km of national highways, 1,005 km of provincial roads, 18,110 km of border patrol roads and rural roads). The completed routes have created conditions to improve the ability to circulate goods, exchange, develop the economy, culture, and tourism in peacetime as well as be ready to serve defense missions in wartime.

The economy has grown quite steadily. By 2022, the GRDP growth rate of Nghe An province will reach 9.08%, among the top 3 localities in the North Central and Central Coast regions, ranking 22nd in the country. The scale of the province's GRDP by 2022 will reach 175,740 billion VND (ranked 2nd in the region, 10th in the country). The average GRDP per capita in 2022 will reach 51.43 million VND, 2.17 times higher than in 2013... The poverty rate of the province at the end of 2022 according to the new multidimensional poverty standard, period 2021-2025 is 7.8%.

The work of the military rear policy has been paid attention to and taken care of. The "Repaying gratitude" movement has been widely socialized. Over the past 10 years, the whole province has collected 207,827 million VND from the "Repaying gratitude" Fund, giving 122,992 savings books to people with meritorious services. The Provincial People's Council issued Resolution No. 32/2020/NQ-HDND on "Policy to support people with meritorious services to the revolution, relatives of people with meritorious services to the revolution who are in poor households" to achieve the goal of "Not allowing households with meritorious services to be in poor households".

The development and improvement of the quality of information and propaganda activities have also been promoted. Since 2015, the province has reached 100% of communes with mobile information signals. From 2017 to 2019, Nghe An began to implement 4G coverage in most central areas of districts, cities, towns and neighboring communes. These are truly essential infrastructures, making an important contribution to supporting national defense and security tasks, flood and storm prevention and control, natural disaster mitigation and other unexpected situations.

The province has issued many policies and solutions, leading the building of a strong national unity bloc. The solidarity between ethnic groups and religious solidarity has been improved. The people's trust in the Party committees and local authorities has been significantly enhanced. The resources and creative potential of the people in building and defending the Fatherland have been promoted (The whole province has 148 advanced models and typical examples built and replicated at 645 focal points; there are 244 self-management steering committees, with 2,321 self-management committees, 12,171 self-management groups)... contributing to ensuring political security, order and social safety in the province.

Nghe An has invested in the budget to build up the potential and defense posture in the defense area, especially in planning, managing, using defense land, and building the components of the defense posture. The work of educating and fostering defense knowledge for the subjects has always been focused on, basically achieving and exceeding the set targets, with good quality. Nghe An has also led the work of military recruitment and student recruitment to ensure that 100% of the targets are met every year, with increasingly better quality.

The province has led the armed forces to comprehensively innovate, improve the quality of training and combat readiness; implement the training motto "Basic, practical, solid", attach importance to synchronous, in-depth training, close to combat plans, terrain, and combat objects. The results of the annual training inspection of all contents are 100% satisfactory, of which 78% are good, excellent or higher; the unit ensures absolute safety. The 2017 provincial defense zone exercise, the 2022 provincial defense zone exercise and the 2022 provincial civil defense exercise were completed excellently.

The forces and authorities have proactively fought, prevented and defeated all plots and sabotage activities of hostile and reactionary forces; prevented the formation of opposition political organizations, terrorist and sabotage activities; strengthened state management of security and order; and effectively implemented the work of preventing and combating crimes and social evils. In recent years, the province has prosecuted 7 cases, 16 defendants for crimes against national security; investigated and clarified 7,964 cases, 24,962 subjects of crimes against social order. Crimes against social order have decreased by an average of 4% per year.

The province's foreign affairs and international cooperation activities have achieved good results; developed comprehensively in both breadth and depth, on all three pillars of Party foreign affairs, State diplomacy and people-to-people diplomacy; comprehensively in the fields of politics, economics and culture. In addition to maintaining and deepening relations with traditional partners, the province has expanded new markets such as countries and territories in Northeast Asia, Southeast Asia and some European and American countries to promote cooperation in the fields of investment, trade, tourism, health, agriculture, education and training, labor, etc.

Strengthening national construction and protection in the new situation

In addition to the great achievements, the implementation of the Resolution of the 8th Central Committee (11th tenure) in the province still has certain limitations, namely: The work of propaganda, dissemination and implementation of the Resolution has not been given due attention and importance in some places and at some times. The work of grasping, analyzing and forecasting the situation of national defense and security in some areas and localities has not been timely. The coordination between the armed forces and departments, branches and organizations at the grassroots level has not been tight and timely at times, and the handling of some situations has been confusing. The overall quality and combat readiness and defense capabilities of some district-level units are still limited, especially the military posture in defense areas and civil defense capabilities... These limitations need to be overcome soon in the coming time.

In the coming time, the challenges for Nghe An are not small. In the province, the political and social situation is stable, the economy continues to develop, national defense - security, and foreign affairs are strengthened. People's trust in the Party, the State, and the Armed Forces has been raised... However, rural security, cyber security, urban security, security in religious areas, industrial zones, and on the western border still have many potential factors causing instability. Conflicts and disputes related to compensation and site clearance for investment projects will appear with new complications. Natural disasters, epidemics, and criminal activities are unpredictable. Hostile forces are fiercely opposing, increasingly sophisticated and cunning.

Meanwhile, the province's economic scale and potential are still limited, unevenly developed, and unsustainable. The socio-economic infrastructure is not yet synchronous and modern, which is the biggest bottleneck hindering economic development, significantly affecting the construction and operation of the province's defense zone. Implement the strategy to protect the Fatherland innew situationNghe An has set the goal of promoting the combined strength of the political system and the entire people; combining the strength of the times, making the most of the consensus and support of the international community to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, protect the Party, State, People, and socialist regime; protect the cause of innovation, culture and national interests; protect political security, social order and safety; maintain political stability, create a peaceful environment for socio-economic development; build a strong, compact and sophisticated provincial armed force.

To achieve the goal, the province continues to focus on improving the leadership capacity and fighting strength of Party committees at all levels, maintaining absolute and direct leadership in all aspects over the armed forces; enhancing the effectiveness and efficiency of government management; consolidating and strengthening the great national unity bloc, political and spiritual foundation, "people's hearts and minds"; closely combining national defense enhancement with ensuring security, foreign affairs, economy, culture and society; developing the economy in conjunction with ensuring national defense and security.

The tasks and solutions that have been and are being focused on are: Promoting the building and rectification of the Party, building a socialist rule-of-law State and political system. Innovating growth, restructuring the economy, promoting industrialization and modernization on the basis of science and technology, innovation and high-quality human resources; building and perfecting the synchronous institutions for developing a socialist-oriented market economy. Promoting the spirit and will, determination to develop a prosperous and happy country; a strong and everlasting nation; promoting cultural values ​​and the strength of the Vietnamese people in the cause of building and defending the Fatherland.
