"Unstable" secondary schools and the teacher problem
Reporting on the summary results of the Project implementation, Director of the Department of Labor, Invalids and Social Affairs Doan Hong Vu said that in the period of 2012-2015, vocational training establishments recruited and trained 51,131 people (achieving 71.5% of the project's target), and newly developed 8 college-level training programs and 9 intermediate-level programs.
In the 2016-2018 period, 40,439 people were recruited and trained (reaching 99.12% of the project target), an increase of 25 teachers, bringing the total number of teachers to 1,627, and applying 24 vocational training programs from countries in the region and internationally. Regarding the network of technical labor training facilities, there are currently 27/32 facilities, reaching 84% of the project target.
The head of this department also informed that counseling, career guidance, and student orientation are gradually becoming effective. The rate of high school graduates who do not apply for university admission is increasing, this year for example, the figure is approximately 42%.
However, according to the assessment of the leaders of the Labor sector, the awareness of a part of the people and parents who want their children to study at universities, but do not want to study at colleges or vocational schools, affects the training of technical workers.
The rate of secondary and college graduates finding jobs is over 90%, even some industries have a 100% employment rate after graduation, with a stable income of 12-15 million VND/month such as welding, mechanics, electricity - electronics, automotive technology, food processing...

Comrade Doan Hong Vu pointed out two issues that the industry is struggling with in the field of vocational training, especially technical labor training, which are the "unstable" situation of secondary schools and the problem of teachers.
Accordingly, implementing Resolution 6 of the Central Committee (term XII), the department has reviewed and planned to merge a number of secondary schools into continuing education centers, but in reality, some problems have arisen so it is currently waiting for the province's policy.
The Director of the Department of Labor, Invalids and Social Affairs suggested: "We recommend that superiors should be cautious in the process of arranging secondary schools, take appropriate steps, and wait for the national education network planning to be implemented, to limit the occurrence of negativity."
Along with that, determining to take the quality and effectiveness of training as a breakthrough in vocational training in general, and technical labor training in particular, but the current situation of teachers is "weak", many good people ask to work outside because the salary for teaching is only 5-6 million VND/month, working outside is 15-16 million VND/month, there are even cases where they set up their own private enterprises.

“It is very difficult to retain good teachers, especially now that we are mechanically reducing the number of staff, "2 out, 1 in", veteran teachers are retiring but cannot recruit more people. Assuming that the facilities, machinery and equipment of schools remain unchanged, a good team of teachers is needed to improve the quality of training”, comrade Doan Hong Vu analyzed, and proposed that the "teacher problem" needs to be solved by having more mechanisms and policies to treat this team, to attract highly skilled people to teach at public colleges and intermediate schools.
Sharing more with the delegation, the Department of Labor, Invalids and Social Affairs said that it is building vocational training software and labor export software to better forecast the situation, thereby implementing better plans. The Department recommended that it is necessary to enhance the role of Party committees and authorities in vocational training in general and technical labor training in particular.

After listening to the opinions, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council concluded and assessed that the implementation of the Project has created a strong change in awareness in society, and at the same time turned into action, gaining support from all levels and sectors to take care of vocational training and technical labor training.
The project has been put into practice and has created the development of vocational training facilities, networks, facilities, and equipment that have been upgraded, and in fact, Nghe An has been highly appreciated in the general correlation of the whole country.
Along with that, the State management capacity on vocational training and technical labor training after implementing the project is enhanced, and the efficiency of using technical labor after training is improved.

In the coming time, the Head of the working group said that it is necessary to specify solutions for vocational training and technical labor training to turn Nghe An into a center for human resource training in the region and the whole country.
"We must change our awareness to take stronger actions regarding the responsibility of vocational training and technical labor, in which we must pay attention to earlier and clearer streaming from junior high school level; have an effective mechanism for students to both learn vocational training and study culture; forecast and analyze well the labor market, provide information, and connect promptly to relevant contacts...", comrade Nguyen Xuan Son suggested.
In addition, affirming that international integration is an irreversible trend, the Standing Deputy Secretary of the Provincial Party Committee emphasized that in order to develop vocational training and technical labor training, it is necessary to promote the province's advantages, thereby strengthening international cooperation and training links.
Similarly, to solve the problem of employment after training, it is also necessary to increase links with foreign countries and businesses, and promote local dynamism.
Head of inspection team No. 5 also responded to some recommendations of the department, directing that in the spirit of autonomy, research units have appropriate plans to build a team of high-quality teachers.
Regarding the arrangement of training facilities to implement Resolution 6 of the Central Committee (term II), the province is in the process of discussion and will soon have specific instructions.
