Concerns about allowances of non-professional commune and hamlet officials

At the meeting with voters, Mr. Vi Van Duyet - Chairman of the Veterans Association of Chau Loc commune pointed out the current reality that the allowances of non-professional cadres at the commune and hamlet levels are low, so they cannot attract people to work.

"In Chau Loc, there is a Vice President of the Farmers' Association and a Deputy Chief of Commune Police who have resigned to do other jobs," Mr. Duyet said and asked National Assembly delegates to make recommendations to increase allowances for non-professional officials to ensure a minimum standard of living.

Mr. Duyet also said that people agree with the policy of merging hamlets, but they are concerned that the area in mountainous areas is large, so it needs to be considered appropriately for each region.

Regarding the scoring of poor households, according to voter Vi Van Tam, there is a reality that a family with one buffalo is scored as much as a family with many buffalo, and a cheap motorbike is scored as much as an expensive motorbike. Therefore, the scoring method needs to be based on specific values ​​and quantities to ensure more fairness.

At the conference, voters also raised recommendations related to the construction of traffic infrastructure, water dams to serve irrigation and daily life for the people of the commune; handing over forestry land to the people for production because in Moi village, about 90% of households do not have land for production; investing in some classrooms to ensure teaching and learning;...

There is a reasonable plan to merge hamlets and villages.

On behalf of the delegates, Party Central Committee Secretary Phan Dinh Trac responded to 13 comments on 28 specific issues raised by voters.

Regarding the issue of non-professional cadres asking to quit due to low allowances, Party Central Committee Secretary Phan Dinh Trac said that non-professional workers do not have to work exactly 8 hours/day as prescribed.

But in reality, these officers have more time to work because the closer they are to the people, the more work they need to handle, especially the commune police.

In the near future, for commune police, we will wait for the Law on People's Public Security (amended) to take effect, and for other positions, we will report to the Government for specific consideration to increase the appropriate allowance level.

Regarding the issue of merging hamlets, according to the Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2019-2021 period, communes and districts that only meet one of the two criteria of population and area have not been merged.

Regarding the issue of merging hamlets and villages, Party Central Committee Secretary Phan Dinh Trac suggested that the district consult with the province to come up with a reasonable merger plan. The National Assembly delegation also took note to report to the Central Committee.

Regarding the scoring method for poor households, the National Assembly delegation of Nghe An province has given opinions and the Ministry of Labor, Invalids and Social Affairs has revised and responded to Nghe An voters.
