On August 23, Vice Chairman of the National Assembly Phung Quoc Hien worked with the State Audit on the implementation of functions and tasks in recent times.

Vice Chairman of the National Assembly Phung Quoc Hien emphasized that the State Audit needs to strictly control national assets and prevent corruption and negativity.

Preliminary administrative handling of 7,240 billion VND

According to State Auditor General Ho Duc Phoc, in recent years, the scale of audit has increased gradually and reasonably, always ensuring over 50% of total state budget revenue and expenditure.

The State Audit has harmoniously combined three types of audits (financial statement audits, compliance audits and performance audits); in which performance audits have been gradually expanded in terms of both objectives and content in an audit as well as the number of independent performance audits.

As of August 15, 2016, the State Audit Office has deployed 161/223 audit teams, completed 115/223 audit teams; reviewed 79 draft audit reports; issued 38 audit reports; provided 7 sets of audit records and documents to competent state agencies to serve the work of inspection, supervision and implementation of proceedings.

Preliminary synthesis of results from 79 audit reports issued and submitted for approval shows that the total number of financial handling recommendations is 7,240 billion VND; of which increasing State budget revenue is 1,137 billion VND, reducing State budget expenditures by 2,093 billion VND, handling other financial matters is 4,010 billion VND...

However, the work of the State Audit in recent times still has some limitations and shortcomings such as innovation in content, audit methods, issue selection, audit scale, and audit quality that have not met the increasingly high requirements of management and use of public finance and assets.

"The effectiveness of implementing audit recommendations is not high, especially the handling of responsibilities of organizations and individuals for violations is not complete, timely and strict," said Mr. Ho Huu Phoc.

Therefore, during the 14th National Assembly term, the State Audit determined to improve the operational capacity, legal validity, quality and efficiency of the State Audit as an effective tool of the State in inspecting, supervising the management and use of public finance and assets.

Building a State Audit with high professional qualifications, gradually modernizing, becoming a responsible and prestigious public financial inspection agency, meeting the requirements of the country's industrialization and modernization, in accordance with international practices and standards.

Public and transparent audit results

After listening to the comments and statements, the Vice Chairman of the National Assembly acknowledged and highly appreciated the results that the State Audit has achieved in the past time as well as the goals set for the coming period.

According to the Vice Chairman of the National Assembly, the problem of public asset management is very large but the coverage is still limited, not fully controlled, especially state assets; many large investments are only audited for compliance, while operational audits are only at a certain level; the legality of audit reports is still not high...

“The State Audit needs to strictly control national assets, prevent corruption and negativity to build and move towards a public and transparent public finance system,” the Vice Chairman of the National Assembly emphasized.

To do that, the State Audit must operate independently, only comply with the law on the basis of the law; must follow the correct auditing process, from making the audit plan to the audit process and after the audit; take the effectiveness and quality of the audit as the main thing, not the formality and must go to the end of the audit issue.

The Vice Chairman of the National Assembly also stated that the State Audit needs to consolidate its organizational structure, build a team of ethical and professionally proficient staff; focus on increasing the number of auditors and strongly shift to operational audit.

In addition to organizing regular audits, the State Audit needs to promote thematic audits on current pressing issues such as ODA and BOT projects; publicize and make transparent audit results through the mass media system...

In July 2016, the State Auditor General presented for the first time the State Budget Final Audit Report for 2014 to the 14th National Assembly at its first session with many outstanding results, which were highly appreciated by National Assembly deputies and voters nationwide.

Accordingly, the State Audit has recommended financial handling of VND 19,863.5 billion (increasing budget revenue by VND 8,565.6 billion, reducing budget expenditure by VND 5,562 billion, other financial handling amounts by VND 5,735.9 billion); recommended reviewing to cancel or replace, amend, and supplement 110 documents that are inconsistent with general regulations of the State.
