Vice Chairman of the Provincial People's Committee Le Ngoc Hoa and the working delegation inspected the progress.traffic routefrom National Highway 36 to Tan Thang Cement Factory.

Construction started in June 2012, the route has a total investment of over 300 billion VND, however, up to now, there are still more than 700 m unfinished due to lack of capital, so all activities of transporting raw materials in and out of the factory are very difficult.

The Tan Thang Cement Plant Construction Investment Project (Line 1) has a kiln capacity of 5,000 tons of clinker/day, equivalent to nearly 2 million tons of cement/year. The plant was completed and installed in November 2019; loaded test runs began in January 2020. The equipment operates stably, achieving quality productivity.

Currently, the entire production line is in the warranty period for productivity, quality and technical indicators. When the requirements according to the contract criteria are met, a handover will be signed between the foreign contractor and the Company and then it will be put into commercial operation.

At the meeting, Mr. Hoang Anh Tuan - General Director of Tan Thang Cement Joint Stock Company also reported to the working delegation about some problems in the process of completing the project such as: Not yet completedsite clearanceThe route for transporting limestone and clay into the factory greatly affects the process of supplying raw materials for production.

The current market is facing difficulties with foreign trade partners due to the impact of the Covid-19 epidemic. At the same time, it is recommended that the Provincial People's Committee promptly consider and approve the adjustment of the 1/500 Planning of Tan Thang Cement Factory to suit the actual production.

After listening to representatives of relevant departments, branches and localities speaking out a number of recommendations and solutions in disbursing investment capital; Replacing road construction materials; Solving problems in site clearance..., comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee requested relevant departments to prioritize capital to build the remaining 700m of road intoNTan Thang Cement FactoryThe province will allocate 5 billion VND, requiring the contractor to start construction to open the route on October 5, and complete the first step of paving by November 22. The Department of Construction is requested to come up with a backup plan to change the roadbed using cement concrete materials.

Regarding the land acquisition and clearance problems, it is recommended that the authorities of the two localities, including the People's Committees of Quynh Luu district and Hoang Mai town, must have a dialogue with the people to clearly identify the origin of the land and return the clean land so that the investor can soon start construction of the remaining items and stabilize production.
