Maximize resources, determined to complete the target of building and repairing houses for the poor and people with housing difficulties.

Accordingly, on April 19, 2024, the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in Nghe An province (abbreviated as Steering Committee 1838) held an online conference for the whole province to review 1 year of implementing the Program for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province for the period 2023 - 2025 (abbreviated as Program 1838), and deploy tasks for the coming time.

After listening to the report and discussion, the Provincial Party Secretary, Head of Steering Committee 1838 concluded:

1. Program 1838 is one of the large-scale social security programs with high humanity, seriously, methodically, scientifically, resolutely, synchronously implemented by all levels and sectors from the province to the grassroots, and has initially achieved high efficiency. The program has promoted internal strength, effectively mobilized external strength, created consensus, and actively participated from cadres, party members, armed forces, business community, and people inside and outside the province to care for the poor to have a better life. After more than 01 year of implementing Program 1838, the whole province has supported the construction and repair of 8,440 houses for the poor and people with housing difficulties with a total mobilized resource of over 606 billion VND.

However, in addition to the achieved results, there are still shortcomings such as: some localities and units have not focused on propaganda work; lack of inspection and supervision of implementation; slow completion of review and approval of subjects in need of support for housing construction and repair in the period of 2023 - 2025; disbursement progress of support for housing construction and repair from the National Target Program for Sustainable Poverty Reduction in the period of 2021 - 2025 is still slow. Resource mobilization to implement Program 1838 in some localities and units is not very effective; updating data into the Program management software is still slow, not strictly complying with the information reporting regime as required.

2. Steering Committee 1838 requests the Steering Committee to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in districts, cities and towns; departments, branches and units continue to thoroughly grasp the goals, tasks, plans and instructions that have been deployed, and at the same time focus on implementing well the following key tasks:

- Strengthen propaganda about the purpose, meaning and results of implementing Program 1838. Nghe An Newspaper, Provincial Radio and Television Station open special topics and columns to inform and propagate good, effective and creative ways of implementing the Program to create a strong spread among all classes of people and the whole society.

- Maximize resources (from national target programs, local self-mobilization, contributions from brothers, clans, communities...) to be determined to complete the goals and targets of building and repairing houses for the poor and people with housing difficulties in 2024 and the whole period.

- Strengthen inspection and supervision of the implementation of Program 1838 at the grassroots level; members of the Steering Committee 1838 closely follow the assigned units to direct and promptly propose solutions to remove difficulties and obstacles in the process of implementing the Program, especially in localities facing difficulties in mobilizing resources (Dien Chau, Quynh Luu, Nghia Dan, Quy Hop, Tan Ky, Con Cuong).

- Agencies and units strictly implement the information reporting regime, fully, accurately and promptly update data into the 1838 Program management software; Ky Son district urgently completes the review and approval of subjects in need of housing support in the 2023 - 2025 period.

- The Vietnam Fatherland Front Committee of the province (Standing Body of Steering Committee 1838) presides over and advises the Standing Committee of Steering Committee 1838 on solutions to remove difficulties in resources for implementing Program 1838 in the districts of Dien Chau, Quynh Luu, Nghia Dan, Quy Hop, Tan Ky, Con Cuong.

- The Provincial People's Committee presides over and coordinates with the Provincial Vietnam Fatherland Front Committee and relevant units to find solutions to remove difficulties in land and procedures, speed up implementation progress, and effectively use funding from the National Target Program on Sustainable Poverty Reduction in Que Phong, Quy Chau, Ky Son, and Tuong Duong districts.
