Pickup truck registration fees in Vietnam may increase, equal to passenger cars
Fees for new registration certificates and first-time license plates for pickup trucks in localities across the country may increase in the near future, reaching the same level as for passenger cars with 9 seats or less.
After the registration fee was adjusted to increase from April 2019, the fee for issuing a new registration certificate with license plate for pickup trucks in the near future may also increase.

Recently, the Ministry of Finance has completed a draft Circular regulating the collection rates, collection, payment and management of fees for registration and license plate issuance of road motor vehicles, replacing Circular No. 229 which has been effective since January 1, 2017. Notably, there is a proposal to adjust the fee for issuing a new registration certificate with a new license plate.
Specifically, according to the draft Circular being consulted, individuals and organizations when registering for a new registration certificate with a license plate (first license plate issuance) for pickup trucks in Hanoi and Ho Chi Minh City (region I) will have to pay the same fee as for cars with 9 seats or less, which is the fee of 20 million VND currently applied to cars.
Meanwhile, the fee for new certificates in localities in region II (including Hai Phong, Da Nang, Can Tho and other provincial cities and towns) and region III (remaining localities) will also be applied at the same rate as for passenger cars with 9 seats or less. That is 1 million VND (region II) and 200,000 VND (region III); semi-trailers and separately registered trailers are expected to have a fee of 200,000 VND (region I) and 150,000 VND (regions II and III).

Regarding the classification of pickup trucks into the group of cars with 9 seats or less and applying the same registration fee as passenger cars, the Ministry of Finance clearly stated the content of Decree 10 of the Government stipulates: "Cars carrying people with 9 seats or less (including pickup trucks)". In addition, according to Article 3.1.1 and Article 3.2.7 of TCVN 7271:2003, pickup trucks are divided into 2 types, including (i) pickup trucks carrying goods; (ii) pickup trucks carrying people and are passenger cars.
Therefore, it is completely reasonable to classify pickup trucks as passenger cars with 9 seats or less and they must pay a fee of 20 million VND for a new registration certificate with license plate in Zone I as stated in the draft.
Currently, the new Circular is in the stage of collecting comments before being officially signed and issued. If the new regulations in the draft Circular of the Ministry of Finance are approved, it will be affected when the fee for reissuing a new registration certificate with a license plate number will increase./.
