Vice President attends Summit on Confidence Building in Asia
At the invitation of President of the Republic of Tajikistan Emomali Rahmon, Vice President Dang Thi Ngoc Thinh attended the 5th Summit on Interaction and Confidence Building Measures in Asia (CICA) held in Dushanbe, Tajikistan from June 14-15.

Speaking at the Conference, the leaders agreed that CICA member countries need to make efforts to promote dialogue and cooperation on the basis of trust, mutual respect and respect for the principles of international law and the United Nations Charter to find solutions to traditional and non-traditional security challenges, promote integration and inter-regional integration, towards an Asia of trust, mutual understanding, cooperation for sustainable development and prosperity.
Speaking at the Conference, Vice President Dang Thi Ngoc Thinh welcomed the Conference's theme of "Sharing Vision for a More Secure and Prosperous CICA Region" and congratulated Tajikistan on assuming the role of CICA Chair.
Vice President Dang Thi Ngoc Thinh said that the CICA region is home to many dynamically developing economies, with the potential to become a driving force for future world economic development; but it is also a region that still has the potential for conflicts with serious consequences for the region and the world, and is still facing challenges such as the risk of slow development, lagging behind in science and technology, environmental management, transnational crime, etc.
Therefore, CICA needs to promote its role as a forum for dialogue, exchange and trust building in Asia, promoting compliance with the fundamental principles of international law and the United Nations Charter, including the principles of respect for independence, sovereignty and territorial integrity, non-use or threat of use of force, non-interference in internal affairs, peaceful settlement of disputes, and support member countries in responding to challenges through promoting economic cooperation and prosperous development, expanding cultural and social exchanges, enhancing connectivity between civilizations and between people.
Vice President Dang Thi Ngoc Thinh affirmed Vietnam's consistent policy of attaching importance to peace, cooperation and development, international integration, actively participating and contributing responsibly to the common work of the international community, building and shaping multilateral institutions at the regional and global levels on the principles of fairness, transparency and rule-based; striving to maintain a peaceful and stable environment in the region, ensuring freedom of navigation and aviation, resolving disputes by peaceful means in accordance with international law, including the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea, fully implementing the Declaration on the Conduct of Parties in the East Sea, promoting negotiations to soon reach an effective Code of Conduct in the East Sea.
On this occasion, Vice President Dang Thi Ngoc Thinh also thanked the countries for their trust in electing Vietnam as a non-permanent member of the United Nations Security Council for the 2020-2021 term; affirmed that Vietnam, in its role as ASEAN Chair in 2020, is committed to further contributing to CICA's activities in the spirit of "partnership for sustainable peace", enhancing effective cooperation within the framework of CICA as well as between CICA and other countries and organizations, including the United Nations and ASEAN.
The conference adopted the Dushanbe Declaration emphasizing the importance of peace, security and sustainable development based on the common principles of international law and the United Nations Charter; committing to promote multilateralism with the United Nations at the center; affirming that CICA strives to become a multilateral cooperation mechanism with an important role in promoting dialogue and cooperation for peace, stability and development in the Asian region through fair trade, opening markets, enhancing connectivity, cultural exchange, promoting tourism, and developing technology using renewable energy and clean energy.

On the occasion of attending the Conference, Vice President Dang Thi Ngoc Thinh met with the President of the host country Tajikistan at the Presidential Palace, discussed with the President of China, the Emir of Qatar, the Prime Minister of Azerbaijan, and received the Indian Foreign Minister to discuss measures to strengthen bilateral relations and coordinate with countries in multilateral forums.
The President of Tajikistan affirmed his desire to further deepen the traditional friendship with Vietnam in many aspects and to strengthen bilateral cooperation in multilateral forums such as CICA and the United Nations; agreed that the two sides need to closely coordinate to promote the current modest economic and trade relations to match the potential and importance of the bilateral relationship; agreed with the proposal of Vice President Dang Thi Ngoc Thinh on the need to establish a Joint Committee to promote bilateral cooperation and proposed that the two countries establish embassies in each other's capitals.
Vice President Dang Thi Ngoc Thinh highly appreciated Tajikistan's preparations in its role as CICA Chair, affirming that Vietnam actively supports and closely coordinates for the success of the 5th CICA Summit; suggesting that the two sides focus on promoting economic and trade cooperation with specific measures such as early negotiation and signing of agreements to facilitate travel of citizens of the two countries, agreements to encourage investment protection, avoid double taxation, judicial assistance, etc., and increase business cooperation opportunities in areas where both sides are strong, such as production of raw cotton, textiles, garments, agriculture, fisheries, and mining.
In talks with Chinese President Xi Jinping, the Emir of Qatar, and the Prime Minister of Azerbaijan, Vice President Dang Thi Ngoc Thinh suggested that the countries coordinate to implement measures to strengthen relations in all fields and increase high-level delegation exchanges and exchanges between all levels, sectors and people of the two countries.
Chinese President Xi Jinping attached great importance to relations with Vietnam and suggested that both sides implement the commitments of the two countries' top leaders to promote bilateral relations. The Emir of Qatar expressed his wish to visit Vietnam in the near future. The Prime Minister of Azerbaijan affirmed that he will closely coordinate with Vietnam in organizing the Non-Aligned Movement Summit in October 2019.
The Indian Foreign Minister affirmed that the new Government of Prime Minister Modi wishes to further strengthen the strategic partnership between the two countries. Vice President Dang Thi Ngoc Thinh suggested that both sides actively implement the commitments of the two countries' leaders to promote bilateral cooperation in all fields and coordinate on international and regional issues.
