Approving the Master Program on Vietnamese Cultural Development 2023 - 2025
Deputy Prime Minister Tran Hong Ha has just signed Decision 515/QD-TTg approving the Master Program on Vietnamese Cultural Development for the 2023-2025 period (Program).

The program is implemented nationwide and in a number of countries with long-standing cultural relations with Vietnam, focusing on activities in the following fields: cultural heritage; grassroots culture; performing arts; fine arts, photography and exhibitions; cinema; libraries; training; ethnic culture; foreign culture; cultural industry...
The subjects of the Program include: World cultural heritage, relics recognized as special national relics, national-level relics; intangible cultural heritage recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO); intangible cultural heritage with typical values or at risk of being lost; cultural institutions, creative cultural spaces; mobile propaganda teams; Border Guard stations; facilities and entertainment spots for children; artists, intellectuals, management, training and scientific research personnel in the cultural field; enterprises, organizations and individuals operating in the cultural and artistic fields.
8 main solutions
The Program sets out eight main tasks and solutions, including: Perfecting the system of policies and laws on culture, raising awareness of the entire political system and society about the position and role of the cause of building and developing Vietnamese culture and people, and at the same time disseminating and communicating to raise awareness of the Program; preserving and sustainably promoting the cultural values of the nation; improving the operational efficiency of the cultural institution system; building a healthy cultural environment, improving the spiritual life and aesthetic capacity of the people. Along with that, developing a team of artists, intellectuals and high-quality human resources for management, training and scientific research in the cultural field; developing Vietnamese cultural and artistic products with high artistic and ideological values; promoting the image of the country, culture and people of Vietnam to the world; mobilizing resources and managing the implementation of the Program.
Specifically, in order to preserve and promote the nation's cultural values sustainably, programs and tasks will be implemented to preserve, restore, and embellish 2 cultural and natural heritages recognized by UNESCO; 15 national monuments of special value that are seriously degraded. Support to prevent degradation and urgently repair about 150 national monuments.
In addition, promote the construction of scientific dossiers of intangible cultural heritages with typical values or at risk of being lost, in need of urgent protection to be listed in the National List of Intangible Cultural Heritage, World Heritage; promote the collection of ancient and rare documents with special historical, cultural and scientific values; upgrade and renovate a number of national public museums. Research and establish national specialized museums of contemporary art, photography; national center for preservation of artifacts.
In addition, it will research and deploy solutions to apply information technology and digital transformation in preserving and promoting the values of tangible and intangible cultural heritage; develop virtual reality experience applications, research and exploit traditional art values in existing data warehouses, support teaching activities, preserve intangible cultural heritages recognized by UNESCO and preserve and promote the languages and writings of ethnic minorities at risk of extinction.
Handling of problems related to mechanisms and policies
The Ministry of Culture, Sports and Tourism, the agency in charge of implementing the Program, is responsible for: Presiding over and coordinating with relevant ministries, branches and People's Committees of provinces and centrally run cities to develop plans and organize the implementation of the Program's tasks and solutions; being responsible for the data, implementation progress, results and effectiveness of the Program. Guiding and organizing the implementation to ensure effectiveness; annual review, summary of implementation, and reporting to the Prime Minister.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with relevant agencies to synthesize plans and propose funding needs using the central budget to implement the Program annually, in stages, and send them to competent authorities; propose estimates and manage and use the allocated state budget to implement the tasks and solutions of the Program assigned to the Ministry directly in accordance with the provisions of law on public investment and state budget.
In addition, the Ministry of Culture, Sports and Tourism synthesizes recommendations and proposes solutions to problems related to mechanisms, policies, management and supervision mechanisms, mechanisms for mobilizing and managing socialized resources during the implementation of the Program; fosters, trains, disseminates information, and propagates in appropriate forms and products to raise awareness and thinking for grassroots staff, managers, and implementers of the Program; presides over and coordinates with relevant agencies to organize monitoring, evaluation, and synthesize reports on the implementation status.
Relevant ministries and branches, according to their assigned functions, tasks and powers, are responsible for coordinating with the Ministry of Culture, Sports and Tourism and the Provincial People's Committees to implement the tasks and solutions of the Program; ensuring progress, efficiency and compliance with legal regulations.
Allocate reasonable land funds in favorable locations for new investment in cultural works.
The People's Committees of provinces and cities, according to their assigned authority and tasks, are responsible for: Proactively balancing and allocating sufficient counterpart funds from the local budget according to regulations, as well as having solutions to effectively mobilize other legal resources outside the budget to implement the Program locally.
In the process of land use planning, determine specific needs for land area and location for the construction of cultural works. Within the framework of the Program: allocate reasonable land funds in favorable locations for new investment in cultural works; for new urban areas, prioritize the arrangement of land area and location for the construction of cultural works.
The People's Committees of provinces and centrally run cities shall promulgate mechanisms, policies, and guidelines for organizing the implementation of the Program in their localities according to their assigned authority and tasks; promulgate regulations on integrating capital sources from other programs and projects with similar content and tasks to implement the Program in their localities, ensuring no overlap or duplication in scope, objects, and content with national target programs, striving to complete approved tasks; organize inspection and supervision of implementation at the grassroots level, promptly and strictly handle cases of loss and waste of implementation funds...
