Developing ethnic minority cadres in the new period

The Prime Minister has just approved the Project on developing the contingent of ethnic minority cadres, civil servants and public employees in the new period.

The goal is to perfect the institutional system and policies on recruitment, use and management of ethnic minority cadres, civil servants and public employees in order to build and develop a team of ethnic minority cadres, civil servants and public employees with strong political will, good qualities, ethics, and professional qualifications, contributing to consolidating and improving the effectiveness and efficiency of state management.

Reasonable increase in the proportion of ethnic minority cadres, civil servants and public employees in State agencies and public service units from the central to grassroots levels, especially in ethnic minority localities, but without increasing the number of positions assigned by competent authorities, in accordance with Decree No. 108/2014/ND-CP dated November 20, 2014 of the Government on staff streamlining policy; establish a system of information and data reflecting the current status of ethnic minority cadres, civil servants and public employees in the current period to serve state management activities on ethnic minority cadres, civil servants and public employees.

To achieve the above objectives, the Project will conduct research, develop, amend and supplement specific policies in recruitment, promotion and rank upgrading; policies and regimes in training and fostering; standards and conditions in planning and appointing leadership and management positions for ethnic minority cadres, civil servants and public employees; research and prescribe policies and regimes to attract talents, promote, treat, salary and social insurance policies suitable for talented people in public service and professional activities of ethnic minority cadres, civil servants and public employees.

Along with that is the development of a program to foster ethnic minority knowledge for cadres, civil servants, and public employees according to 4 groups of subjects: subject 1 (Provincial-level leaders and equivalent); subject 2 (Department-level leaders and equivalent); subject 3 (Division-level leaders and equivalent); subject 4 (cadres, civil servants, and public employees not holding leadership positions).

Effectively implement policies on attracting, promoting, creating sources, training and fostering ethnic minority cadres, civil servants and public employees; increase the proportion of ethnic minority cadres, civil servants and public employees holding leadership and management positions in agencies, units and localities.
