Earlier, Prime Minister Nguyen Xuan Phuc also sent his deepest condolences to the victims and their relatives; requested the Ho Chi Minh City People's Committee to visit, encourage, and take timely measures to support the families of the deceased and injured; and focus on overcoming the consequences of the fire.

The head of the Government also requested the Ministry of Public Security and the Ho Chi Minh City People's Committee to direct functional forces to investigate the cause of the fire, strictly handle violations, and regularly review facilities at high risk of fire.

At more than 1am today, a fire broke out at the Carina Plaza apartment building (District 8, Ho Chi Minh City) in the basement of about 1,000 square meters, where many cars and motorbikes are kept.

Among the 13 dead were 3 children, most of whom suffered from smoke inhalation; 34 injured people are being treated. 13 cars and about 150 motorbikes were completely burned.

According to initial investigation, when the fire broke out, the stairwell doors leading to the upper floors were opened due to being blocked by bricks, causing a strong smoke to rush up. The automatic fire suppression system was almost non-functional, and there were no on-site fire fighting forces, so when firefighters arrived, the fire and smoke were already very heavy.

Major General Phan Anh Minh (Deputy Director of Ho Chi Minh City Police) said that the cause of the fire in the basement could not be ruled out as being caused by an explosive device./.
