Vice Chairman of the Provincial People's Committee Hoang Phu Hien worked with Hoang Mai town on administrative unit arrangement.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien suggested that Hoang Mai town should continue to complete plans to arrange commune-level administrative units according to the instructions of the Central and the province on the basis of closely following the actual conditions of the locality.
On the afternoon of April 4, comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 4 had a working session with Hoang Mai town.
Working with the delegation, the leaders of Hoang Mai town included comrade Le Truong Giang - Member of the Provincial Party Executive Committee, Secretary of the Town Party Committee, Chairman of the Town People's Council and comrades in the Standing Committee, Standing Committee of the Town Party Committee, and leaders of the Town People's Committee.

Promote spirit and responsibility
The report of Hoang Mai town shows that in the first quarter of 2025, the town's Party Committee and government closely followed the policies and guidelines of the Central Government and the province, promptly concretizing them into programs, plans, and growth scenarios to lead, direct, and manage socio-economic development, achieving a number of comprehensive results.
Total production value by the end of the first quarter is estimated at 6,912 billion VND, up 15.92% over the same period, equal to 21.36% of the yearly plan. Economic growth in the first quarter is estimated at 14.73%, 1.84% higher than the same period. Of which, the industry, handicraft and construction sectors increased by 17.08% (industry, handicraft increased by 21.42%; construction increased by 9.01%); trade services increased by 12.5%.

State budget revenue by the end of the first quarter is estimated at 121 billion VND, equal to 35.4% of the estimate assigned by the Provincial People's Council, 23.24% of the estimate assigned by the Town People's Council; an increase of 2.34 times over the same period.
Disbursement of public investment capital from the central budget and provincial budget is estimated at nearly 51 billion VND/241.2 billion VND (21.10%); the town budget is estimated to disburse 70 billion VND/plan 320.675 billion VND, reaching 21.8% of the plan and estimated at 88% of the actual collection progress. Direct and urge investors and Project Management Boards to focus on accelerating the settlement of completed projects and recovering overdue advances.

The town has focused on directing drastic solutions to difficulties and obstacles in site clearance compensation, speeding up the progress of key projects of the Central and the province in the area such as: Hoang Mai II Industrial Park Project, Nghi Son - Cua Lo coastal road; organizing the payment of compensation for site clearance of National Highway 1A.
The cultural and social fields continue to receive attention and direction. The national defense, political security, social order and safety are ensured; Inspection, citizen reception and complaint and denunciation settlement work are given attention and implemented well as soon as they arise and right at the grassroots level. The town focuses on directing changes in administrative reform.

At the same time, the work of implementing the arrangement of administrative units was seriously and methodically carried out by the town; the organization of implementation closely followed the direction of the Central and the province; proactively studied and proposed plans for arranging administrative units at all levels and building a 2-level local government model according to the roadmap and progress under the direction of the Central and the province.

The leader of Hoang Mai town said that the town thoroughly grasps the spirit of high solidarity and working spirit for cadres and civil servants to complete the tasks of socio-economic development of the locality while maintaining the district-level model; at the same time, this is the criterion for evaluating cadres when arranging administrative units.

At the meeting, the leaders of Hoang Mai town proposed a number of issues, requesting the province and the Central Government to soon provide guidance on standards to facilitate the arrangement of administrative units; difficulties and obstacles in planning, site clearance, and project implementation when the district-level government ends; resolving policies and regimes for officials retiring before the age, etc.

Proactively develop plans to reorganize administrative units
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Phu Hien acknowledged and highly appreciated the results of implementing tasks on socio-economic development, as well as the process of reorganizing commune-level administrative units; at the same time, shared the difficulties and obstacles and acknowledged the recommendations of Hoang Mai town.

The Vice Chairman of the Provincial People's Committee requested the town to strengthen administrative discipline and office culture, promptly correct the sense of responsibility of cadres, civil servants and public employees in performing their duties and public services; not let the merger and disorganization of district-level administrative agencies lead to worries and neglect of work, affecting people and businesses; reward cadres with many contributions, correct cadres who quit their jobs and are negligent in their work.

Sharing the difficulties that the locality is experiencing in the process of organizing and arranging the apparatus. Comrade Hoang Phu Hien also emphasized that the arrangement and merger plan is proactively taken by the locality, therefore Hoang Mai town needs to continue to complete it according to the next instructions of the Central and the province on the basis of closely following the actual conditions of the locality. From there, prepare the plan so that when there are official regulations of the Central and the province on standards and criteria, the plan will be completed to submit to the competent authority according to the required schedule.

At the same time, the town needs to develop a plan for organizing the commune-level government apparatus, arranging and assigning cadres and civil servants to ensure that they meet task requirements; have a plan to arrange redundant cadres and civil servants, and reduce them according to the prescribed roadmap.
Review the training level, expertise, age, and work experience of the staff, civil servants, public employees, and workers to be proactive in developing plans for arranging staff, civil servants, public employees, and workers after the reorganization. Continue to implement policies for staff, civil servants, public employees, and workers subject to the provisions of Decree No. 178/2024/ND-CP.

At the same time, the town needs to drastically and synchronously implement solutions to accelerate the disbursement of public investment capital; review and classify investment projects, grasp the difficulties in the implementation process to focus on leadership, direction, and resource allocation to complete the project, acceptance, and settlement according to regulations, avoiding the situation when merging administrative units, the project is still unfinished, and there are difficulties in implementation, causing waste.
Emphasizing that in 2025, the Government assigned the province's economic growth target to reach 10.5%, accordingly, the locality needs to promote its responsibility to work with the province to achieve this goal. In particular, Hoang Mai town is identified as the growth pole of the province. In the remaining time, the district identifies key tasks to handle, especially transitional tasks when the 2-level government comes into operation.

Vice Chairman Hoang Phu Hien also requested Hoang Mai town to focus on leadership to speed up the progress of projects in the area; focus on site clearance for Hoang Mai II Industrial Park. In addition, the town also focuses on disbursing compensation funds for land acquisition and clearance for the project to upgrade and expand National Highway 1A that has been arranged by the Central Government.
