Before entering the conference, voters were informed of some basic features of the province's socio-economic development situation in 2019, and at the same time announced the expected content and program of the 12th session of the 17th Provincial People's Council, which will take place in mid-December 2019.
Nghi Thu Ward has an area of 7.3 hectares and a population of 5,500 people. Since November 1, 2019, implementing the policy of merging blocks and hamlets, Nghi Thu Ward has reduced from 10 merged residential blocks to only 4 blocks. Currently, the economic structure of Nghi Thu Ward mainly focuses on developing trade, services, tourism, industry and construction; the agricultural sector accounts for less than 1.5%. Average income per capita reaches 71 million VND/person/year.
Many projects use state capital but have poor quality.
Reflecting to the Provincial People's Council delegates, voter Phung Ba Tien, Block 3, Nghi Thu Ward said that the current policy for people with meritorious services still has many shortcomings. In the area, there are many policy beneficiaries who have experienced resistance wars, are now old and weak but have not received the support they deserve.

Regarding the implementation of technical infrastructure investment and basic construction, voter Tien reflected that currently in the ward there are projects using State investment capital but the quality is poor, not effective, and there are even projects that have not been completed but are damaged.
Therefore, it is recommended that agencies, departments, and local leaders - those responsible to the people - pay attention and coordinate in implementing inspection and supervision activities to ensure that projects are built according to design and in accordance with the actual conditions of the locality.
Voters in Nghi Thu Ward also reflected on the current situation of projects that were established but have not been implemented in practice for many years. For example, the project to expand Binh Minh Street has not been implemented after many years, while the new tourist season is approaching and the planning still cannot be implemented.
Besides, the problem of traffic planning and technical infrastructure has been affecting people's lives. Accordingly, because of planning, people who want to build are not allowed.

Voters also reflected that the land acquisition for resettlement also revealed many shortcomings and problems, creating loopholes for subjects to take advantage of policies. To solve this phenomenon, voters proposed that in areas that need resettlement, wards, towns and provinces need to establish appropriate planning, and when resettlement is carried out, it must be carried out simultaneously, avoiding disruption and the emergence of complicated problems.
For a long time, local leaders have been mobilizing people to build residential areas according to the motto "flowery streets, clean and beautiful trees", but this policy cannot be implemented in the area of 46 plots of land in the Bac Hai block that the locality has divided and sold to people. Voters pointed out that to ensure the area of trees per capita, according to regulations, a person must ensure at least 9m2trees, however, for the 46 plots of land, there is currently no space for people to plant trees or arrange vegetation. Responding to voters' recommendations and reflections, Ms. Nguyen Thi Dung - Vice Chairman of the People's Committee of Cua Lo town said that she will accept and implement strict monitoring solutions to meet practical requirements, especially in the field of investment and basic construction; the support and compensation prices for agricultural and non-agricultural land of the town will also be based on the State's practical policies for implementation.

He said that the Provincial People's Council will have in-depth, objective and comprehensive assessments of the province's socio-economic situation as well as accurately reflect the opinions of voters at the meetings.
Highly appreciating the results of socio-economic development of Cua Lo town, especially in the field of tourism and services, the Chairman of the Provincial People's Council affirmed that these results had very important contributions from the Party Committee, government and people of Nghi Thu ward.

Regarding the groups of issues proposed by voters, comrade Nguyen Xuan Son said that the Party and State are very concerned about people's lives, so the contents raised by voters are an important information channel for authorities at all levels, agencies and sectors to have effective solutions to best meet people's needs.
Affirming the content that voters mentioned such as: agricultural land price when reclaimed, agricultural land reclaimed and handed over to enterprises with support and compensation at low level, the Chairman of the Provincial People's Council requested the leaders of Cua Lo town to inspect, supervise and have full statistics. In that spirit, inform the relevant agencies to thoroughly resolve.
Comrade Nguyen Xuan Son also said that voters' proposals on policies for grassroots cadres, redundant cadres due to mergers, policies for meritorious people and other issues will be fully received and synthesized by the provincial People's Council delegates to submit to competent authorities for consideration and resolution.
The Chairman of the Provincial People's Council hopes that the Party Committee, government and people of Nghi Thu will make efforts to well implement the 2019 plan to create momentum for 2020. In that spirit, create momentum and strength to prepare for the Party Congresses at all levels, towards the 13th National Party Congress.
