Developing cultural industries associated with promoting Vietnam's country and people
The Government Office has just issued Notice No. 21/TB-VPCP dated January 18, 2024, concluding the conclusion of Prime Minister Pham Minh Chinh at the National Conference on "Development of Vietnam's cultural industries".
The conclusion stated that Vietnamese culture is the crystallization of thousands of years of civilization, creative labor, and steadfast struggle to build and defend the country by the Vietnamese ethnic community, and is the result of the exchange and absorption of the quintessence of many cultures in the world to constantly improve and develop. Vietnamese culture has forged the soul, spirit, bravery, and heroic Vietnamese people, who are hospitable and friendly, and have made the glorious history of the nation shine.

Talking about cultural industry is referring to industries that produce artistic and creative products, whether tangible or intangible in nature; through exploiting cultural values and products and services of intellectual, social and cultural significance to gain economic benefits.
Over the years, the Party and State have effectively issued and implemented many guidelines, policies, and laws to develop culture and cultural industry, including: Resolution of the 5th Central Committee, Session VIII (Resolution No. 03-NQ/TW dated July 16, 1998) on building and developing an advanced Vietnamese culture imbued with national identity. Resolution of the 9th Central Committee, Session XI (Resolution No. 33-NQ/TW dated June 9, 2014) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development. Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo on continuing to implement Resolution No. 33-NQ/TW dated June 9, 2014 of the 11th Central Committee of the Party. With the special attention of the Party, the State and the participation of all levels, sectors and localities, over the past time, cultural industries have gradually become important service economic sectors; capital investment in cultural industries has promoted the cultural industry market to make new progress, reflected in the contribution rate to GDP, the number of economic establishments and labor force, database construction, human resource training, application of science and technology and digital transformation, network connection, cultural centers and creative spaces.
However, compared to some other industries, our country's cultural industries have not yet developed commensurate with the country's distinct potential, outstanding opportunities, and competitive advantages; still facing limitations, difficulties, and challenges, typically: The role of state management, responsibilities, and powers in some fields have not been clearly defined; coordination mechanisms are not synchronous; mechanisms and policies have not kept up with reality, implementation in some industries and fields is not effective; the content and form of products and services are still limited, and the core and key products and services have not been identified.
Cultural industry development must be placed within the overall socio-economic development.
In the era of globalization and deep international integration, especially in the context of the fourth industrial revolution posing many new challenges and difficulties, the development of cultural industry must be based on the following basic viewpoints: Adhering closely to the Party's guidelines and policies, the State's policies and laws; placed in the overall socio-economic development, making an important contribution to building an advanced Vietnamese culture, with identity, unity in diversity and based on innovation, science and technology, and protection of intellectual property rights; developing with focus and key points, in accordance with the basic laws of the market economy and the trends of the times; closely linked to promoting and spreading the image of the country and Vietnamese people and preserving and promoting the national cultural identity; meeting the factors of "Creativity - Identity - Uniqueness - Professionalism - Healthiness - Competition - Sustainability" on the basis of "Nation - Science - Mass"; Step by step build a national brand, participate in the global value chain; select and implement a number of breakthrough policies; need "Sharp thinking, sharp action, select the best to breakthrough development" of Vietnam's cultural industries.
In the coming period, the implementation of tasks and solutions must be synchronous, drastic, persistent, focused, and focused on breakthrough policies to transform "potential" cultural resources into highly competitive cultural products and services.
All levels, sectors, localities, agencies and organizations need to be more determined, make greater efforts, act more resolutely and effectively; be proactive, focused, closely coordinated, encourage all exploration and creativity, respect creative freedom; focus on industries with great potential and advantages (such as cinema, performing arts, cultural tourism, handicrafts, design, software and entertainment games...) so that by 2030 the added value of cultural industries will contribute highly to GDP.
Building and implementing solutions for developing cultural industries
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant ministries, agencies, organizations and localities to immediately develop the Prime Minister's Directive on the development of Vietnam's cultural industries, focusing on orientations for the development of cultural industries and implementation solutions, ensuring closeness to the situation and feasibility; assigning full, specific and appropriate responsibilities and tasks to ministries, branches and localities, specific recommendations for organizations, enterprises, teams of experts and creative human resources in researching, proposing, developing and organizing the implementation of tasks and solutions on the development of cultural industries, especially on mechanisms, policies, specific contents and activities according to functions, tasks and authorities, strengthening linkages, connections and forming a network of creative spaces; the full dossier of the above draft Directive shall be reported to the Prime Minister in January 2024.
The Ministry of Culture, Sports and Tourism shall proactively select and determine the development of a Strategy for the development of Vietnam's cultural industries or develop specific projects and plans to develop Vietnam's advantageous cultural industries for the coming period, and promptly submit them to competent authorities for consideration and approval in 2024.
The Prime Minister requests relevant ministries, agencies, organizations and localities to proactively coordinate closely with the Ministry of Culture, Sports and Tourism in developing and completing the above draft Directive; preside over or coordinate in researching, developing or amending and supplementing relevant mechanisms and policies and develop and implement specific contents and activities according to their functions, tasks and authority; note the responsibilities of the ministries in presiding over and developing specific cultural industries within their scope and management functions, and in developing preferential credit packages for the development of cultural industries.
