Developing a circular economic model in new rural construction in Nghe An
On the afternoon of December 27, the Department of Agriculture and Rural Development held a workshop to assess the current situation, propose tasks and solutions to develop farm economic models and circular economy associated with new rural construction in Nghe An in the period of 2024 - 2030.
Currently, Nghe An province has 440 farms that meet the criteria according to Circular No. 02/2020. The average total investment capital for production per farm is more than 3.3 billion VND. The average profit of a farm is nearly 700 million VND/year. The total number of regular workers on the farms is 1,423 people. The number of farms with production links is 139 farms.

Regarding circular economic development, there are many effective models applied in the province such as the garden - pond - barn (VAC) model. Depending on natural conditions, many localities have variant VAC models such as: garden - pond - barn - biogas model (VACB); garden - pond - barn - forest (VACR); garden - pond - lake (VAH); recently, the VAC + earthworm farming model has appeared; the "rice, fish" model takes advantage of the mutual interaction between fish farming and rice growing; the rice growing - mushroom growing - organic fertilizer production - fruit tree growing model; organic fertilizer production model from agricultural waste... Implementing these agricultural models not only brings high economic efficiency but also helps reduce greenhouse gas emissions and protect the environment.

Every year, the Department of Agriculture and Rural Development approves 20-40 local agricultural extension models; proposes 10-20 provincial-level science and technology tasks in the agricultural sector. The goal is to select production models that both achieve economic and environmental goals and are sustainable according to the Circular Economy Development Project.

At the workshop, delegates contributed their opinions on the current status of farms and circular economic models in Nghe An. Despite its potential and advantages, the scale of farm economics in Nghe An is still small, uneven, spontaneous and fragmented. The selection of some crops and livestock is not suitable for market demand, there is an imbalance between supply and demand, and prices are unstable. Most farm owners lack capital to invest in expanding production scale and equipping machinery and equipment; land leasing procedures are still complicated...
Besides, the number of circular economic models is not much; the utilization of waste and by-products in agricultural production of households in the province is still limited... Representatives of farms and models hope to have more policies on loans and transfer of science and technology in the process of replicating the model.

Concluding the workshop, Ms. Vo Thi Nhung - Deputy Director of the Department of Agriculture and Rural Development emphasized: Developing farm economy and circular economy to contribute to building new rural areas is one of the important contents and solutions in agricultural and rural development today, to ensure sustainability in agricultural production and increase income for rural people.
In the coming time, Nghe An Agriculture sector will continue to build and replicate farm economic models, especially circular economic models in the agricultural sector, effectively and sustainably, associated with production linkages according to the value chain; review, build, and supplement mechanisms and policies to encourage and support the development of farm economy and circular economy in the agricultural sector...
Improve the efficiency of the systems connecting, promoting trade, and consuming agricultural products, in order to contribute to the consumption of products for farms and products from circular economic models. The comments of delegates and farm owners will be received and proposed by the Department of Agriculture to have appropriate mechanisms.

By 2030, Nghe An strives to have 550 farms meeting the criteria.;Average total income reached 1.2 billion VND/farm/year;The number of farms applying science, engineering and high technology in production accounts for over 25%, with production linkage activities according to the value chain reaching 32%; with production organized according to the circular economic model reaching 30% of the total number of farms in the province.
