Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu attended the Congress of Delegates of the Farmers' Association of Do Luong district.

On the morning of June 13, the Do Luong District Farmers' Association held the 13th Congress of Delegates for the 2023-2028 term. Attending the congress were comrades: Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Nguyen Quang Tung - Member of the Provincial Party Executive Committee, Chairman of the Provincial Farmers' Association; Hoang Dinh Tuan - Deputy Head of the Provincial Party Committee's Mass Mobilization Commission.

On the side of Do Luong district, there were comrades: Bui Duy Dong - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee; comrades in the Standing Committee, Standing Committee of the District Party Committee.

Exceeded targets

Implementing the Resolution of the 12th Congress of the District Farmers' Association, term 2018 - 2023, in conditions with many difficulties and challenges, but with rich practical experience, the Do Luong District Farmers' Association has launched many practical and effective emulation movements, attracting farmers of all classes, creating changes in all fields.

Do Luong District Farmers' Association has basically exceeded the targets set out in the Resolution of the 2018 - 2023 Congress, of which 12/14 targets were achieved and exceeded, creating outstanding marks.

Specifically, during the term, 138,660/125,320 households registered to achieve the title of excellent production and business at all levels, reaching 110% of the plan. Through evaluation, 76,265 households achieved the title and there are more and more typical advanced examples of getting rich in the homeland.

In addition, the Association has performed well its role as the core center for the farmers' movement and the new rural construction, mobilizing and propagating to help farmers understand and agree to implement the Party's policies and guidelines and the State's laws and policies, contributing to the stable development of the district's rural agriculture and improving people's lives in all aspects.

Implementing the National Target Programnew rural construction,civilized urban area, the whole district has mobilized 7,865 m2 of land, contributed 118,030 working days, dug and filled over 8,693 m3 of soil and rock, supported in cash over 53 million VND; planted 24 "Farmer's tree rows in gratitude to Uncle Ho", 10 "Farmer's tree gardens in gratitude to Uncle Ho" with a total amount of 177.3 million VND; undertaken planting, caring for and protecting trees, planted 142 tree rows and 2 tree gardens; built 31 standard gardens; 16 OCOP products; supported the construction of 121 economic development models from capital sources of farmer support funds at all levels.

The activities "Farmers compete", "contribute bricks to build schools for children, build houses for poor members",... are widely deployed, spreading a noble humanitarian spirit.

There have been many innovations in the work of mobilizing and gathering farmers, contributing to increasing the rate of farmers participating in the Association. Service activities and consulting to support farmers have been expanded, the scale, quality and efficiency of operations have been improved. As of May 12, 2023, the total capital of the District Farmers Support Fund is managing 5,568 billion VND.

Vocational training for rural workers has achieved good results, with new, creative and practical methods, the rate of farmer members receiving vocational training is increasing. Social supervision and criticism activities have made much progress.

The Association has increasingly affirmed its role and position in the political system and has increasingly demonstrated its role as a core center in the emulation movement. The spirit of solidarity and sense of responsibility towards the Party, the State and the community have been increasingly enhanced.

Neighborhood sentiment and cultural lifestyle in rural areas have made many advances, creating a good impression in social life; contributing to effectively implementing the district's socio-economic goals.

During the 5-year term, the Do Luong District Farmers' Association was awarded the Emulation Flag by the Central Executive Committee of the Vietnam Farmers' Association for excellent performance; the Provincial People's Committee Chairman and the Provincial Farmers' Association awarded many Certificates of Merit to collectives and individuals.

Affirming the role and position of farmers

Speaking at the congress, comrade Nguyen Quang Tung - Chairman of the Provincial Farmers' Association acknowledged and praised the results that the Do Luong District Farmers' Association had achieved in the past term. At the same time, he hoped that the Do Luong District Farmers' Association would focus on implementing well the tasks and development solutions in the new term.

The Chairman of the Provincial Farmers' Association emphasized: Our Party has determined: "Agriculture is a national advantage, a pillar of the economy"; "Farmers are the subject, the center of the process of agricultural development, rural economy, and new rural construction". Developing high-tech agriculture is an inevitable trend that is taking place strongly; science and technology, cooperation, and association are the driving forces leading the agricultural development trend.

"We have many advantages to benefit from scientific progress and international integration, but we are also facing many competitive pressures in the integration process. The problem is that in the face of such opportunities and challenges; from the Party's policies and orientations on agriculture, farmers, and rural areas, from the multi-faceted advantages of the locality, we need to think about what we need to do to develop better," said comrade Nguyen Quang Tung.

In that spirit, the Chairman of the Provincial Farmers' Association suggested and requested that farmers in Do Luong district be truly determined to innovate their thinking and ways of doing things, strongly shifting their mindset from agricultural production to agricultural economics; applying science and technology, shifting from individual production to cooperation and association in production and business. Farmers' Associations at all levels need to promote the movement.competition for good production and business, unite to help each other get rich and reduce poverty sustainably.

At the same time, the Farmers' Association of Do Luong district needs to focus on consolidating and improving the quality of the association's organization to meet the requirements of local socio-economic development tasks.

The Congress voted to approve the direction, goals, and tasks of the new term, elected the Executive Committee of the Do Luong District Farmers' Association for the 13th term, 2023-2028 with 30 members. Comrade Nguyen Cong An was re-elected as Chairman of the Do Luong District Farmers' Association for the 13th term.
