Standing Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu met with voters of Tuong Duong district
Standing Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu requested departments, branches and Tuong Duong district to focus on speeding up the settlement of proposals and recommendations of voters of Tuong Duong district, and soon put resolutions, programs and policies of the Party and State of the province into practice.
On the afternoon of November 7, at the Ban Ve community cultural house, Yen Na commune, Tuong Duong district, delegates of the 18th Provincial People's Council, term 2021-2026, including: Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee; Le Van Luong - Member of the Provincial Party Executive Committee, Secretary of Tuong Duong District Party Committee had a meeting with voters of Yen Na commune before the meeting at the end of 2024.
Also meeting voters were representatives of leaders of departments, branches and sectors at the provincial and district levels of Tuong Duong; leaders of Ban Ve Hydropower Company.

Worried about high risk of landslides
At the conference, Secretary of Tuong Duong District Party Committee Le Van Luong informed voters of Yen Na commune of the expected program and content of the last session of 2024 of the Provincial People's Council, term 2021-2026; informed the basic features of the province's socio-economic situation in the first 10 months of 2024 and tasks and solutions in the last 2 months of 2024; results of responding to petitions of voters of Tuong Duong district.

Reflecting the thoughts and aspirations of the provincial People's Council delegates, voters and people of Yen Na commune requested the province to pay attention to supporting the locality in investing in infrastructure to promote socio-economic development, create jobs on the spot for local people with stable income, and sustainably reduce poverty.
Voter Lu Thi Tuyet suggested that the district and province pay attention and research to soon arrange new safe housing for households in the Khe Chong resettlement area that suffered landslides, rocks rolling down the mountain into people's houses, every rainy season rocks roll down, especially for high-risk households, 73/188 households live in insecurity.

Voter Luong Huu Doi in Ve village expressed concern that during the annual rainy season, floods wash away rice fields, the area of fields gradually shrinks, and people are at risk of losing their fields and production land; he requested that all levels pay attention to supporting people to stabilize their lives.

Voters and people of Ve village, Yen Na commune, requested the superiors to soon deploy the construction of a new resettlement area with 20 households urgently relocated (at Co Chanh stream) due to the hydroelectric dam's flood discharge on August 30-31, 2018, including 3 contents that the superiors promised to build but have not yet implemented: Building a drainage ditch; Building a village road (the road to the resettlement area); Building a low-voltage station to supply electricity to people's homes, because currently they are using high-priced construction site electricity, temporary and unsafe power lines.

In addition, voters of Yen Na commune proposed that the province and district have a policy of large-scale investment and economic development models associated with ecological community tourism, in order to exploit the potential and advantages of the Ban Ve hydropower reservoir area to promote the development of aquaculture economy, solve on-site jobs for local people to have stable income, and sustainably reduce poverty.
In addition, voters of Yen Na commune suggested that the State pay attention to speeding up the progress of granting land use right certificates, policies for the elderly, grassroots officials, investing in upgrading degraded power lines, orienting people to develop forest economy, building markets for Ve village,...

Voters of Tuong Duong district recommended that the Provincial People's Council prioritize and pay attention to allocating investment resources from programs and plans to implement Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 for mountainous and border areas to develop the economy in conjunction with ensuring national defense and security in accordance with the policies of the Party and State.
Recommend to the Provincial People's Council that when allocating funding sources according to Resolution No. 137/2024/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province, priority should be given to disadvantaged districts such as Tuong Duong. At the same time, attention should be paid to allocating more resources to particularly disadvantaged villages and communes from the National Target Programs in a direct direction to beneficiaries.
At the conference, leaders of departments, branches and the People's Committee of Tuong Duong district directly responded, discussed and resolved the recommendations of voters of Yen Na commune according to their authority.
Early implementation of policies and guidelines
Speaking at the conference, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee shared the difficulties of the mountainous people in general, the people of Yen Na commune still lack residential land, production land, often face the risk of natural disasters, landslides, flash floods, economic and social life still has many difficulties.

The Standing Deputy Secretary of the Provincial Party Committee emphasized: In recent times, the Party and the State have issued many guidelines, policies, and national target programs such as the hunger eradication and poverty reduction program, the new rural area program, and the ethnic and mountainous area program. However, the implemented programs have only partially reduced the difficulties. The Party, the State, and the provincial leaders are continuing to direct the synchronous implementation of policies and projects to promote socio-economic development in mountainous areas and ethnic minorities.
Directly answering, discussing and resolving some of the voters' petitions, the Standing Deputy Secretary of the Provincial Party Committee, Hoang Nghia Hieu, proposed: Regarding the petitions of households in the Khe Chong resettlement area that suffered landslides and rocks rolling down the mountain into people's houses, Tuong Duong district is required to implement the residential land planning at the Ban Ve Hydropower construction site land that has been returned to the locality. The District People's Committee directs relevant departments, agencies and Yen Na Commune People's Committee to implement, ensuring the rights of the people according to regulations.

Comrade Hoang Nghia Hieu suggested that Tuong Duong district should closely follow Resolution 09/2024/NQ-HDND dated June 7, 2024 of the People's Council of Nghe An province on regulations on support policies for the implementation of the Program for stable resettlement of residents in Nghe An province for the period 2024 - 2030, clarify which subjects are entitled to benefits according to Resolution 09 and send it to the Department of Finance for appraisal, ensuring the rights of the people according to regulations.

Regarding the proposal to implement Resolution 137 of the National Assembly, the Standing Deputy Secretary of the Provincial Party Committee suggested that when allocating funding, Tuong Duong district should prioritize infrastructure projects in the affected hydropower area.
Regarding the petition of people for compensation and recovery of forestry land when building Ban Ve hydropower project, comrade Hoang Nghia Hieu suggested that households that have not received compensation petition the locality so that the district has a basis to assign departments and offices to review each specific subject, ensuring the rights of people who have not received support.
The Standing Deputy Secretary of the Provincial Party Committee noted that the leaders of Tuong Duong district need to pay attention to strategic plans to solve the shortage of land for production for the people; review the forest area in the area to allocate it to the people to have more conditions for production.
"In the long term, the locality needs to provide vocational training, change occupations, and attract investment from businesses to create jobs for people. At the same time, preserve rice fields for people to produce; build strategic projects to develop livelihood models for people" - the Standing Deputy Secretary of the Provincial Party Committee emphasized.
