(Baonghean.vn) - Clarifying the concerns of the delegates, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu said that the Provincial People's Committee assigned the Department of Home Affairs to preside over research to issue a specific policy to restore the title of Grassroots Veterinary Medicine under the province's authority and ensure the allocation of budget support for this title.

According to delegate Ngo Thi Thu Hien (Vinh City delegate), Resolution No. 117/2013 on titles and allowances for non-professional cadres of communes, wards, towns, blocks, hamlets, and villages stipulates the number of 15 part-time titles, including the title of Basic Veterinary, but Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council stipulates 13 titles, including the title of T.basic medical care.

Through practical activities, it has been shown that not assigning this position has many shortcomings. That is, it affects the work of propaganda, dissemination of laws, vaccination, disease prevention measures for livestock, and this is one of the causes of disease spread, affecting environmental hygiene, food safety, people's income, and the impact of increasing livestock herds of households.

Delegate Ngo Thi Thu Hien cited that Vinh city is an urban area, but has 9 communes that produce agriculture and develop animal husbandry. Meanwhile, the work of preventing epidemics for livestock and poultry mainly depends on the city's Veterinary Station. This unit also has only 2 staff and must contract 4 more workers, so the work of preventing epidemics faces many difficulties. Because there are no regulations on the title of Grassroots Veterinary, in wards and communes in Vinh city, this title is currently held by accountants and urban and land officials. Meanwhile, the title of veterinary requires expertise and professionalism, if held concurrently like that, it is not suitable for practice.

Also related to this issue, according to delegate Dinh Thi An Phong, Resolution No. 22 of the Provincial People's Council stipulates that a number of part-time positions, in addition to the position of Veterinary Base, have another very important position, which is the commune radio station staff, have been cut. This is the information channel to propagate the Party and State's policies and guidelines to the people.

"The voters' wish is that the province should consider the characteristics of Nghe An province to issue a special Resolution of Nghe An province to restore these two positions" - delegate Dinh Thi An Phong proposed. In addition, reflecting on the shortcomings after merging hamlets, delegate Dinh Thi An Phong stated the current situation.surplus - shortage - management and use of cultural houses. Currently, the use of writers after merging hamlets and blocks has not been guided, each place is doing it differently, causing waste. It is recommended that the province pay attention and guide the grassroots on the problem of surplus and shortage of cultural houses.

Clarifying the issues that delegates reflected at the group discussion session and the hall discussion related to the restoration of part-time positions and allowances for block and hamlet officials, Director of the Department of Home Affairs Le Dinh Ly affirmed: ImplementingDecree 34/2019/ND-CP, Nghe An Provincial People's Council issued Resolution No. 22/2019/NQ-HDND dated December 12, 2019, in which priority is given to arranging deputy positions of Party committees, unions, political and social organizations, while streamlined positions are arranged concurrently or assigned to civil servants.

Specifically, the tasks of non-professional veterinary and plant protection workers were previously assigned to civil servants in charge of land administration - agriculture - construction - environment (in charge of agriculture). Decree 34/2019/ND-CP allocates total allowances for positions; if the positions are increased, the allowances will be reduced compared to the present.

At the same time, Resolution No. 18-NQ/TW dated October 25, 2017 of the Party Central Committee (12th tenure); Conclusion No. 134-KL/TU dated March 5, 2019 of the Standing Committee of Nghe An Provincial Party Committee clearly stated: No positions of plant protection and veterinary medicine are assigned. This task is carried out in the form of socialization under the management of local authorities and competent State management agencies.

During the process of drafting Resolution No. 22/2019/NQ-HDND dated December 12, 2019 of the Provincial People's Council, the drafting committee also widely solicited opinions from relevant levels and sectors, in which, districts, cities, towns and the Department of Agriculture and Rural Development also provided written comments with content consistent with the draft Resolution (the draft Resolution does not arrange veterinary and plant protection positions). The Provincial People's Council also discussed and considered carefully before passing the Resolution.

Clarifying the concerns of the delegates, Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu highly appreciated the opinions of the delegates of the Provincial People's Council, and affirmed: The process of building Resolution No. 22 of the Provincial People's Council was based on a very strict legal basis according to the Decree, Circular of the Government, Ministry of Home Affairs, Conclusion 134 dated April 13, 2019 of the Provincial Party Standing Committee and based on local budget resources.

In the spirit of rearranging the semi-professional positions at the commune and hamlet levels in the direction of streamlining, reducing the payroll, limiting unnecessary positions in the form of concurrent holding. However, the implementation of Resolution No. 22 of the Provincial People's Council has greatly affected the socio-economic development, the lives of the people and a number of cadres and civil servants.

After receiving opinions from voters and people, the Provincial People's Committee held a meeting with relevant departments, branches and sectors and proposed options. After analyzing the options, based on the legal basis, the amount of support for this team is estimated to be about 8 billion VND/year.
