Amidst the general economic crisis and recession, Cienco 4's leadership made sound decisions and strategies: shifting its strategy, expanding its market, proactively seeking new projects, and accessing ODA projects from sources such as JICA (Japan), the Asian Development Bank (ADB), the World Bank (WB), and other priority funding sources to ensure sufficient employment and stable income for over 7,500 workers; maintaining a growth rate of 15-20% per year. Many key projects were completed ahead of schedule by 3 to 9 months. The Cienco 4 brand is increasingly affirmed. Construction Corporation No. 4 has become a leading construction unit in the transportation sector.
Currently, the Corporation has mastered many modern and advanced bridge and road construction technologies from around the world. Cienco 4 has applied large-diameter bored pile technology (up to 2 m diameter, 80-100 m deep) in the construction of Ham Luong Bridge (Ben Tre), Hiep Bridge (Thai Binh), Phu Dong 2 Bridge (Hanoi), and Cua Dai Bridge (Quang Nam); balanced cantilever bridge construction technology with spans up to 150 m (Ham Luong Bridge, Cua Dai Bridge); prestressed reinforced concrete box girder construction technology using in-situ casting on a platform, with spans of 50 m (Vinh Tuy Bridge, Dong Tru Bridge, etc.); prestressed reinforced concrete box girder construction technology using the mobile formwork scaffolding (MSS) method applied at Thanh Tri Bridge; and bridge pier construction technology with heights up to nearly 100 m at Pa Uon Bridge (Son La). At the 2014 Nghe An Technology and Equipment Fair, Cienco4 also participated with two construction technology models that set current Vietnamese records: the Pa Uon Bridge (Son La) and the Co Co Bridge (Da Nang). In bridge construction projects, the Corporation always prioritizes the application of new technologies, strictly controls quality and project progress, with a sense of responsibility and aspiration to become a leading force in the transportation construction industry in Vietnam today.
The Corporation is the first construction unit of the Ministry of Transport to complete the equitization of its member enterprises. On May 10, 2014, the Corporation held its first Shareholders' Meeting and began operating as a Joint Stock Company from June 1, 2014. Simultaneously, it is also a leading unit in the transport sector in the field of infrastructure investment and construction, implementing projects under the BOT (build-operate-transfer) model. Cienco 4 pioneered the investment in the BOT project to expand National Highway 1 from the southern end of Ben Thuy Bridge to the bypass of Ha Tinh City, and the joint venture with Corporation 319 - Ministry of National Defense invested in the BOT project to expand National Highway 1 from Nghi Son (Thanh Hoa) to Cau Giat (Nghe An), with a total value of over 4,000 billion VND for both projects; as well as the project to repair and upgrade the road surface of the Vinh bypass, the railway overpass on National Highway 46, etc.
Despite the overall challenging economic conditions, the Corporation has ensured sufficient employment for its workers and maintained a relatively high growth rate year after year. In the first five months of 2014 alone, Cienco 4's production value reached 7,081/13,500 billion VND, equivalent to 52% of the annual plan, a 71% increase compared to the same period in 2013. Revenue reached 6,118/13,000 billion VND, equivalent to 47% of the 2014 annual plan, a 69% increase compared to the same period in 2013. Cienco 4 inaugurated and put into operation projects such as: Upgrading the road surface of the Vinh City bypass, Hoa Phuoc Bridge and Co Co Bridge - Da Nang, Le Van Sy Bridge - Ho Chi Minh City, etc. It also commenced construction on projects including: Dung Bridge, the railway overpass on National Highway 46, the train station, Vinh Airport, and the road to Lach Huyen Port - Hai Phong. At the same time, the Corporation is focusing its resources on the vigorous construction of key projects: Upgrading and expanding National Highway 1A from Thanh Hoa to Dien Chau and from Ha Tinh to Vung Ang; the Hanoi-Hai Phong expressway; the Hanoi-Lao Cai expressway; the Da Nang-Quang Ngai expressway; the road connecting Nhat Tan Bridge to Hanoi; the Ho Chi Minh City-Dau Day expressway; Cua Dai Bridge; Nguyet Vien Bridge, etc.
Recently, along with the rising temperatures, public opinion has been particularly concerned about the issue of overloaded vehicles and the appearance of rutting on many roads nationwide. Cienco 4, the BOT investor that put into operation the Vinh bypass and the National Highway 1 South Ben Thuy - Ha Tinh bypass - which are considered model roads, is also struggling to cope with this situation. Following the direction of the Ministry of Transport, Cienco 4 has proactively inspected the site, promptly informed the media about the areas where rutting has occurred, and quickly implemented solutions such as: watering the road surface to cool it during peak hours, and rerouting traffic to prevent repeated overloading. In June 2014, Cienco 4 put into operation a low-speed static weighing station installed by the Corporation at the Ben Thuy Bridge toll station to record data and the actual status of overloaded vehicles in circulation, supporting functional agencies in controlling vehicle load limits and collecting data to determine the causes of rutting.

Besides developing production, business, and enterprise construction, Cienco4 always performs well in social work, acts of gratitude, and humanitarian charity. Every year, Cienco4 actively participates in social activities such as: the "Warm Tet in the Border Region" program, "Tet for the Poor," "Caring for the Western Region," donating gifts to families in need; participating in the "New Rural Development Program," the "Cattle Bank"; supporting people in flood-affected areas; establishing the "Trade Union Shelter" fund; donating cars and renovating patient housing for the Vo Hoang Yen Rehabilitation and Wellness Center in Ha Tinh; awarding scholarships to outstanding students, supporting poor but academically gifted students; programs for the poor; and supporting victims of Agent Orange with tens of billions of VND. In the first five months of the year, Cienco4 actively participated in social activities such as: donating 140 cows worth 2.1 billion VND to Nghe An province, 200 cows worth 3.2 billion VND to Tuyen Quang and Cao Bang provinces, supporting Tet for the poor with 2 billion VND, contributing 5 billion VND to the Ministry of Transport's charity fund, and other activities totaling 4 billion VND.
After more than 50 years of dedication to their homeland of Nghe An, and despite relocating their headquarters to Hanoi in early 2013, the people of Cienco4 still maintain their connection to Nghe An. The corporation is the main sponsor of the 3rd Northern Region Nghe An Hometown Football Tournament (this is the second year Cienco4 has been the main sponsor). Besides contributing to the province through charitable and humanitarian activities, Cienco4 Construction Corporation also supports the Nghe An Newspaper Cup Youth and Children's Football Tournament, hoping to contribute to the overall sports movement of the province.
