The scope of the inter-provincial regional planning study covers the area of districts containing revolutionary war zone relics in the ATK (Anti-French Resistance Zone), with an area of approximately 5,879.20 km2, including the districts of Định Hóa, Đại Từ, and Phú Lương in Thái Nguyên province; the districts of Sơn Dương, Yên Sơn, Chiêm Hóa, and Tuyên Quang city; and Chợ Đồn district in Bắc Cạn province.
The planning task for the construction of the ATK revolutionary war zone in the inter-provincial area of Thai Nguyen, Tuyen Quang, and Bac Kan by 2030 aims to create spatial linkages and connect the infrastructure framework of the ATK revolutionary war zone between the three provinces of Thai Nguyen - Tuyen Quang - Bac Kan to effectively exploit the driving force of the ATK region for socio-economic development of localities in the region, ensuring the principle of preserving, restoring, and promoting the value of the ATK revolutionary historical relic site.
Regarding regional spatial planning, the planning task requires proposing principles and orientations for connecting and sharing socio-economic activities associated with historical sites, tourism, landscapes, urban areas, and rural areas in the three provinces of Thai Nguyen, Tuyen Quang, and Bac Kan, in order to ensure the exploitation of the unique strengths of each locality.
In addition, the proposal suggests orienting the development of urban and rural residential systems throughout the study area in conjunction with cultural and historical tourism, eco-tourism, and other socio-economic activities to ensure stable and sustainable development.
At the same time, organize a system of specialized centers and social infrastructure service facilities at the regional level; centers for tourism, entertainment, recreation, sightseeing, and scientific research... with regional and national significance.
Based on the demarcated and defined protection zones and conservation criteria established in the spatial planning of the historical site area, select new exploitation and construction activities in each zone, ensuring compliance with the principles of preserving the historical site space, respecting natural conditions, and not affecting the landscape environment of the historical site.
Specifically, the proposal suggests a model for organizing space and managing the architecture of rural residential areas surrounding the historical site system, harmoniously integrating with the surrounding natural landscape to form a unified whole for long-term stability, linked to the historical site cluster to develop commerce, services, and tourism, and improve the lives of people in the historical site area.
