In Thanh Chuong district, Thanh Phong commune, which was at the bottom of all fields 10 years ago, has now risen to the top of the district. In particular, in the past 5 years, the commune has made comprehensive progress. The proof is that Thanh Phong commune has completed 19 criteria to be recognized as meeting new rural standards (in 2019), continues to meet advanced new rural standards (in 2022) and is currently starting a movement to build a model new rural area with the goal of reaching 2025.

The breakthrough and strong rise of Thanh Phong commune, according to comrade Phan Manh Hung - Secretary of the Commune Party Committee, is due to the leading role and exemplary role of cadres, civil servants, party members, especially the key cadres at the commune level, hamlets and the consensus of the people. Setting an example for cadres, civil servants, party members, first of all in ethics, lifestyle; performing assigned duties and tasks; taking the lead in local movements, not only themselves but also their families take the lead, doing everything in the village, hamlet. From setting an example, "saying goes hand in hand with doing", worrying, struggling, sticking to work, sticking to the locality, sticking to the people, not being afraid of difficulties of cadres, civil servants, party members has spread, creating high consensus among the people.

The Secretary of the Thanh Phong Commune Party Committee cited the practice of site clearance to implement the project of investing in an export garment factory with a scale of more than 3,000 workers in the area. To accompany the implementation of this project, cadres and party members not only pioneered in implementing the policy, but also proactively propagated, mobilized, and persuaded the people. As senior party member Le Xuan Dan used his words with "weight" and carefully analyzed the positive aspects of the project, using the development practice in some localities to persuade the local Party Committee and authorities, creating trust and consensus of nearly 100 affected households to give up land to implement the project.

Or in the movement to build new rural areas, there are key cadres in the hamlet, such as comrade Le Xuan Que - Deputy Secretary of the Party Cell, Head of Hamlet 4, who both initiated the policy and was the pioneer in donating land, moving back the fence, contributing money before and above everyone else to expand, make concrete with planting trees, flower beds on traffic roads, build a hamlet public address system; spend personal money to buy flags to give to households, ensuring 100% of roads and households hang flags on holidays...

Along with implementing the regulations on setting an example and setting an example for oneself, in Thanh Phong commune, the Party Committee and the government have also actively innovated leadership and direction methods, assigning specific responsibilities to each collective and individual, especially the heads of agencies and organizations in the political system from commune to hamlet; regularly inspecting and supervising the Party Committee and promoting the supervisory role of the Fatherland Front, organizations and unions towards cadres and Party members according to Regulation No. 124, dated February 2, 2018 of the Central Party Secretariat; promptly commending positive factors and criticizing inactive or even stagnant individuals through meetings of the Party Committee and government, Party cell meetings, through loudspeakers, Zalo, Facebook, etc.

In Yen Thanh district, Quang Thanh commune is also assessed by the district to have made many changes in the emulation movement in recent times and is completing the advanced new rural criteria to reach the finish line in 2024.

Comrade Thai Thi Thanh - Standing Deputy Secretary of Quang Thanh Commune Party Committee said that if cadres and civil servants, especially key cadres, are not thorough, do not follow closely the work and the base to direct, do not pioneer and set an example in words and actions, they will not be able to create a movement and the work will not go smoothly. As at present, to perfect the criteria on cultural institutions in hamlets, on the basis of the resolution of the Party Committee, each comrade in the Standing Committee, Executive Committee and each civil servant assigned to be in charge of expertise and area has gone to each hamlet to hold meetings of Party cells, Party cells, hamlet meetings, and meetings of each inter-family cluster to discuss implementation solutions and mobilize socialization. Commune and hamlet cadres are also the pioneers to contribute before and above the level of people's contributions to spread.

Currently, in Quang Thanh commune, except for 1 hamlet waiting to move to a new location for construction, 7/8 hamlets have been renovated and fully completed cultural institutions. In the construction of traffic roads, cadres and party members are also pioneers in donating land, demolishing works and contributing money and working days. In housing construction, some households, Party committees, authorities and socio-political organizations have to hold up to 9 meetings because poor households and households with difficult housing conditions do not dare to build houses because they "have no money in hand". However, it is the determination and contributions in material and working days to demolish old houses, level the ground, dig foundations to build new houses by cadres and party members that have spread among the people the contribution in money, bricks, and working days with a total of 9/12 houses built and given to the poor in the period 2023 - 2025.

Implementing revolutionary ethical standards of cadres and party members in the new period

One of the five important leadership methods of the Party is through the pioneering and exemplary role of cadres and party members. However, in reality, there are still cadres and party members, including leaders and managers at all levels, who show signs of political, ideological, ethical, and lifestyle degradation, bureaucracy, authoritarianism, shirking, and avoiding difficult, complicated, and people's work...

Recently, the Central and Nghe An Provincial Party Committees have issued many resolutions, directives and regulations related to Party building and rectification, setting examples, and observing discipline and administrative discipline...

From the implementation of these resolutions, directives and regulations, including Regulation No. 2993 dated July 8, 2019 of the Standing Committee of Nghe An Provincial Party Committee on the exemplary responsibility of cadres and party members, first of all comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee, key leaders at all levels of the province, has created a shift in the exemplary role of cadres and party members, especially leaders and managers at all levels.

Public opinion has recognized and highly appreciated the implementation of exemplary behavior, which has created a great change in ethics, lifestyle; awareness, responsibility, dedication, creativity, and greater dedication to work; and building a working style of "respecting the people, being close to the people, understanding the people, learning from the people, and being responsible to the people" among cadres, civil servants, and party members. A clear proof of this is the socio-economic results in each locality and the province as a whole, which have all had clear developments.

All levels and sectors in the province have also been more concerned and determined in finding solutions and "bottlenecks" to resolve complex, outstanding, and long-standing issues and petitions and complaints from the people in the spirit of resolution instead of explanation, especially compensation, site clearance, resettlement; issuance of land use right certificates; overcoming limitations in land management, environmental pollution, labor safety and hygiene, resolving regimes and policies; administrative procedures continue to be reformed to create more favorable conditions for people and businesses...

Besides many positive changes, there are still a number of cadres and party members, including key cadres, who have not performed well in their role as exemplary officials, whose words have not matched their actions, and who have shown signs of degradation in political ideology, ethics, and lifestyle; in some cases, they have violated the law and been criminally prosecuted, affecting the Party's reputation and causing negative public opinion.

Along with that are manifestations of shirking responsibility, avoiding responsibility, fear of making mistakes, not daring to do things, and indifference to the frustrations and difficulties of people and businesses among some cadres, civil servants, and party members.

To continue to overcome the above situation, Party committees at all levels in the province are continuing to direct with more drastic solutions to effectively implement documents of the Central Committee and the Provincial Party Committee on setting examples for cadres and party members in conjunction with implementing Resolution No. 4 of the Central Committee (term XI, XII), Conclusion No. 21, dated October 25, 2021 of the Central Executive Committee on Party building and rectification and implementing Conclusion No. 01, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05 on studying and following Ho Chi Minh's ideology, morality and lifestyle, along with Regulation No. 144 of the Politburo, dated May 9, 2024 on revolutionary ethical standards of cadres and party members in the new period.

In particular, it requires cadres and party members to dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges, act for the common good, for the country and for the people. Resolutely fight and criticize all acts of avoidance, shirking, or doing work half-heartedly, fearing responsibility, not daring to do... The higher the position of cadres and party members, the more exemplary they must be; superiors must be exemplary before subordinates, party committees must be exemplary before party members, party members must be exemplary before the masses, words must go hand in hand with actions, actions must go hand in hand with words, what they say is what they do...
