Party development in non-state enterprises: Focus on removing bottlenecks

(Baonghean) - The difficulties and shortcomings in the implementation of the Project on developing Party members and Party organizations in private enterprises (PIEs) and foreign-invested enterprises (FIEs) under Project 5155 require Party committees at all levels to be more proactive and decisive in finding the "key" to remove the bottlenecks. Thereby, creating a breakthrough in the development of Party organizations and Party members in enterprises.

Do not delegate to subordinates

Nghe An sets a target that by 2020, over 50% of private enterprises and foreign-invested enterprises within the scope of the project will establish Party organizations: 70% will establish trade unions and 60% will establish the Ho Chi Minh Communist Youth Union or the Youth Union.

To realize that goal, the most important thing is still the movement and strong and decisive participation of Party committees at all levels. After summarizing the 3-year journey, Party committees, authorities, and socio-political organizations need to review plans and develop specific outlines for propaganda and mobilization work, in which the sense of responsibility of leaders should be promoted, avoiding the situation of shouting general slogans or leaving it to subordinates to implement.

Comrade Thai Khac Thu - Secretary of the Party Committee of Nghe An Province's Business Bloc said: The responsibility of leaders of Party committees and authorities at all levels is to help business owners see the practical benefits of participating in activities in Party organizations, unions, etc. for their production and business activities.

To do so, local Party committees and authorities must truly accompany and closely follow the activities of enterprises, promptly grasp their legitimate thoughts and aspirations, reduce cumbersome procedures, and actively support enterprises when they encounter difficulties. Thereby, helping private enterprises and foreign-invested enterprises see the role of a bridge more clearly and effectively when there is a Party organization compared to when there is no Party organization in their own enterprises.

For example, in Yen Thanh district, determining that the entire political system must participate synchronously and rhythmically in implementing Project 5155, the District Party Committee focused on directing grassroots party organizations to directly survey the production and business situation of private enterprises to grasp the thoughts and aspirations of business owners, as well as the operations of party organizations and unions.

“Based on those findings, the district has analyzed and developed a plan to develop party members, union members, and association members; creating conditions for outstanding people in enterprises in general and business owners in particular to participate in training courses to create a source of party members,” said comrade Nguyen Viet Hung - Standing Deputy Secretary of the District Party Committee.

Another equally effective way to change the “key” of business owners’ perception is to maximize the influence of the core party organizations and party members who are employees in the enterprise itself. “A good fragrance naturally spreads” - when each party member demonstrates his or her pioneering and exemplary role in production and business activities at the enterprise, it will certainly create a good impression and sympathy with the business owner and enhance the role and prestige of the party cell.

With this in mind, Yen Thanh District Party Committee determined that in the coming time, it will continue to focus on supporting grassroots party organizations that have been established in private enterprises and foreign-invested enterprises to properly implement working hours and routines, and be exemplary in complying with labor principles, so that enterprises can see that having a party organization will make them stronger, more united, and develop more stably.

"For foreign-invested enterprises such as the Japanese Garment Factory, the district directs the Party cells at their residence to create sources and recruit Party members who are workers working in the factory so that when conditions are met and there are enough Party members, they can establish a Party organization in the enterprise" - Comrade Nguyen Viet Hung - Standing Deputy Secretary of the District Party Committee added.

Or in Quy Hop district, as the core party organization in a foreign-invested enterprise in the area, the Party Cell of Yabashi Limestone Mining Company Vietnam always affirms itself as the "nucleus" in the overall development of the enterprise, with specific "strategies" to both develop the party organization in scale and improve the quality of admission, build and maintain the good image of party members in production labor in the eyes of foreign bosses. Confiding about the successes achieved, comrade Dao Van Xuan - Secretary of the Party Cell of Yabashi Limestone Mining Company said: "The Party Cell has 17 party members, all of whom are excellent workers, many of whom are trusted to take on management roles in the enterprise's production line.

Each party member in the Party cell always strives to maintain the image and qualities of a party member, demonstrating their role by upholding an exemplary attitude in all matters, improving production efficiency, revenue, ensuring safety for workers, thereby gaining the trust and confidence of employers, creating conditions for the Party cell to operate regularly and ensure quality.

To ensure the harmony of business interests with the quality of life, the Party Cell of Yabashi Limestone Mining Company of Vietnam mostly organizes activities in the evening, outside of working hours. From 2004 to present, the Party Cell has developed 14 more Party members, all of whom are dynamic, creative individuals with outstanding achievements in production and business.

However, the Party cell still felt some difficulties in the process of learning about the Party, when working time was limited, the study time was quite long, so it was difficult to balance evenly. In order to continue to do better in the work of developing the Party at this enterprise, the head of the Party cell also frankly requested the higher-level Party Committee to create more favorable conditions for workers to participate in learning about Party sympathy, how to shorten the time to study the new Party member class but still ensure the amount of knowledge needed without affecting too much the production working time at the company.

Recommendations and proposals such as those of the Party Cell of Yabashi Limestone Mining Company of Vietnam have been received, recorded and planned for resolution and removal by the Quy Hop District Party Committee, with the ultimate goal of more effectively implementing the project. From a more general and comprehensive perspective, the "point" unit has decided to propose to the Provincial Party Committee to consider allowing the reduction of some indicators in the project on the development of Party members and Party organizations in local private enterprises and foreign-invested enterprises to suit the situation.

Specifically, Quy Hop said that establishing 3-5 new party organizations in private enterprises and foreign-invested enterprises each year is difficult to implement, the reason is that currently out of more than 350 enterprises, only 47 enterprises have more than 40 employees, 22 enterprises have 10 or more employees participating in social insurance and unemployment insurance, more than 200 enterprises have stopped production and gone bankrupt.

Through this, we can see the “gap” between the initial expectations and the actual implementation of the project in recent times. And perhaps some adjustments to make the project more realistic and practical, avoiding the situation where localities are “out of breath and overwhelmed” are necessary in the coming time.

According to Mr. Dang To Duyet - Deputy Head of the Organization Board of Vinh City Party Committee, to build a Party organization in an enterprise, first of all, there must be Party members. And in the current difficult conditions in the development of Party organizations and Party members, it is necessary to strengthen the work of recruiting Party members in universities, colleges, intermediate schools, and vocational schools to supplement both the quantity and quality of Party members for private enterprises and foreign-invested enterprises.

Current reality requires us to be proactive and proactive in finding sources. Especially in recruiting party members who are business owners, we must skillfully and subtly utilize relationships to "approach" them, create close and intimate relationships, then we can have conditions for effective advocacy and propaganda. In addition, the Party Committee and the government need to study policies and create opportunities for contribution, promotion, and learning opportunities for capable party members with good moral qualities to motivate workers in private enterprises and foreign-invested enterprises to practice and strive to join the Party.

From local practice, comrade Dinh Thi Tam - Standing Deputy Secretary of Nghi Loc District Party Committee suggested: Currently, there are a number of enterprises located in the district but the Party organization is not directly under the district, while the socio-political organizations are directly under the district.

Therefore, the province needs to direct the consolidation and rearrangement of the Party and mass organization model in non-state enterprises to be consistent with the scale and management authority to facilitate the development of Party organizations and Party members.

Comrade Le Quoc Khanh - Deputy Standing Committee of the Provincial Party Committee's Organization Board affirmed: The role of Party organizations and Party members in private enterprises and foreign-invested enterprises is very important in promoting business development, ensuring harmony of interests between enterprises and employees, contributing to economic development, job creation and social security.

Therefore, the Standing Committee of the Provincial Party Committee has directed the completion of the Steering Committee for the implementation of Project 5155, amending and supplementing the operating regulations, innovating the working methods and ways of members in the direction of being practical, close to work, close to the locality. In addition, the Provincial Party Committee will establish working groups, strengthen inspection and supervision, work with the grassroots once a quarter and prepare a report on the results at the unit to send to the Steering Committee. All of this aims to bring the work of developing the Party in private enterprises and state-owned enterprises increasingly into depth, contributing to building a strong political system.
