(Baonghean) - The first impression upon arriving at the Nghi Loc State Reserve Sub-Department is the green, clean, and beautiful environment. The warehouses storing food and rescue supplies are all neatly arranged and clean. The Nghi Loc State Reserve Sub-Department is considered one of the best warehouses in the Nghe Tinh Reserve Department system, according to various criteria.

To achieve these results, in addition to the collective efforts of the staff, Comrade Nguyen Van Tuan, Party Secretary and Head of the Sub-Department, played a crucial role. Over the years, concerned about the task of preserving national reserve goods according to proper technical procedures and ensuring quality, Comrade Tuan and his colleagues have always sought out and researched innovative ideas, effectively applying them in the import, export, and preservation of state reserve goods.

In 2012, the Nghi Loc State Reserve Sub-Department conducted a pilot project importing and storing rice in bags under low pressure. Inspecting the quality of the rice entering the warehouse proved extremely difficult, arduous, and costly in terms of time and expense, which somewhat affected the warehousing progress. Due to a lack of experience in managing and inspecting the quality of rice entering the warehouse, the sub-department could only inspect and weigh 70-90 tons of rice per day. This significantly impacted the time and costs of loading and unloading for both the unit and its customers, and particularly hindered the progress and quality of goods entering the warehouse. Stemming from this problem, as the Party Secretary and Head of the Sub-Department, Comrade Nguyen Van Tuan proposed researching changes to the management and inspection methods to ensure a mutually beneficial approach and avoid unnecessary waste. The initiative "Managing and inspecting the quality of bagged rice stored in warehouses under 'low pressure' conditions" originated from this. This initiative, when implemented, controlled the quality of rice before customers delivered it to warehouses that did not meet requirements, reducing costs and time for quality inspection. As a result, the local branch received rice with good quality indicators, accelerating the daily warehousing process by 140-170 tons. Furthermore, the initiative proposed by the comrade: "Creating a 'low pressure' storage method by stacking and interlocking rice bags together" saved the State nearly 59 million VND.

During the process of storing rice, Comrade Tuan and his colleagues came up with the initiative to use a method of padding with PVC film, making it easier to check the quality indicators of stored goods without the film being affected by walls. Comrade Tuan shared: “Upholding a high spirit and responsibility in work is considered a measure of the value of cadres and Party members. I myself always innovate in thinking and working methods, leading cadres and staff to strictly implement and apply the procedures and regulations for preserving State Reserve goods.”

To improve the living conditions of the unit's staff, Sub-Department Head Nguyen Van Tuan directed the unit to increase agricultural production by utilizing the idle land in the warehouse area to plant and care for hundreds of fruit trees, ornamental plants, and shade trees, and planting over 3,000 acacia trees for timber, entrusting staff to care for and harvest them themselves; on average, each person has 15-30 square meters of crops; and fish fry are raised in the fire-fighting pond in the warehouse area. The entire area of ​​both warehouses is planted with trees according to the plan, thus creating a healthy environment while increasing income and improving the living conditions of staff. The average additional income is 400,000-450,000 VND per person per month.
