Developing the Southeast Nghe An Economic Zone into a dynamic economic region

On the afternoon of January 5, the Management Board of Southeast Nghe An Economic Zone held a conference to review activities in 2020 and deploy tasks in 2021. Outstanding results

In 2020, the Covid-19 pandemic broke out worldwide, causing a strong, comprehensive and profound impact on all aspects of economic and social life; many economic, cultural and social activities were seriously affected; thousands of workers were unemployed, had lost their jobs, and had their incomes sharply reduced.

In that context, Nghe An province focuses on implementing the "dual goal": both resolutely preventing and fighting the epidemic and focusing on restoring stability and creating momentum to promote socio-economic development under the direction of the Government and central ministries and branches.

Implementing the direction of the Provincial Party Committee and the Provincial People's Committee, the Southeast Economic Zone Management Board has closely coordinated with all levels, sectors and localities to create favorable conditions for investors and businesses to operate.

In 2020, the Southeast Economic Zone Management Board will continue to coordinate to complete the infrastructure of industrial parks, and at the same time implement the Master Plan for the construction of the Southeast Economic Zone approved by the Prime Minister. In 2020, the total investment capital for the construction of infrastructure of the Southeast Economic Zone and industrial parks is estimated at 664,723 billion VND.

The Board also focused on reviewing and advising on amendments.supplementary land price list for industrial parks in Southeast Economic Zone2020-2024 period; supplementing investment support policies in economic zones and industrial parks to suit reality and meet investment attraction requirements in the current period, especially the mechanism for stabilizing land prices for the entire operation period of the project, the mechanism for mobilizing advance capital from investors to build infrastructure, the mechanism for supporting investment in key projects (industrial park infrastructure, seaport infrastructure) and supporting human resource training and approved by the Provincial People's Council.

As of December 31, 2020, the Board has advised the Provincial People's Committee to decide on investment policies and grant investment registration certificates to 24 projects, with a total registered investment capital of VND 5,413 billion (including: 15 domestic projects with VND 1,613.7 billion and 9 FDI projects with USD 164.5 million). Adjusted capital increase for 17 projects, with an additional investment capital of VND 8,876.2 billion (including: 6 domestic projects with an increased capital of VND 4,399.8 billion; 10 FDI projects with an increased capital of USD 193.78 million).

Total newly registered and adjusted capital increased by VND 14,289.2 billion/plan of VND 10,000÷15,000 billion, completing the investment attraction plan for 2020, up 75.8% over the same period in 2019.

Up to now, the Southeast Economic Zone and industrial parks of Nghe An province have 249 valid projects with a total registered capital of 64,212.4 billion VND. Of which: 48 FDI projects with a total registered investment capital of 907.47 million USD and 201 domestic projects with a total registered investment capital of 43,249.82 billion VND. Enterprises in the Economic Zonecontributing nearly 12% of the total budget revenue in the province, creating jobs for more than 23,000 workers and implementing social security well in the locality.

Continue to accompany investors

With the achieved results, the Southeast Economic Zone Management Board continues to implement Plan No. 179/KH-UBND dated March 31, 2020 of the Provincial People's Committee on promoting the removal of difficulties for production and business in response to the Covid-19 epidemic. On that basis, the Board synchronously deploys solutions to gradually improve the investment and business environment in the Southeast Economic Zone, support and resolve difficulties and obstacles of key investment projects being implemented such as VSIP, WHA, Hoang Mai I..., creating favorable conditions for investors to accelerate the infrastructure of industrial parks and seaports to attract investment and provide logistics services.

In 2021, based on the reality, the Southeast Economic Zone Management Board will continue to coordinate with departments, branches and localities to promote administrative reform, improve the investment and business environment; Continue to mobilize resources to complete the infrastructure system to create a premise to attract large projects to lead the development of other economic sectors.

At the same time, build breakthrough mechanisms and policies to create motivation.Attracting investment to develop Southeast Economic Zoneand industrial parks in the province. Strive to fill the area of ​​infrastructure construction in VSIP, WHA phase 1, Hoang Mai 1 industrial parks by 2025; deploy investment to complete infrastructure and attract investment in Hoang Mai 2 and Tho Loc industrial parks; Resolutely resolve long-standing problems and backlogs in Nam Cam Industrial Park (areas A, B and C) and problems and difficulties that have lasted for many years.

The overarching goal is to build and develop the Southeast Economic Zone and industrial parks of Nghe An province into a dynamic and sustainable economic development area, truly becoming a new driving force for socio-economic growth in the province and the North Central provinces.

At the conference, representatives of investors, businesses and local authorities discussed issues related to solving existing problems and discussed solutions to promote development in the Southeast Economic Zone.

Speaking at the conference, comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee acknowledged the efforts of officials, civil servants and enterprises in the Southeast Economic Zone.

The Vice Chairman of the Provincial People's Committee also thanked the positive contributions of investors and businesses operating in Nghe An. The positive results in 2020 have created great momentum for socio-economic development in the province.
