Developing Nghe An in line with its role as a regional center

DETERMINED TO CREATE NEW POWER

According to the announcement of the Politburo, in recent times, especially in the last 5 years, the Party Committee, government and people of all ethnic groups in Nghe An province have made efforts to overcome difficulties, strived to rise with high determination; closely coordinated with the Central Committees, ministries and branches to implement Resolution 26 of the Politburo, achieving many comprehensive and outstanding results. The economy grew quite rapidly, with the gross regional domestic product (GRDP) in the 5 years (2014 - 2018) increasing by an average of 8%; in 2018 compared to 2013, the economic scale was 1.44 times higher, and the GRDP per capita increased by 1.57 times.

However, the Politburo also assessed that some basic goals and targets by 2020 are difficult to achieve, such as: economic growth rate, GRDP per capita, budget revenue. Vinh City's development is not commensurate with its position and potential. Infrastructure in the province has not met development requirements, especially in the Western region. Implementing the direction of the Provincial Party Committee, the Party Committee of the Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with relevant departments and branches to advise on the development of a draft plan to implement Notice No. 55 of the Politburo. The draft has been consulted with departments, branches and members of the Provincial People's Committee. The Party Building Committees and the Provincial Party Committee's Inspection Committee develop plans according to their assigned functions and tasks.

Nghe An province needs to further promote the achievements of socio-economic development.

The Provincial Party Committee Office has coordinated with the Party Committee of the Provincial People's Committee and the Party building committees of the Provincial Party Committee to develop a plan for the Provincial Party Committee Standing Committee. The Provincial Party Committee Office has asked for comments from the Party building committees of the Provincial Party Committee, the Fatherland Front and provincial-level organizations on the draft plan.

On that basis, the Provincial Party Standing Committee listened to, commented on and approved the plan to implement Notice No. 55. The goal is to further promote the achieved results, determined to overcome limitations and shortcomings; thereby continuing to thoroughly grasp and effectively implement the goals, orientations, tasks and solutions identified in Resolution No. 26; Synchronously, comprehensively, with quality and effectiveness, implement the main tasks in Notice No. 55; Strive to complete the goals and tasks of developing Nghe An province according to Resolution No. 26 by 2023.

The plan also contributes to creating a strong change in awareness of the position and role of Nghe An province in the North Central region and the whole country; continuing to promote the historical and cultural traditions, potentials, strengths of natural resources and people of Nghe An in building and developing the province; demonstrating the aspiration and determination to rise up strongly, make greater efforts, create new momentum, overcome difficulties to build and develop Nghe An province in accordance with its role as the central province of the North Central region.

12 KEY TASKS

To specify Notice No. 55 of the Politburo, the Standing Committee of Nghe An Provincial Party Committee has identified 12 key tasks to focus on leading and directing implementation, such as: Building the Provincial Planning for the period 2021 - 2030, with a vision to 2045, in the immediate future, building the socio-economic part, associated with a general review and promulgation of mechanisms and policies for the following period; Building the Southeast Economic Zone into the group of key coastal economic zones; Improving the effectiveness of foreign affairs and focusing on attracting investment to Nghe An by 2020 and the following years; Building a Project to develop Vinh city into a smart city, organizing the implementation of infrastructure investment and developing the application of smart utilities;...

In particular, the tasks include two extremely important contents: building the Southeast Economic Zone into the group of key coastal economic zones and adjusting the Dong Hoi specialized port area into a general port area. These are two groups of tasks aimed at improving the quality and level of completion of infrastructure to attract investment. According to comrade Nguyen Van Do - Director of the Department of Planning and Investment, these two tasks must be completed soon, because when approved, the investment level in the Southeast Economic Zone will be increased, and Dong Hoi port will also be allocated public investment capital when it becomes a general port.

Referring to this content at the meeting of the Provincial Party Standing Committee in early June, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized that implementing solutions according to the plan to implement Notice No. 55 is extremely important in completing the goals and orientations of Resolution No. 26, in which one of the key tasks is to focus on solutions to improve the effectiveness of attracting investment to the province, as well as creating favorable conditions to promote the development of businesses in the province.
