As the person who directly commented on the above-mentioned CV that is causing a stir in public opinion, Mr. Truong Phuc Thuc - Vice Chairman of An Binh Commune People's Committee spoke up to confirm the incident and he made a report to his superiors. The Vice Chairman also admitted that he had made a mistake due to limited knowledge.

According to the instructions for confirming personal records of the Department of Civil Status, Nationality and Authentication (Ministry of Justice), this unit recommends that the People's Committee at the commune level not record compliance with laws, policies and guidelines of the state and locality in the personal records of citizens.

The commune vice chairman affirmed that this was the first time he had made such a comment and that he had absolutely no personal grudge against Mr. Cuong’s family. He explained: “Every citizen has the same rights and obligations. If we make the same comments, then suddenly those who do not comply with local regulations will have the same good records as those who comply. Therefore, I think that commenting on personal records like this will both deter and encourage people to contribute.”

Previously, public opinion was stirred up by a photo of a resume, with a "strange" comment and signature from the Vice Chairman of the commune. Upon confirmation, the person who posted the photo was Nguyen Danh Cuong (27 years old), residing in An Dong village, An Binh commune, Nam Sach district, Hai Duong province.

The "strange" comment of the Vice Chairman of An Binh Commune People's Committee caused a stir in public opinion.

On his personal Facebook page, Mr. Cuong wrote: "I would like to ask everyone. Because the commune is building a road this time, the payment is too high, so my parents cannot afford to pay. Now that my younger brother has finished university and wants to apply for a job, he has to go to the commune to apply. Is what the uncles in the commune wrote correct?"

Next to Mr. Cuong’s status line is a photo of his sister’s CV with a “strange” comment: “Myself and my family have not complied with and implemented local regulations well”. The CV above is shown to be signed and stamped by Mr. Truong Phuc Thuc, Vice Chairman of An Binh Commune People’s Committee, on August 7. Immediately after this shared line was posted, it attracted public attention with many comments and shares.

Explaining the above-mentioned incident, Mr. Le Dinh Khoa, Chairman of the People's Committee of An Binh Commune, said: "Mr. Cuong's family is a party member, not a poor household or a policy family, but when the commune mobilized contributions to build new rural roads, they did not implement it, while the deadline for payment was August 9. When his family came to ask for confirmation of their personal history, we mobilized contributions to fulfill their civic duties, but his family did not comply and said: You can do whatever you want. Therefore, the vice chairman of the commune got a bit angry and commented on the personal history of Ms. Q. (Mr. Cuong's sister - PV) like that."

The Chairman of the People's Committee of An Binh commune also said that the commune reconfirmed the resume for Mr. Cuong's sister according to regulations.
