Standing Deputy Secretary of the Provincial Party Committee: Researching policies to meet practical requirements, taking care of grassroots cadres
(Baonghean.vn) - With a democratic, open, frank and responsible spirit, the dialogue opinions at the meeting and dialogue program between the Provincial Party Standing Committee and the heads of the Party committees and authorities at the commune level mentioned the difficulties and shortcomings in personnel work and policies for cadres at the grassroots level at present.

Lack of opportunities and motivation for part-time activists at the grassroots level
Questioning the Standing Committee of the Provincial Party Committee, comrade Le Anh Nga - Party Secretary, Chairman of the People's Council of Dien Lam commune (Dien Chau district) raised concerns: Through the implementation of the policy of merging commune-level administrative units, currently, the team of commune-level cadres and civil servants is redundant; this means that the opportunity and "door" for non-professional workers to strive to become cadres and civil servants is "narrow"; in addition, the regime for this force still has many shortcomings, affecting the striving ideology, leading to difficulties in attracting and training successor cadres at the grassroots level.
Comrade Le Anh Nga suggested that the province have policies and decisions to remove difficulties from practice, creating conditions for the grassroots to build a team of "both red and professional" cadres, meeting increasingly high task requirements at the grassroots level.

Also concerned about non-professional activists at the grassroots level, comrade Tran Thi Nga - Secretary of the Party Committee of Dong Hop commune (Quy Hop district) said that when there is no opportunity to grow and the allowance is low, the trend of this group quitting their jobs is increasing.
In addition to non-professional workers, the Party Secretary of Dong Hop commune also reflected on the shortcomings, when the tasks of the Party Committee office are quite numerous, but currently the civil servants of the People's Committee office are assigned to hold concurrent positions, which does not meet the requirements; proposed that the Standing Committee of the Provincial Party Committee study and arrange the position of the Party Committee office because the task of advising the Party Committee is quite heavy, while currently the civil servants of the People's Committee office at the commune level are performing this task concurrently. On the other hand, the Provincial Party Committee also needs to study and adjust the regulations on evaluating and classifying leaders and managers and the regulations on the low rate of classifying excellent Party members.

Regarding non-professional activists at the grassroots level, comrade Lo Van That - Party Secretary, Chairman of the People's Council of Mau Duc commune (Con Cuong district) proposed that the province maintain the allowance level for non-professional activists in hamlets, villages, and hamlets (including Party cell secretaries, village chiefs, and heads of the Front's working committees) when the commune, village, or hamlet is no longer a key area with complicated security and order issues, in order to motivate and encourage cadres to continue maintaining security and order in particular and in performing their duties in general.

Regarding the issue of concern regarding Party cell activities, comrade Hoang Dinh Hung - Party Secretary, Chairman of the People's Council of Quang Trung Ward (Vinh City) said that after nearly 2 years of implementing Regulation No. 08 of the Provincial Party Standing Committee on assessing the quality of Party cell activities, in addition to creating many positive changes in the quality of Party cell activities, practice still poses a number of shortcomings, suggesting that the Provincial Party Committee continue to study and adjust regulations related to time; rate of Party members participating in activities; number of Party members' opinions participating in and speaking at meetings; some qualitative scoring contents such as reports and conclusions at meetings...

"Burden" in solving redundant cadres and civil servants
The opinions and concerns of grassroots cadres brought to the conference were requested by comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee to be thoroughly answered by the departments, branches and sectors with advisory functions.
Comrade Nguyen Viet Hung - Member of the Provincial Party Executive Committee, Director of the Department of Home Affairs affirmed: The opinions of the delegates at the conference regarding the ideology and lack of motivation of non-professional workers at the grassroots level are correct; at the same time, he shared the difficulties and hardships of the team "a hundred mulberry trees fall on the silkworm's head".

The Director of the Department of Home Affairs also informed: In the period of 2019 - 2021, Nghe An has 39 commune-level administrative units subject to merger and from 480 communes, wards and towns reduced to 460 units. The total number of redundant cadres and civil servants due to merger plus the implementation of Decree 34 of the Government, implementing the policy of bringing regular police to communes; the whole province has a surplus of more than 460 cadres and civil servants and by June 2023, the whole province has resolved the surplus, currently there are 127 cadres and civil servants.
Along with the pressure to continue to resolve the surplus of cadres and civil servants in the 2019-2021 period, implementing the policy of rearranging administrative units at district and commune levels in the next phase, Nghe An has 1 district-level unit and 88 commune-level units subject to merger; the number of cadres and civil servants after review will continue to be about 2,000 people. This is a very large "burden" for the province and localities.
Currently, the Department of Home Affairs is organizing working groups to survey based on the assignment of the Provincial People's Committee to develop plans and resolutions to implement Decree No. 33 of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune level, in villages and residential groups, to ensure compliance with Central regulations and suitability with local realities, especially creating opportunities for those with qualifications, capacity and aspiration to contribute to the apparatus.
The Director of the Department of Home Affairs also accepted the proposal to arrange the staffing of the Party Committee's office to study and advise the Provincial Party Committee to build a complete and quality apparatus that meets the requirements of the tasks set forth in practice.

Responding to the proposal to amend Regulation No. 08 of the Provincial Party Committee Standing Committee, comrade Le Duc Cuong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee admitted: Regulation No. 08 issued by the Provincial Party Committee Standing Committee is a new and unprecedented content and after monitoring nearly 2 years of implementation, the Provincial Party Committee's Organization Committee has also grasped a number of difficulties and shortcomings and has advised the Provincial Party Committee Standing Committee to direct Party committees at all levels to summarize 2 years of implementation, on that basis, continue to advise the Provincial Party Committee to amend and supplement appropriately.
The Head of the Provincial Party Committee's Organization Board also specifically answered opinions related to the work of evaluating and classifying leaders and managers and increasing the rate of excellent classification.

Comrade Pham The Tung - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department and Comrade Nguyen Viet Hung - Director of the Department of Home Affairs also answered the proposal of the base on maintaining the allowance regime for non-professional workers when leaving the area of key areas with complex security and order.
Continue research to meet practical requirements
After the responses of the leaders of departments, branches and sectors, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee also clarified some contents, affirming that the proposed opinions related to the non-professional working team at the conference were correct; this is also an issue that the province has grasped through grassroots activities and in the past time, the province has made many efforts within its capacity to take care of the grassroots staff, including improving and increasing policies.
However, the Standing Deputy Secretary of the Provincial Party Committee also admitted that due to budget capacity, "difficulties limit ingenuity", so the province continues to research to have mechanisms and policies suitable to the regulations and capabilities of the province, meeting the wishes of the grassroots.
Comrade Nguyen Van Thong also said that regarding the Party cell activities according to Regulation No. 08 of the Provincial Party Committee Standing Committee, the Provincial Party Committee is currently planning to assign the Provincial Party Committee's Organizing Committee to listen to and collect information and comments from the grassroots, on that basis, advise the Provincial Party Committee Standing Committee to amend and supplement Regulation No. 08 to handle the problems raised by practice and delegates at the conference.

Responding to the proposal on evaluating and classifying cadres and party members, the Standing Deputy Secretary of the Provincial Party Committee said that the regulation on the excellent rating rate of 20% is to motivate organizations and individuals to do better, perform better, and ensure that the excellent title must be truly outstanding and worthy; if the excellent rate is "widespread", it will be counterproductive to competition and reduce motivation to strive and make efforts.
"Competition, dedication and striving must be continuously implemented. If we do not achieve excellence this year, we must strive to achieve excellence next year" - Comrade Nguyen Van Thong emphasized.
Regarding the proposal to maintain the regime for cadres when they leave the commune, village, hamlet, or hamlet of key importance and complicated security and order, comrade Nguyen Van Thong thanked the grassroots cadres for their efforts and contributions to bring the locality out of the complicated security and order category and should take joy in their contributions to creating a change; at the same time, he said that the support policy mechanism is built and implemented based on the characteristics of each locality, distinguishing between difficult areas where cadres must make more efforts, contribute, try harder, and work harder.
When moving out of difficult areas, key areas of security and order, the management work of the staff will also be different. If the regime remains the same, it will not be suitable. We hope that the grassroots staff will share with the general policy.
