Dear voters and people of the province,

After two days of urgent, serious, democratic, active and highly responsible work, the 25th Session of the 18th Provincial People's Council completed all the contents of the proposed program and was very successful.

At the meeting, the Provincial People's Council discussed and commented on 34 reports, unanimously passed 47 thematic resolutions in various fields, ensuring the stability and development of the province in 2025 and the following years. Comrade Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed and acknowledged the achievements of the Provincial People's Council in the past year; at the same time, he directed and oriented the socio-economic development tasks in the coming time with the spirit of acceleration and breakthrough.

On behalf of the Chairman of the meeting, I summarize the results as follows:

The first:The meeting discussed the situation and results of the implementation of socio-economic development tasks, State finance and budget, and public investment in 2024 and passed a Resolution on the socio-economic development plan, State budget estimates, budget allocation plan, and public investment plan in 2025 of the province.

The Provincial People's Council assessed: In 2024, although the world and regional economic situation continued to develop in a complicated and unpredictable manner; the domestic economy, although having clearly recovered, still faced many difficulties and challenges, the socio-economic development situation of the province achieved many positive and quite comprehensive results in all sectors and fields.

The economy continues to recover and grow positively, gradually regaining the growth momentum as in the period before the Covid-19 pandemic, with each quarter higher than the previous quarter. It is expected that 27/28 main targets will be completed and exceed the set plan. The growth rate of gross domestic product (GRDP) will reach 9.01%. The investment and business environment will continue to improve. Resolutely direct and coordinate to complete important central transport infrastructure and power infrastructure projects in the area. Cultural and social fields will continue to receive attention and development; basic social security policies will be ensured, implemented promptly and effectively, improving the spiritual and material life of the people; national defense and security will be strengthened. In particular, the National Assembly's approval of Resolution 137/2024/QH15 dated June 26, 2024 is an important basis to create conditions for Nghe An to mobilize more resources, promote potential and advantages, and create breakthroughs for the province's development in the coming period.

The above results are thanks to the attention, leadership and timely direction of the Party Central Committee, the National Assembly, the Government and central agencies; the drastic and close direction of the Provincial Party Committee; the great efforts in leadership, direction, decisions and implementation of the People's Council, People's Committee, departments, branches and local Party committees and authorities at all levels; the joint support, sharing and trust of all classes of people and the business community.

However, in addition to the achieved results, there are still many difficulties and limitations that need to be focused on overcoming such as: Production and business activities are still sluggish; disbursement progress of public investment capital in some programs and projects is still slow; the quality of human resources has not met the requirements of innovation and development; the lives of a part of the people are still difficult; State management in some areas is still inadequate; administrative reform, although there have been positive changes, has not yet met the requirements; security and order in some areas, drug crimes, high-tech crimes, online fraud, etc. are still potentially complicated.

The year 2025 is a very important year in successfully implementing the tasks of the 2021 - 2026 term, as well as the goals of the Resolution of the Party Congresses at all levels for the 2020 - 2025 term. It is forecasted that the world, domestic and provincial economic situation will continue to have many difficulties and challenges. The Provincial People's Council has resolved on socio-economic, defense and security targets for 2025 with a very high determination.

The Provincial People's Council emphasized a number of contents from now until the end of 2024 and tasks for 2025 as follows:

The first,Continue to review and carefully evaluate the remaining goals and targets, especially the difficult and unachieved targets of the 2020 - 2025 term, to focus on leadership, direction and implementation at the maximum level, in the spirit of the Central direction of "acceleration, breakthrough", striving for the province's economic growth rate to reach double digits in 2025.

-Urgently direct all levels, sectors and localities to complete the dossier to submit to the Provincial People's Council to issue resolutions to implement Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province. Clarify the responsibilities of all levels and sectors in the delay in advising on the submission of resolutions as planned.

-Direct and urge localities to implement Resolution No. 1243/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district- and commune-level administrative units of Nghe An province for the period 2023 - 2025 to ensure progress according to regulations and the province's general plan; promptly guide and remove difficulties and problems arising in localities.

-Focus on reviewing and evaluating the implementation results of resolutions on mechanisms and policies issued by the Provincial People's Council to propose the abolition of unimplemented or ineffectively implemented policies, focusing resources on policies that create momentum for socio-economic development in the province; advise on adjusting and supplementing resolutions to comply with regulations and instructions of the Central Government and the province's practices, in the spirit of "removing bottlenecks and knots in development institutions, which is the key for the country to enter the era of development" according to the direction of the Central Government.

-Pay attention to professional and technical training, especially guidance on the implementation of the Land Law (new), Planning Law (new), Bidding Law (new), and Law on Public Investment (amended) in the coming time.

-Directing to accelerate the disbursement of public investment, especially capital for the National Target Program on Sustainable Poverty Reduction; National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas; extended capital; compensation payment, site clearance for the project to upgrade and expand National Highway 1A; tax collection; approval procedures for purchasing medical equipment. Paying attention to merging satellite schools into main schools to ensure a reasonable roadmap, both creating consensus among the people and improving the quality of comprehensive education; arranging cultural houses after the merger; having solutions to remove difficulties in providing construction materials such as fill soil, sand, and stone to serve the works and projects under construction and the needs of people in mountainous districts.

Monday,The meeting unanimously passed many Resolutions on important mechanisms, policies and measures, creating mechanisms to promote socio-economic development, incentives, investment support, hunger eradication, poverty reduction, social security, and security and order. Immediately after this meeting, it is requested that the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, proactively organize and implement to ensure that the resolutions of the Provincial People's Council soon come into life and achieve effectiveness.

Tuesday,The Provincial People's Council discussed and reviewed the report on the results of thematic supervision and approved the Resolution on the results of 3 years of implementing the public investment plan for the period 2021 - 2025 of Nghe An province (from 2021 to 2023). The Provincial People's Committee is requested to promptly develop a plan, seriously implement the Resolution effectively; periodically report the results to the Provincial People's Council.

The Provincial People's Council has conducted questioning on two groups of issues related to the fields of culture - sports and health. The results of the questioning session show that the issues selected by the Provincial People's Council are topical, practical, and of great interest to voters and the People. It is recommended that the Provincial People's Committee, departments, branches, localities and relevant units seriously implement the conclusions; promises and commitments made to the People's Council and voters. The Provincial People's Council will continue to monitor and supervise the implementation process of relevant units, organizations and individuals.

The results achieved in 2024 are an important premise for us to enter 2025 when the province will have more resources from the Central's mechanisms and policies and the results of FDI attraction in the past time. In particular, with the spirit of direction and high political determination from the Central on "removing bottlenecks", "accelerating, breaking through to the finish line", "creating a solid foundation for the 2025 - 2030 term, our country enters a new era, the era of national growth" which has been strongly spread to the locality; under the leadership and close direction of the Provincial Party Committee; the active direction of the Provincial People's Committee, all levels, sectors and the participation of the entire political system; With the trust and support of the people and the business community, we fully believe and expect that we will successfully implement the goals and tasks of socio-economic development of the province in 2025, as well as the set out term 2020 - 2025.

The Provincial People's Council will continue to innovate and improve the effectiveness of its operations in the direction of accompanying and responding quickly to the requirements and demands of the province's development. 2025 is also the year near the end of the 2021-2026 term. The Provincial People's Council requests that the Provincial People's Council delegates continue to uphold the spirit and responsibility in performing their duties as delegates; review their Action Program that they have promised to voters, the things they have done, the things they have promised to voters but have not done to be determined to pursue to the end the resolution of voters' legitimate opinions and aspirations; thereby strengthening the trust of voters and the People.

In the remaining days of 2024, it is recommended that all levels, branches, agencies and units make careful preparations for people to enjoy Spring and welcome the Lunar New Year 2025, especially social security work, taking care of policy families, people with meritorious services, and the poor; focus on ensuring security and order, traffic safety, food safety; well manage festivals and cultural activities before, during and after Tet...
