Resolution No. 73/202/QH15 dated November 15, 2022, on pilot auction of car license plates of the National Assembly officially took effect, from July 1, 2023, people will have the right to choose and auction to own the car license plate as desired. Before the information that they will be able to participate in the auction of car license plates, many people expressed their agreement and were willing to spend money to own the license plate they wanted.

According to Ms. Nguyen Thi Hoai - resident of Le Loi ward, Vinh city, issuing license plates through auction will bring double benefits. In addition to increasing revenue for the State budget, it will limit the shortcomings and negative aspects that may arise in the current random issuance of license plates.

Sharing the same opinion, Mr. Ngu Van Tien - residing in Nam Dan district said: Auctioning license plates is the right thing to do, I support it. People have demand, so create a clear supply by auctioning. According to Mr. Tien, many people when buying a car have the need and desire to own a beautiful license plate. However, to own a beautiful license plate has long depended on luck when pressing or buying old cars with license plates... But now, with the State auctioning beautiful license plates, it will meet the needs of the people as well as create a significant source of revenue for the budget.

In fact, before that, Nghe An and some other provinces and cities had piloted the form of vehicle license plate auction in 2008. At that time, through auctions, Nghe An Police collected billions of dong, adding to the "For the Poor" Fund. However, it could not be replicated later because the biggest problem was the lack of a legal basis, along with insufficient scientific application. Specifically, the Law on Management and Use of Public Assets in 2017 stipulates that the number of vehicle license plates currently used by the Ministry of Public Security to register vehicles is public property, but the Law on Road Traffic in 2008 prohibits the buying and selling of vehicle license plates, so the Ministry of Public Security does not allow further auctions of vehicle license plates.

Therefore, for the National Assembly to agree to allow the pilot auction of car license plates this time was a very long process of the Ministry of Public Security, which was very much approved by the people. According to the owner of a license plate that was purchased through auction in 2008, the amount of money spent on the auction to buy the license plate is equivalent to a new car. However, there is nothing better than buying a license plate that matches your preferences, so the money you spend is completely worth it.

153,102 license plates were auctioned.

According to the Traffic Police Department (Ministry of Public Security), Vietnam Joint Stock Auction Company is the organization that organizes the auction of car license plates. This unit has publicly posted a list of 153,102 car license plates of 63 provinces and cities for auction on the online auction website https://dgbs.vpa.com.vn. In particular, Nghe An car license plates have many beautiful numbers such as: 37K - 18888, 37K - 19999, 37K - 20000, 37K - 22222, 37K - 23456, 37K - 24688...

At the first auction, which took place on August 22, 2023, 11 license plates were auctioned. In any province, if there is a need, you can still choose and auction license plates in other provinces. With the starting price stipulated in Resolution 73 of 40 million VND/car license plate, buyers can bid up to 5 million VND per step according to the formula: Bidding price = starting price + each step is 5 million VND.

According to Dr., Lawyer Trong Hai - Director of Trong Hai & Associates Law Firm: The Ministry of Public Security's early implementation of vehicle license plate auctions not only contributes to increasing revenue for the budget, but also creates publicity and transparency, meeting the aspirations and needs of people to choose motor vehicle license plates according to their preferences. Accordingly, all people have equal rights in choosing car license plates through auctions.

To participate in the auction, people need to access the online auction information page at: https://dgbs.vpa.com.vn. Then, click on the "Register" section in the upper right corner of the screen to register an account. After successfully registering an account, accessing the account, people can refer to instructions on how to use the account, the list of car license plates, how to bid and other content on the online auction information page.

- Select license plate: After logging into their account, people can choose car license plate according to the options on the online auction information page such as: Province, city, vehicle type or any number series according to their preferences.

- Deposit: After choosing the car license plate, the auction participant clicks on the "Register for auction" section next to the car license plate; proceeds to deposit the application fee of 100,000 VND and a deposit of 40 million VND into the account of the property auction organization according to the instructions. At that time, the auction participant will be given an auction participation code and information about the auction of the car license plate that he/she has chosen.

- Auction: When the auction takes place, bidders access the online auction information page with their access account and carry out the auction procedure according to the auction regulations.

Regarding some issues related to the auction-winning license plate, Lieutenant Colonel Pham Van Luc - Head of the Vehicle Registration and Management Team, under the Traffic Police Department of the Provincial Police, said: According to Circular 24/2023 regulating the issuance and revocation of registration and license plates of motor vehicles, vehicle owners must retain the identification license plate when transferring the vehicle. The auction-winning license plate is the only case where the vehicle transfer is applied along with the license plate as it is currently. Specifically, according to the provisions of Resolution No. 73, the auction winner has the right to use the auction-winning license plate, transfer, exchange, give away, or inherit the car with the auction-winning license plate. Thus, when selling a car with an auction-winning license plate, the auction winner can sell it with that auction-winning license plate. In addition, when selling the car, the auction winner also has the right to retain that license plate to register another car. However, the auction winner is not allowed to sell the license plate immediately after the auction but must use it to register the vehicle in their name.
